APPROVAL OF MINUTES 1. January 16, 2014 9:00 AM RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. Financial Reports Council members received copies of the Projected Financial Report through January 2014. The revenue and expenses are one twelfth of the budget. The claims for the ADRC and Aging for January are pending per State, so revenue will increase once payment is received. When looking at the operating margin for 2013, the Aging programs ended the year in the good, while it looks as though the ADRC was in a deficit. A carryover from 2012 erases the deficit, and brings the ADRC into the good as well. There was discussion regarding the Financial Reports received by the County Board compared to the reports received by the Council. The reports do not match and the dollar amounts appear to be off. The concern will be looked into and reported back to the Council at the next meeting. 2. Health & Human Services Building Facility Planning Council members were informed that the build out is going fast. The Health and Human Services Department heads toured the building on Friday, March 14. There have been photos taken and posted on the Intranet so staff can see the progress. Additional tours for County Board members and staff will take place at some point in the future. The move is scheduled for June of 2014. 3. Dementia Care Specialist Grant Beckman informed the Council members that the ADRC will be one of many other counties applying for Dementia Care Specialist Grant. The grant will be awarded to five counties and will be in the amount of $80,000 with additional federal dollars through MA reimbursement. The grant dollars will be used to hire and train a Dementia Care Specialist and implement the expansion of dementia care programs in St. Croix County. The grant is being written with a budget. The deadline for submission is 3 p.m. on Monday, March 31. A motion to support the ADRC pursuit of a DCS grant was made by Council member Berenschot; seconded by Keisler; motion carried. 4. 2013 Aging Unit Self-Assessments Davis presented a power point presentation on the Aging Unit Self-Assessment. The presentation reviewed the goals which were met as well as goals that were not. The Self- Assessment will be submitted to The Bureau of Aging and Disability Resources after explanations for unmet goals have been completed. A motion to accept the Self- Assessment was made by Council member Ostness; seconded by Larson; motion carried. Council on Aging and Disabilities - member vacancies At the April meeting four of the current members of the Council will be stepping down. Applications are currently being accepted to fill the target groups these Council members represent - a representative for individuals with a developmental disabilit y; 2 representatives for persons over the age of 60; and one family caregiver. 6. 2014 Countywide Card Tournament Glenwood City kicked up the 2014 Countywide Card Tournament. This is an annual event that all the Senior Centers and participants look forward to. Card players sign up to play 500, Euchre, and Cribbage and represent their Senior Center in the tourney. The tourney runs until May 14th. 7. 2013 Aging Program Statistics The Council members received a snap shot of all the stats for the Aging and ADRC programs for 2013. There were increases in the numbers of persons served in the Aging Programs and the ADRC as a whole. 8. Interfaith Volunteer Program fundraiser - Soups On update The Interfaith Volunteer Program hosted the 2nd annual Soups On fundraiser to help raise money for the Interfaith Volunteer program. There were over 20 soups prepared and enjoyed by county employees who donated canned goods for the Food Resource Collaborative, The event raised $500 for the program. Not only was the event a fundraiser, but also a little competition between the soup makers. The winners were Bonnie Edlund, ADRC; Cia Westphal, ADRC; and Beth Pabst, Register of Deeds. 9. Transportation Requests (Out of County/Weekend) There were no transportation requests for this month. 10. Information & Assistance Update Sheet Council members received a handout with recent numbers. There have been three disenrollment from ContinuUs; twelve enrollments into ContinuUs; eight IRIS enrollments; two IRIS disenrollments. Information & Assistance Specialists are required to take the Long Term Care Functional screen test every two years. All 3 Information and Assistance Specialists passed the test this year. ANNOUNCEMENTS & CORRESPONDENCE Beckman read Thank You notes from clients. Beckman shared that there was an upcoming Financial Seminar to be held on Tuesday, April 29 at the Government Center in collaboration with Central Bank, Hudson and Family Means, Stillwater. Additional information can be found at the ADRC website and newsletter. Information was provided to Council members regarding the Keys to Success workshop.
