Community Development Committee – Regular Meeting – August 17, 2023 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT PUBLIC HEARINGS 1. Request to rezone 10.2 acres from the C-1 Commercial District to the R-2 Residential District for Jensen in the Town of Hammond Hearing opened at 5:07 PM. Hearing closed at 5:20 PM. 2. Request to rezone 0.79 acres from the R-1 Residential District to the R-2 Residential District and to rezone 0.30 acres from the R-2 Residential District to the R-1 Residential District for Tembruell and Coyer in the Town of Emerald. Hearing opened at 5:21 PM. Hearing closed at 5:31 PM. 3. Request to rezone 35.57 acres from the Ag1 Agricultural District to the Ag2 Agricultural District and rezone 0.95 acres from the Ag1 Agricultural District to the R1 Residential District for Fern in the Town of Baldwin. Hearing opened at 5:32 PM. Hearing closed at 5:39 PM. BUSINESS ITEMS 1. Amending the Comprehensive Zoning Ordinance Section 27, Township 29N, Range 17W, Town of Hammond - rezoning 10.2 acres From C-1 Commercial Zoning District to R-2 Residential Zoning District John Hilgers, Senior Planner, Presented the staff report to the committee. MOTION to recommend the request to rezone 10.2 acres from C-1 to R-2 in the Town of Hammond for Jensen. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Scott Counter, Vice Chair SECONDER: Ryan Sherley, Supervisor AYES: Shawn Anderson, Scott Counter, Daniel Hansen, Ryan Sherley, Jerry VanSomeren ABSENT: Dick Hesselink 2. Amending the Comprehensive Zoning Ordinance Section 13, Township 30N, Range 16W, Town of Emerald – Rezoning 0.789 Acres from R-1 Residential to R-2 Residential Zoning District and Rezoning 0.297 Acres from R-2 Residential Zoning District to R-1 Residential Zoning District John Hilgers, presented the staff report to the committee. MOTION to recommend the request to rezone 1.086 acres in the Town of Emerald for Trembruell and Coyer from R-2 to R-1 and R-1 to R-2. MOTION to amend the Comprehensive Zoning Ordinance Section 16, Township 29N, Range 16W, Town of Baldwin to rezone 35.57 acres from AG-1 to Ag-2 and 0.952 acres from AG-1 to for Gary Fern in the Town of Baldwin. Resolution Ordering Dissolution of the Upper Willow River Rehabilitation District Jason Kjeseth, CD Director, presented the information to the committee. The Rehab district voted to dissolve at their annual meeting. MOTION to recommend dissolution of the Upper Willow River Rehabilitation District. Update for Highway 35 Off-Road Trail Project John Hilgers, Senior Planner, presented the information to the committee. 6. Update on Accessory Dwelling Unit Standards Jason Kjeseth, Community Development Director, presented the updated information to the committee. 7. Presentation of draft "Land Use" section of the Comprehensive Plan update Brett Budrow, Land Use Administrator, presented the draft chapter to the committee. 8. Financial Report for August Ken Witt, County Administrator, presented the financial report. 9. Consideration of 2024 Requested Budgets for Community Development Departments Ken Witt, County Administrator, presented the information on the budget.
