PUBLIC HEARINGS
1. Request to rezone 7.3 acres from the C-1 Commercial District to the R-2 Residential
District for Jensen in the Town of Hammond
This hearing was withdrawn by the applicant and will be heard at the September
meeting.
2. Peterson request for Waiver to reduce the platted structure setback on lot Lot 12 of
the Plat of Pine Valley Addition, filed May 29, 2001 in Volume “8”, Page 0051,
Document No. 646733, located in the SW ¼ of the SW ¼ of Section 06, Township
30N., Range 18W., Town of Richmond, St. Croix Countyt from 100 feet to 50 feet
along 91st Street pursuant to Section 13.10.B.1. of the St. Croix County Land Division
Ordinance
Hearing opened at 5:13 PM. Hearing closed at 5:20PM.

1. Amending the Comprehensive Zoning Ordinance Section 27, Township 29N, Range
17W, Town of Hammond - Rezoning 7.30 Acres from C-1 Commercial Zoning District
to R-2 Residential Zoning District
John Hilgers, Senior Planner, Town of Hammond, this application has been withdrawn
and the applicant will reapply to have this on the September agenda.
RESULT: NO ACTION Next: 9/21/2023 5:00 PM
2. Peterson request for Waiver to reduce the platted structure setback from 100 ft. to
50 ft on Lot 12 of the Plat of Pine Valley Addition, located in the SW ¼ of the SW ¼
of Section 06, Township 30N., Range 18W., Town of Richmond, St. Croix County
Mike Wozniak, Land Use Administrator, presented the request to the committee.
An email from the Town, approving the setback reduction, was given to the
committee and read into the record by Mr. Wozniak. It will be added to the minutes
for reference.
Findings - #4 - may be adjusted to reflect this comment from the town.
Motion to approve as presented a waiver to reduce the platted structure setback
for Peterson in the Town of Richmond.
RESULT: APPROVED [UNANIMOUS]

3. Setback reduction waiver for Ellis-Town of Star Prairie- To reduce the platted
structure setback on the lot from 100 feet to 50 feet along 81st Street pursuant to
Section 13.10.B.1. of the St. Croix County Land Division Ordinance.
Mike Wozniak, Land Use Administrator presented.
MOTION to approve the setback reduction for Ellis in the Town of Star Prairie.
RESULT: APPROVED [UNANIMOUS]

4. Presentation and discussion on possible zoning ordinance amendment regarding
accessory dwelling units (ADUs)
John Hilgers, Senior Planner, presented the Accessory Dwelling Unit (ADU) information
to the committee.
5. Discussion on possible industrial manure management policies
Chairman Hansen asked for this to be brought to the committee for discussion.
6. Presentation of draft "Introduction" section of the Comprehensive Plan update
Brett Budrow, Planning and Land Information Administrator, presented the draft
introduction section of the Comprehensive Plan update.
7. Discussion on road setback reduction ordinance amendments and schedule public
hearing
John Hilgers, Senior Planner, led the discussion on a potential road setback reduction
ordinance.
8. Financial Report for July 2023
Ken Witt, County Administrator, presented the financial reports to the committee.
COMMUNITY DEVELOPMENT DEPARTMENT UPDATE
Director, Jason Kjeseth, updated the committee on upcoming grant applications and park
projects.
