APPROVAL OF MINUTES 1. May 15, 2014 9:00 AM RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. Financial Reports Council members received copies of Actual & Projected Financial report for May 2014. The Council members were informed that there was an increase in the revenue and expense lines for the ADRC due to the receipt of the Dementia Care Specialist Grant. The Aging revenue includes Trust dollars and an increase in the Older Americans' Act allocation. The Aging expenses are in line and the ADRC show an increase due to the DCS grant. At the Health & Human Services Board meeting there was discussion regarding an expense of $20,000, paid to the Glenwood City Postmaster, which was not budgeted. In the past the bill was split between two line items, instead of splitting the bills the amount will be charged to one line item. A question was raised regarding the vacant Caregiver Support Coordinator position and whether it was in the budget at 35 hours or if it was going to be decreased. The Council was informed that when a position becomes vacant, justification of hours is one of the questions asked when completing the Position Request form. 2. Quarterly Trust Account review The Council reviewed the revised 1st quarter Trust accounts report after Finance had a chance to review and approve. The information provided to the Council last month was inaccurate: there were expenses listed in the 1st quarter for the Nutrition Trust when the expenses actually occurred in the 2nd quarter and there was revenue amounts missing in both of the Transportation Trust accounts due to sale of two vehicles and donations received. 3. Health & Human Services 2014-2016 Strategic Planning Council members received documents pertaining to ideas regarding strategic planning which will be presented to the County Board. Council members were asked to review the documents and provide any changes or additions to Brad or Fred prior to meeting in August. The documents will be reviewed again at the August meeting. 4. Information & Assistance Update Sheet Council members received a handout with the numbers for June and July 2014. In July there was two disenrollments from ContinuUs; seven enrollments into ContinuUs; six IRIS enrollments and no IRIS disenrollments. Council members were informed the Protective Placement Reviews will no longer be done by the Information & Assistance Specialist, but by staff within the Emergency Support Services. 5. Purchase of new ADRC Site Transportation vehicle Tracy Davis, Community Services Coordinator, informed the Council the new mini bus with two wheelchair bays arrived last Thursday. The purchase of the bus was covered by Aging & Handicapped, Inc and dollars held in the two Transportation Trust accounts. The bus is owned by the ADRC and will be utilized in Hudson, with the transfer of the current Hudson bus being moved to the Baldwin to replace the aging van in that community. 6. Transportation Requests (Out of County/Weekend) There were no transportation requests. 7. Title VI Annual Public Participation Plan Tracy Davis, Community Services Coordinator, explained that the ADRC was informed in early April that a Title VI plan needed to be in place by the end of April. This was necessary because the ADRC, under the auspices of the A&H applied for and received a 5310 federal grant to purchase two buses in 2011. Davis presented a power point presentation reviewing what Title VI is and the plan submitted by the ADRC. Council members received a copy of the flyer that will be posted in all the vans/mini buses as well as the Senior Centers. Information can also be found on the Transportation page of the ADRC website. 8. St. Croix County Fair in Glenwood City Council members were informed the ADRC will be manning the Senior Citizens building at the St. Croix County Fair from July 16 to July 20. They were provided with the nomination form for the Outstanding Older Adult which will be awarded on Friday, July 18 under the tent at Croix Court. Popcorn and juice will be sold with proceeds to benefit the Senior Center Board Coalition. There will also be a silent auction with items donated by the Senior Centers and the monies raised to benefit the respective Senior Center. 9. ADRC Joint Marketing Grant The Council was informed the ADRCs of St. Croix and Pierce Counties received a joint grant for ADRC videos to be aired either via TV or radio. The standard ADRC video or radio spots may not be altered and funding must be spent by Sept. 29, 2014. 10. Wisconsin Dementia Care System Redesign Council members were informed of upcoming listening sessions regarding the Dementia- Capable Wisconsin Initiative. Council members were encouraged to attend if able and transportation will be provided by the ADRC. The closest session will be held on Friday, July 11 in Eau Claire. 11. Wisconsin Estate Recovery Council members were provided with a handout which was presented at a training attended by the Information & Assistance Specialists. The handout reviewed changes to the Wisconsin Estate Recovery Program effective August 1, 2014. There was discussion regarding some of the changes. The Elder Benefit Specialist, Liza Gibson, will present at the August COAD meeting and provide additional information on the changes to the program. ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council that an AED will be installed at the Glenwood City Senior Center. He is still working with the Village of Woodville regarding the installing of an AED at the Woodville Senior Center. Beckman mentioned that the Countywide Senior Picnic was attended by 125 folks with a Hawaiian theme. The Amery Senior Center card players received the traveling trophy for winning the Countywide Card Tournament. The Farewell Salad Luncheon was held on Wednesday, June 25 at the Government Center and hosted by the ADRC and Vets Services. The event was well attended and donations for the Food Resource Collaborative were collected. ADJOURN Meeting was adjourned at 10:10 a.m. DATE OF NEXT MEETING August 22, 2014
