Chairman Hansen requested to amend the minutes to reflect Supervisor Anderson as
excused.

PUBLIC HEARINGS
1. Setback reduction waiver for Ellis-Town of Star Prairie-to reduce the platted structure
setback on the lot from 100 feet to 50 feet along 81st Street pursuant to Section
13.10.B.1. of the St. Croix County Land Division Ordinance
Hearing opened 5:02 PM. Hearing closed at 5:26 PM.
BUSINESS ITEMS
1. Setback reduction waiver for Ellis-Town of Star Prairie- To reduce the platted
structure setback on the lot from 100 feet to 50 feet along 81st Street pursuant to
Section 13.10.B.1. of the St. Croix County Land Division Ordinance.
Mike Wozniak, St. Croix County Land Use Administrator, presented the staff report and
findings to the Committee. MOTION by Supervisor Counter to table this until the
next CDC meeting, seconded by Supervisor Sherley. Unanimous vote.
RESULT: POSTPONED Next: 8/17/2023 5:00 PM
2. Amending the Comprehensive Zoning Ordinance Section 21, Township 28N, Range
18W, Town of Kinnickinnic - Rezoning 2.735 Acres from AG-2 Agricultural Zoning to
R-2 Residential District
Chairman Hansen - reopened the public hearing at 5:30 PM - hearing closed at 5:36 PM.
John Hilgers, Senior Planner, reviewed the previous public hearing meeting information
with the Committee.
MOTION to recommend approval of the request to rezone 2.735 acres from Ag-
2 to R-2 in Kinnickinnic Township for Green Pastures Family Farm.
RESULT: RECOMMENDED [UNANIMOUS]

to AG-2 Agricultural District
Chairman Hansen reopened the public hearing at 5:37 PM. Hearing closed at 6:26 PM.
John Hilgers, Senior Planner, presented an overview of the May meeting and
additional information to the committee.
Motion by Anderson, second by Sherley, to recommend approval of the request to
rezone 24 acres from R2 to AG 2 in the Town of Kinnickinnic for Lorence - defeated
3:2.
Motion to add July 17th CDC meeting date to number 6 of the considerations and
then to adopt the considerations #6 and #7 and recommend denial of the rezoning
request for Lorence to the county board of supervisors - approved 3:2.

John Hilgers, Senior Planner, presented the item to the committee.
MOTION to approve the Town's request for rezoning and give county consent.

5. Resolution to Accept Ten (10) Wells from Wisconsin Department of Natural
Resources to be Used for Long-Term Aquifer Monitoring
Adam Meade, Water Resources and Outreach Specialist presented the resolution.
MOTION to recommend approval of the resolution to accept seven of the ten
wells for groundwater monitoring from Wisconsin Department of Na tural
Resources.

Ellen Denzer, Community Development Department Director, gave an overview of the
department's 2022 annual report and some insights into 2023.
