Questionable soil conditions were observed that make interpretati6n..of the deptfr, seasonal soil saturation difficult. Several soil pits were evaluated. A typical soil pedon description,; follows: 00-08" 10YR 3/2 sil, 2m-ccr, mfr, as. 08-14" 10YR 4/3 sil, 2csbk parting to 2f-mpl, mfr, cw, with few 10YR 5/6 & 613 root mot. 14-20" 10YR 4/3 sil, 2csbk, mfi, w/ common 10YR 7/3 si coatings on ped surfaces, ci, with few 10YR 516 & 6/3 root mot. 20-30" 10YR 4/4 sil, 2csbk, mfi, w/ common 10YR 7/3 si coatings on ped surfaces, and ,2d 7.5YR 5/6 mot. General soil conditions within the area evaluated are only suitable for a replacement mound system using A+4 criteria under Comm 83.23 (1)(d)2., Wis. Adm. Code. This is due to a seasonally perched groundwater condition at approximately 20 inches below grade. Some mottles were observed to begin at the bottom of the N horizon and were orientated vertically. These uonirastirig colors would be considered root mottles and r.ot indicative of soil saturation. However, it was apparent in other parts of the horizon that mottled featu:es were not vertical and likely not associated with roots. Options for negating scil colors as an indicator of soil saturation include groundwater monitoring during a normal spring sez.son pursuant to Comm 83.09(7)(b) through (f), Wis. Adm, Code. He was nervous and was quizzing me about some of our past conversations regarding his property. To be honest with you, I don't recall all of what he was stating. Anyway, here's what I recall on th4--property. ---, 1' Verify the flood plain efore you iss.e the sanitary permit. You av need an evaluati y for this veraf_caticn. `.hough that the wer referenced off a known bench mark in tha- area so you should be in good shape, if no,: you may need to request an evaivaLion from a sur eyor. 2. Soils weren't goo at this site. Bennie Helegson, (conservative) didn't come up with a ything. Art Wergerer found a site near where Bennie tested, there ere fine. Leroy and myself met Art onsite to verify the soils. We ocked at Art's and Bennie's borings. We found an area that was suitable Mary Jo Hollister tested yet a third site which we never verified. Pe er Moody indicated that I said that Mary Jo was a CST and that if the tes met the standards as prescribed Comm 83 we would accept it. That tate maybe is true. It might not be a bad idea to verify her soil test Peter didn't like suggestion. 3. Very steep slopes. I thought I put a few n tes in the property file. Check the property file (Vil. of Spring Val ey) and the soil test reports. I told him that you're t you regarding this issue Later Rod Rod Eslinger Land Use Supervisor Eau Claire County Planning 721 Oxford Ave., Room 1510 Eau Claire, WI 54703 Ph: 715-839-4741 "man" now and that he'll have to work with and Development rod.eslinger@co.eau-claire.wi.us 1
