The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06, stats. The following conditions shall be met during construction or installation and prior to occupancy or use: General Approval Conditions: • This system is to be constructed and located in accordance with the enclosed approved plans and with the design manuals noted above. • In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. In addition, the owner must insure that the operation, maintenance and monitoring duties as described in section VIII of the mound component manual are complied with. A copy of this information must be given to the owner upon completion of the project. Key Item(s) • This approval is based in part on an interpretive determination approved pursuant to s. Comm 85.60(2), Wis. Adm. Code and recorded under transaction number 1025528. It is subject to the conditions set forth in that approval. • Deep and thorough chisel plowing shall be done to the absorption area to a depth of 15". The county may, at their discretion, request verification that appropriate plowing is accomplished prior to sand or aggregate placement. • Proper landscaping of the mound and land surface up slope of the mound is critical to proper operation. See the approved plans for details. CLAYTON J STEINES + Page 2 6/17/2005 -~ • The designer proposes to install a state approved effluent filter to achieve the requirement of wastewater particle size. Pursuant to outlet filter product approval stipulations, maintenance information must be given to the owner of the POWTS explaining that periodic cleaning of the effluent filter is required. 'The access opening used to service the filter shall terminate at or above finished grade with a watertight cover. Note • The management plan !users manual must contain the telephone numbers of persons to contact in case of any component failure (generally the installer of the system and the county agency). • The changes made to this plan by this reviewer were discussed with and approved by the system designer. Reminder • The orientation of the mound system must be such that the longest dimension is oriented along the surface contour per COMM 83.44(6)(a)2. • Limit activities in the area 1 S' beyond the down slope edge of the mound per Mound Component Manual. • Materials shall conform to the requirements of COMM 84. • Maintain well and waterline set backs per COMM 83.43(8)(1). Consult the Department of Natural Resources for well setbacks and exceptions to the setbacks. A copy of the approved plans, specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. This hillside has a 4 percent slope and was probably formed as the advancing ice scoured the landscape, retreated, depositing the till material, forming the rounded knobs of the hillside. In most recent geologic history a road was build creating a division of the topography. Soil Series and Mapping Units The St. Croix County Soil Survey has mapped this area as FnB or Freeon silt loam, which consists of moderately well drained soils on low ridges and oot slopes of ridges. These soils as described by the Soil Survey, are represented by a surface layer that is approximately 8 inches of very dark grayish brown silt loam and a subsoil consisting of silts and clays. The subsoil is saturated with water for long periods of the year. Redoximorphie features are absent in the upper 9 to 10 inches of the soil profile, indicating awell- oxidized condition and free of soil saturation. The redox features increase in intensity and contrast with depth suggesting Longer periods of saturation the deeper you go. Also represented in the soil borings were plant roots at depths of 24" and the presence of worms at a depth of 10". Data - The soils evaluation report and system design have been included with this report. - A copy of the USDA Soil Survey map that provides the soil-mapping unit described above. - A USGS Topographic Map, revealing the geomorphology of the site. - POWT site plan, representing the best location and layout of the system that best treats and distributes the systems discharge water. Government Reports Leroy Jansky, Wisconsin Department of Commerce Wastewater Specialist, has visited the site and found no reason not to support the site's soils and landscape position, being suitable for an A+0 mound septic system with a minimum of 6 inches of unsaturated soils Additional Information Unique to the site During the evaluation there was the observation of biological activity in the form of worm burrows and roots. Worm activity was recognized at a depth of 10 inches in boring 1 and at a depth of 12 inches in boring two. Root activity was observed at Z4 inches in the proposed system area. It is recognized that these biological activities are normally not apparent in zones that are saturated for long periods of time. Recommendations The recommendation for the site would be for the site to be chisel plowed to a depth of at least 15 inches so as to breakup the soil interface so as to aid infiltration. From the upside slope of the system area, 30 inches of ASTM C-33 sand lift should be placed on the plowed area. This provides the 36 inches of Introduction: On November 11, 2003, Thomas Nelson, CSTM, Environmental By Design conducted a soil and site evaluation on property owned by Collova Brothers Inc., located in the SE1/4, NEI/4, Section 6, T29N- 16W, town of Baldwin, for the purpose of a septic system. An Interpretive Determination was submitted to the state and approved by Leroy Jansky. During the fall of 2004 the property was transferred to Justin Kampin and a driveway was inadvertently placed over the approved area ultimately destroying the system area. On November 17, 2004, Chris Fredericks conducted another soils evaluation finding soils that would only be suitable for an A+0 mound and that there was a need for an interpretive determination as designated by the Wisconsin Department Of Commerce's Administrative Code, COMM 85. On April 7, 2005, Leroy Jansky revisited the property and once again found not reason not to support the new system area as it was similar to the original site that was approved. On April 20, 2005, I revisited to property so as to obtain additional information that would support the proposed interpretive determination. Methodology: Backhce pits were provided for three borings, 1 through 3, with interpretations of the sites suitability being conducted by using soil redoximorphic features, soil texture, soil structure, soil color pursuant to the