APPROVAL OF MINUTES 1. March 20, 2014 9:00 AM RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. Election of Chair & Vice Chair Council member Ostness opened the floor for nominations for Chair of the Council on Aging and Disabilities. Council member Anderson nominated Dave Ostness. Ostness then asked three times if there were any other nominations, no other nominations were voiced and Ostness was named Chair. No vote was needed. Chair Ostness opened the floor for nominations for Vice-Chair of the Council on Aging and Disabilities. Council member Anderson nominated Jim Schreiber. Ostness asked three times if there were any other nominations, no other nominations were voiced and Schreiber was named Vice-Chair. No vote was needed. 2. Establish Regular Meeting Schedule The Council members discussed meeting dates and times that would work best for all if not most of the Council members. It was determined that meetings will be held the fourth Friday of the month from 9 a.m. - 11 a.m. Meetings will be held in the County Board Room of the St. Croix County Government Center in Hudson. The Council will not meet in February or July and meeting dates will change in the months of November and December due to holidays. 3. Department Fact Sheet Review from Orientation Council members received information that will be provided to the County Board that provides an overview of the departments within Health and Human Services. They received a 2013 Annual Report which highlighted each department's Vision, Mission, Responsibilities, Budget, Goals Achieved and Anticipated Goals. 4. Future Agenda Items Future agenda meetings may include ADRC staff providing a brief synopsis and update on the programs they work with. 5. Financial Reports Council members received copies of the Actual and Projected Financial Report for March 2014. There was discussion regarding the difference between the reports received by Council and Health & Humans Services Board and those received by County Board. The information on the ADRC report shows actuals and projections where the County Board report is based on accrual. The variances pertaining to projections and actuals can be reviewed on a quarterly basis. 6. Quarterly Trust Account review The 1st quarter figures for the Nutrition, DOT 85.21, and Transportation Trusts were presented to the Council members. The trust dollars allow for repairs and equipment purchases to be done without going to the County Board for additional Levy dollars. The DOT 85.21 trust is utilized to purchase new vehicles using the state bid and dollars not expended in a calendar are placed in the trust account per the 85.21 grant to not exceed $80,000. The Nutrition trust is utilized to improve the Nutrition Program and assist with cost of repairs on equipment. Any prior year program income not expended in congregate and home-delivered meal programs, can be transferred into the trust account after the audit has been completed. Since the report was not reviewed by Finance prior to the meeting, if there is a variance in the report, it will be reviewed again at the June meeting. 7. Health & Human Services Building Facility Planning The Council members were informed there will be joint tour of the Services Center building with the Health and Human Services Board on May 29 starting at 3:30 p.m. Members will be able to look at the new location and ask questions or have any concerns addressed. The move in date is scheduled for July 1st. 8. Dementia Care Specialist Grant Award and hiring an Additional Social Worker Council members were informed the ADRC received the Dementia Care Specialist Grant. The grant application was submitted in April and ADRC was one of 10 counties to receive the grant. The ADRC will receive $53,335 in to cover the remainder of 2014 and $80,000 for 2015 calendar year. There was discussion that a budget amendment resolution would need to come from the Administration Committee to amend the 2014 ADRC budget. Nutrition Stats - 1st qrt of 2014 The Council members received the 1st quarter Nutrition comparison for 2013-2014. There was discussing on regarding the number of snow days that occurred in January which may have contributed to the high decrease in the number of meals served at the Senior Nutrition Sites. There was also discussion regarding the continued delivery of the Home-Delivered meals to the residents of Hammond even though the Senior Nutrition Site has been closed since December 2013. Future reports will reflect the number of Home-Delivered meals being delivered by the Baldwin and Roberts sites to the residents of Hammond. 10. Hammond Senior Center - update The Council was informed that a small but dedicated group of ladies have been attending different activities being offered at the American Heritage Assisted Living. They also have planned outings and have the ability to utilize the funding provided to the Hammond Senior Center Board through a grant from United Way to pay for special activities. It was discussed that if the need arises in the future, Hammond Senior Center can be reopened. The situations will be reviewed again prior to starting of the 2016 budget process. The folks who reside in Hammond receiving Home-Delivered meals will continue to receive them from the Baldwin and Roberts Senior Nutrition Sites. Information & Assistance Update Sheet Council members received a handout with the numbers for March and April 2014. In April there was one disenrollment from ContinuUs; six enrollments into ContinuUs; five IRIS enrollments and two IRIS disenrollments. 12. Transportation Requests (Out of County/Weekend) The transportation requests for this month were River Falls to Chippewa Falls on May 17; Hudson to Augusta on June 27; Stillwater on July 10; to Chetek on July 18 and July 20. A motion was introduced by Norton-Bauman; seconded by Schrank; and unanimously adopted: To approve the out of county trips as requested. 13. 2014 Countywide Card Tournament The 2014 Countywide Card Tournament came to a close on Wednesday, May 14 at the Amery Senior Center. There tournament was well attend and enjoyed by all. This year's winners were the card players from the Amery Senior Center, Somerset placed 2nd with New Richmond and Woodville tying for third. The traveling trophy will be presented to the Amery Senior Center card players at the Annual Countywide Senior Picnic on Friday, June 13. 14. Volunteer Appreciation Banquet This year's event was held at Read y Randy's in New Richmond. There were over 150 volunteers honored for their dedication and many hours of service. The outgoing Council on Aging and Disabilities members were also recognized. The attendees were entertained by the Little Falls Music Makers from Amery. ANNOUNCEMENTS & CORRESPONDENCE The Council was informed that Liza Gibson will be returning to the ADRC as an Elder Benefit Specialist. ADJOURN The meeting was adjourned by Chair Ostness at 11:05 a..m. DATE OF NEXT MEETING The date of the next Council on Aging and Disabilities meeting will be Friday, June 27 at 9 a.m. in the County Board Room of the St. Croix County Government Center, Hudson.
