Community Development Committee – Regular Meeting – August 19, 2021 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT Marian Webber - spoke in favor of maintaining trail year round. Jim Webber - spoke in favor of maintaining trail year round. Ruth Steiner - spoke in favor of maintaining trail year round. Andre Johnson - spoke about the benefits of the trails for user's health. Susan Heuiser - spoke in favor of maintaining trail year round. John Thomas, President of Lake Mallalieu Association, spoke of cooperative efforts of Resource Management team to get Lake Mallalieu homeowners and farmers together. Jane Dreis - spoke against proposed development on Red Brick Road. Cori Pierson - spoke against proposed development on Red Brick Road Mark Gherty - Chairman Hansen will have him speak during the Railroad Property Item on the agenda PUBLIC HEARINGS BUSINESS ITEMS 1. River Crossing Loop Trail Winter Maintenance Ellen Denzer, Community Development Director, and Ken Witt, County Administrator, spoke regarding this topic. Motion to consider an agreement with the City of Stillwater for clearing the snow from the Loop Trail for a 1 year trial period. Speed and Safety on the Loop Trail RESULT: DISCUSSED 3. Purchase of Union Pacific Railroad Property Mark Gherty - 747 Gherty Lane. Hudson, spoke on the history of this property. Director Denzer, Corporation Counsel Scott Cox, and County Administrator Ken Witt spoke regarding process. RESULT: DISCUSSED 4. Financial Report for August 2021 Ken Witt, County Administrator, showed financial report. Supervisor Achterhof asked about the golf course revenue. 5. Review of 2022 Department Budget Request Ken Witt, St. Croix County Administrator, presented the budget requests for Community Development for 2022. No new positions for CDD in 2022 are currently included in the budget. 6. Review of Community Development Department Fee Schedule Director Denzer- presented the changes on the fee schedule to the committee. MOTION to accept the changes to the Community Development Department Fee Schedule for 2022. Resolution Supporting WDNR Surface Water Grant Application Tim Stieber, Resource Management Administrator, presented the request to apply for this grant to continue the work we are already doing. Motion to recommend approval of the Resolution Supporting WDNR Surface Water Grant Application to the Board of Supervisors. Community Development Annual Report Preview Director Denzer presented some highlights of the Community Development Department annual report. RESULT: DISCUSSED ANNOUNCEMENTS AND CORRESPONDENCE Chairman Hansen - Scott Counter and Dan Hansen attended funeral of Mary Barney, former CDD Recycling employee. Director Denzer - St. Croix County received a certificate of appreciation from the City of Stillwater for our participation in the Lift & Loop Celebration. REQUESTS FOR FUTURE AGENDA ITEMS Supervisor Achterhof would like a discussion of potential advertising in Your Wasteline newsletter to offset costs.
