Hearing closed at 5:11 PM. 2.Ordinance Amending the Comprehensive Zoning Ordinance to rezone approximately 69.76 acres from the R-1 Residential Zoning District to the R-2 Residential Zoning District, pursuant to Chapter 15.545 of the St. Croix County Zoning Ordinance. Hearing opened at 5:17 PM. Closed at 5:30 PM. 3. Resolution to include the Eckert Blufflands Park Master Plan as a section within the St. Croix County Outdoor Recreation Plan. Hearing opened at 5:30 PM. Closed at 6:26 PM BUSINESS ITEMS 1. Waiver to setback : Grunewaldt Town of Richmond Mike Wozniak, Land Use Administrator, presented the staff report and findings for the waver to setback - Town of Richmond. MOTION to approve the waiver to setback for a structure from 100' to 50' for Grunewaldt in the Town of Richmond based upon the findings and staff recommendation. RESULT: APPROVED \[UNANIMOUS\] MOVER: Scott Counter, Supervisor SECONDER: Judy Achterhof, Supervisor AYES: Ed Schachtner, Shawn Anderson, Scott Counter, Daniel Hansen, Judy Achterhof, Dick Hesselink 2. Ordinance Amending the Comprehensive Zoning Ordinance John Hilgers, County planner, presented the staff report and request of Jon Engstrom to rezone 69.76 acres from R1 to R2. MOTION to approve the Rezoning request thereby amending the comprehensive zoning ordinance, Chapter 15.545; Section 32, Township 31N, Range 18W, Town of Star Prairie - rezoning 69.76 acres from R-1 to R-2 zoning. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Ed Schachtner, Vice Chair SECONDER: Scott Counter, Supervisor AYES: Ed Schachtner, Shawn Anderson, Scott Counter, Daniel Hansen, Judy Achterhof, Dick Hesselink 3. Resolution to adopt amended St. Croix County Outdoor Recreation Plan - 2022-2026 John Hilgers, Senior Planner, gave the staff report and addressed questions from the committee. Exhibit 5 given to all committee members - comments received via email between noon 1/19/2022 and 3PM 1/20/2022 - Hilgers summarized comments for hearing. Community Development Director, Ellen Denzer - Read a suggestion from St. Croix County Corporation Counsel to edit the Eckert Blufflands Master Plan page 26 to read "Currently, the southerly 1.98 acres of the South Oaks Campsites may be limited to single-family residential use through Starr Wood Plat Covenants and Restrictions. If necessary, the County will pursue options to remove restrictions which were placed on the property after the County negotiated the purchase and shortly before closing on the property." MOTION to approve amendment to page 26 of the Master Plan (Achterhof/Schachtner) Unanimous vote. MOTION to recommend to the St. Croix County Board of Supervisors adoption of the amended St. Croix County Outdoor Recreation Plan. County Floodplain Ordinance Rewrite Review & Next Steps Brett Budrow, Planning and Land Information Administrator, presented the staff report and Floodplain ordinance information. 5. Financial Report December 2021 Ken Witt, County Administrator, presented the December Financial reports.