guidelines under Chapter COMM 85 of the Wisconsin Administrative Code and using the USDA-NRCS soil descriptive system. During this field investigation the landscapes morphological features, vegetation, and hydrology was determined for the purpose of this Interpretive Determination as defined in COMM 85.60(2) of the Wisconsin Administrative Code. Upon completion of the collection of the field data, which included the accurate measurement of the site featured locations; site plans, the system design and this interpretive report have been developed for review. The intent is to demonstrate that a minimum of 6. inches of unsaturated soil exists on this site and the influencing factors on this site would allow the compliant installation for the purpose of a mound system serving a residential use on this property as allowed under COMM 85.30(2xb) of the Wisconsin Administrative Code. Local Hydrology: The local hydrology of this site is influenced by the average of 30 inches of precipitation received, the soil properties, and localized geomorphology. The seasonal issues such as frozen ground and warm temperatures also influence the site. During the winter months when the ground is frozen, there would be an accumulation of snow with any melting action running offthe site on the surface of the ground. Spring rains would produce additional ,+~ surface runoff until the ground has thawed. Upon thawing, the permeability of the soils would be moderately slow due to the silty soil textures, and the location of the site, with it's limited upslope watershed runoff, would be minimal. Summer temperatures and plant growth would provide removal of soil moisture through evaporation and evapotranspiration. Local Geomorphology, Soil Disturbance, and Local Topography The geologic interpretation of this area directly related to the glacial geology of the Eastern St. Croix Moraine, a ground moraine that was formed by the accumulation beneath the glacier and resulted in a composition of stony, reddish-brown glacial drift. Post-glacial windblown silts formed loess deposits that overlays this till. Below is the Cambrian bedrock Prairie Du Chien formation, a dolitimized limestone formation. Soil forming activities have resulted in what is known as the Northern Till Uplands soils resulting in dark silty soils. necessary vertical separation to provide the necessary treatment of pathogenic organisms. The recommended mound design uses a linear loading rate of 4.0 gpd/ft and an in-site soil application rate of .0.2gpd/ft2. This will be accomplished by designing the absorption area to be long and narrow and extended the dawn slope toe area to a 5:1 dimension, effectively increasing the basal area and eliminating the chances of toe seepage. Additionally, the slope on the upper toe edge of the mound will be constructed so as to be a slope with a 3:1 side slope at each end and a 6:1 side slope for the I dimension at a point L/2 so as to help divert surface water from the upper slope. Finally the design requires that a water diversion ditch be installed above the mound so as to divert surface waters from the upslope area This should be installed with a 5:1 slope, a width of eleven feet, and oriented so that it traverses the contour slightly, draining the run off water north and down slope ofthe mound area. Conclusions I believe that this site will accommodate the proposed private onsite waste water system for the following reasons: - The described soils in this location differ somewhat to the mapped description, which represents in its description more silts and clays. This site is represented by weak structured sandy loams, possibly providing better drainage. The soil series description also does represents seasonal high water tables from 3 to 5 feet and I feel a more accurate representation would be 9 to 10 inches as evident by the redox and gleyed colors at that depth. Similarities between the described series and the soil testers findings represent an increased contrast and abundance of the redox colors in the subsoil the deeper you go in the profiles, suggesting increased saturation for longer periods at greater depths. - The biological activity in the soil as represented by the roots and Earth Worm presence, suggest that the soil has not been saturated in the most recent history of the soils. These activities cannot survive in saturated conditions. A design with a long and narrow system representing a linear loading rate of 4.0 gallons per day per foot and an in-site soil application rate of .0.2gpdJft2t. This configuration represents the best distribution of the wastewater, spreading it over a longer area. With the increased height of the mound, there is the assurance that there will be 3 feet of filtration between the bottom of the system and the zone of saturation. Also built into the plan is the increased dimension of the upslope of the mound, providing a 6:1 slope at the L/2 location, and the addition of a drainage ditch above the mound. These last two additional features will minimize surface runoff onto the mound area from higher elevations behind the system. The total design assures that the requirements of Comm. 83.41 of the Wisconsin Administrative Code are being met so as to properly filter the wastewater and to assure that there is no surface discharge, with discharge ,~` going below grade. - The mound septic design and management plan provides proper treatment of wastewater and expected system longevity. Accordingly, the plan submittal addresses the methods and design for treatment and dispersal of the wastewater below the surface as addressed by the code requirements. Code This system shall be operated in accordance with Comm 82-84 WisCode, and shall maintained in accordance with its' component manuals [SBD-10691-P (N.01/01) and SSWMP Publication 9.6 (01181)] and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8-inches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Stats. The contents of the septic tank shall be disposed of in accordance with NR 113, W is. Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. The outlet fitter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain sdids in the tank that may slough off the filter when removed from its enclosure. If the fitter is equipped with an alarm, the fitter shall be serviced ff the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. li the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. However, 'rf such products are used they shall be approved for septic tank use by the Department of Commerce. Pumo Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent fitter is installed within the tank it shall be inspected and serviced as necessary. Mound and Pressure Distribution Svstem No trees or shrubs should be planted on the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October-February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not exceed 220 mg/L BODS, 150 mg/L TSS, and 30 mglL FOG for septic tank effluent or 30 mg/L BODS, 30 mg/L TSS, 10 mg/L FOG, and 104 cfu1100 mL for highly treated effluent. Influent flaw may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 6 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. Continaencv Plan ~'~i If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance. If the mound component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically clogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system into proper operating condition. The location of the mound has changed significantly in that the new area is 50 to 100 feet. from the area previously approved and at least three feet lower in elevation. In addition, I seem to recall that some of the lot immediately south of the north properly line may have been disturbed by excavation and or filling. However, maybe that disturbance was further to the west or north off the lot. As with all marginal sites, what appears t0 be a minor location change may actually place the mound in a leas suitable or unsuitable soil area. I felt that the original location chosen by Tom Nelson was likely the best location on the property for the system. It is unfortunate that the owner did not consider the location of the mound when planning the driveway and home location. The following code discrepancies were noted at this site and require attention by the installing plumber. 1. The electrical junction at the dose does not meet National Electrical Code standards. The LB fitting used is not approved as a junction box. An approved, UL listed box needs to be installed. 2. ASTM 3034 PVC pipe was used for the observation tubes on the mound. PVC Piping needs to be ASTM D2665 or D1785 (sch. 40). In this one instance, the sch. 40 pipe may connect to the 3034 pipe at -- -the-top-ofthe~ggregate then-and-ex#end-to#he-strrfaee.- N4rrnatay~he-sch.-40-pipe-exten-ds#o-the-sand aggregate interface. In this case more damage than good might be done by completely removing the 3034 observation piping. 3. The lateral turn-ups are not in proper enclosures as per the plans and requirements of the pressure distribution component manual. Six inch lawn sprinkler valve boxes are recommended to be used. 4. The soil has settled around the tank and some extra fill should be added. Note that the manhole riser rings must be at {east 4 inches above finished grade to prevent surface water entry into the tanks. 5. The manhole riser joints appear to have been leaking. Any joints that leak shall be make water tight. Please see that the above discrepancies are corrected by August 18, 2006, and all work must be done at the plumber's own expense. The major difference is that the new area is at a lower elevation and therefore subject to more up slope water contributions from snow melt and rainfall: Appropriate system design and an up slope surface water diversion should help compensate for additional surface/subsurface water contribution. Recommendations for basal loading is 0.2 gpd/ft^2, linear loading rate 4.0 gpd/ft, and sand depth equal to 30 inches. Other parameters should be similar or the same as the previous interpretive determination approval. Since landscape position and location have changed for the proposed mound, revised mound plans and interpretative determination need to be submitted. The soil report was submitted with the minor subdivision application to create a "lot" for building purposes. On June 18, 2002, Leroy Jansky (Department of Commerce), Shaun Bird, and I met you at the site to verify the soil conditions you described in your soil report. The soil report revealed the possibility of utilizing a convention type system for this property with at least 54 inches of suitable soil with no redoximorphic features described within this soil depth. Shaun Bird noted after visiting the site, that the soil conditions as described in your soil report did not accurately reflect the field conditions he observed, thus the need for the onsite verification. Mr. Jansky determined that the soils did not meet criteria for "A+4" type conditions but possibly would meet the "A+0" criteria. Mr. Jansky requested that additional soil data along with an Interpretive Determination Report in accordance with Comm 85.60 be filed with his office for review and approval. As of today, the Zoning office has not received supplemental soil data that would support locating a private onsite wastewater treatment system (POWYS) in the area you originally tested or a new soil report identifying another site on the lot. Therefore, the St. Croix County Zoning office cannot and will not issue a sanitary permit to the owner of this lot until a suitable site is located for a POWYS. Furthermore, submitting information that causes the recorded plat to be noncompliant with County regulations is violation of the subdivision ordinance. The subdivision ordinance requires that a soil report be submitted for each lot showing that the lot has a suitable site, which would support a POWYS. It is my opinion that this site is not suitable for a below grade soil absorption system. A mound system may possibly be used dependant on submittal of documentation pursuant to Comm 85.60 Wis. Adm. Code. A representative soil profile description in the area of CST Schumaker's B-2 is as follows: 00-08" 10YR 3/2 sil, 2m-csbk, mfr, aw. 08-10" 10YR 4/3 sil, 2mpl parting to sbk, mfr, cw. 10-14" 10YR 413 sil, 2mpl parting to sbk w/c2f-d 7.5YR 4/6 and 6/2 RMFS. 14-22" 7.5YR 4/3 I , 2mabk, mfr, w/cad 5YR 4/6 and 5/2 RMFS. 22-30" 7.5YR 4/3 sl, 1 csbk, mfr w/ cad 7.5YR 4/6,.5/6, and 6/2 RMFS. Limitations at this site include slow permeability due to platy structure and a high level of seasonal soil saturation. In addition, the CST reported moist very firm (mvfi) soil consistence for many of the soil horizons. This condition would not allow for installation of a dispersal system [ref. Comm 83.44 (4)(a)1.d.]. I believe that the CST~should reevaluate conditions at this site and resubmit a report that accurately reflects soil conditions at the site.
