Amending the Comprehensive Zoning Ordinance, Chapter 15.545, Section 20 Town 31N Range 18W, Town of Star Prairie. To rezone approximately 60 acres from R1 to R2 for Cloutier Trust John Hilgers presented the staff report. Town of Star Prairie did recommend approval at their town meeting on Monday this week. MOTION to recommend approval to amend the Comprehensive Zoning Ordinance, Chapter 15.545, Section 20, Town 31N Range 18W, Town of Star Prairie to rezone approximately 60 acres from R1 to R2 for the Cloutier Trust because it meets the county comprehensive guidelines and technical review items 1-7 with the blessings from the Town of Star Prairie. Resolution Approving the Land Use Jurisdiction Agreement Between St. Croix County and the City of River Falls regarding Ordinance Administration in the Boundary Agreement Area in the Town of Kinnickinnic Ellen Denzer, Community Development Director, and Scott Cox, St. Croix County Corporation Counsel, presented the information to the committee. MOTION: To recommend approval of the resolution approving the Land Use Jurisdiction Agreement Between St. Croix County and the City of River Falls regarding Ordinance Administration in the Boundary Agreement Area in the Town of Kinnickinnic. Resolution of the St. Croix County Board of Supervisors Approving the Town of St. Joseph Zoning Ordinance MOTION to postpone this resolution to approve the Town of St. Joseph's Zoning Ordinance until the St. Croix County Community Development Staff have adequate time to review and vet all aspects of the zoning ordinance proposed by the Town of St. Joseph, to bring back to the Community Development Committee no later than the April 2021 meeting. St. Croix County Manure Spill and Brown Water Event Response Plan Final Review Ellen Denzer - passed out a memo from Leslie Svacina, St. Croix County Farm Bureau President received by email 1/21/2021. Tim Stieber and Cole Webster are both online - no changes were made as a result of the HHS meeting yesterday 1-20-2021. An email from Barb Nelson related to the Plan was given to all committee and staff. Financial Report for December 2020 Ken Witt, County Administrator, presented the financial reports. ANNOUNCEMENTS AND CORRESPONDENCE None. REQUESTS FOR FUTURE AGENDA ITEMS Denzer - Steiber would like to discuss Clean Sweep 2021 Counter - if we can discuss setting time line requirements for agenda items to come in for staff and committee review. Looking for recommendations from staff as to what they need for time to review and provide guidance to the committee.
