PUBLIC HEARINGS 1. Rezoning - Town of Kinnickinnic - Lorence R-2 to AG-2 Hearing opened at 5:12 PM. Hearing closed at 6:06 PM. 2. Rezoning - Town of Somerset - Kappers, Hideaway LLC - R-1 and C-1 to C-3 Break. Hearing opened at 6:32 PM. Hearing closed at 6:59 PM. BUSINESS ITEMS 1. Amending the Comprehensive Zoning Ordinance Section 15, Township 28N, Range 18W, Town of Kinnickinnic - Rezoning 24 Acres from R-2 Residential Zoning District to AG-2 Agricultural District John Hilgers, Senior Planner, presented the staff report to the committee. Motion to table the Lorence Rezoning to the July 2023 Community Development Committee meeting and refer further discussion on rezoning to Town of Kinnickinnic Board and/or Plan Commission. Also add item to June 2023 agenda for Community Development Department staff to provide report regarding the permitted and conditional uses in the AG-2 Zoning District. Amending the Comprehensive Zoning Ordinance Section 2, Township 30N, Range 19W, Town of Somerset - Rezoning 4.70 Acres from the C-1 Commercial Zoning District to the C-3 Commercial Zoning District John Hilgers, presented the information to the committee. MOTION to recommend to approval of the rezoning request of 4.7 acres from C-1 commercial to C-3 commercial for Hideaway LLC in the town of Somerset. Introduction of Kari Weiss, Area 5 Extension Director Kari Weiss introduced herself to the committee. 4. Update on the Wildwood Trail Ken Witt, County Administrator, gave an update to the committee. Heather Amos, Corporation Counsel, talked about the agreement. 5. Resolution Authorizing Driveway Crossing on the Wildwood Trail Administrator Witt and Corporation Counsel discussed the resolution with the committee and staff. Motion to approve Resolution Authorizing Driveway Crossing on the Wildwood Trail with the following changes: insert the words “an unpaved” on line 10 prior to the word “driveway” and modify the word “66-foot-wide” on line 14 to “35-foot- wide” prior to the word “driveway.” Direct Corporation Counsel to make necessary changes to draft Agreement between St. Croix County and John Tjornehoj. Five Year Land & Water Resource Management Plan Review and Committee Approval of CDC Chair Authorization to Sign Tim Stieber, Resource Management Administrator, reviewed the Land and Water Resource Management Plan. MOTION to authorize the CDC chairman to sign document for the Land & Water Resource Management Plan RESULT: APPROVED [4 TO 0] MOVER: Jerry VanSomeren, Supervisor SECONDER: Ryan Sherley, Supervisor AYES: Shawn Anderson, Scott Counter, Ryan Sherley, Jerry VanSomeren ABSTAIN: Daniel Hansen EXCUSED: Dick Hesselink 7. Financial Report for April 2023 County Administrator Ken Witt presented the financial reports to the committee. ANNOUNCEMENTS AND CORRESPONDENCE Spring Appliance and Electronics Event Saturday May 20th Grand Opening of Vista Prairie and Free Entry Weekend - June 3rd Free Well and Water Nitrate Screening Clinic June 14th in Baldwin St. Croix River Workshops on the water - $30 per person - 2 locations- two dates: June 27th and July 25th 1.
