BACKGROUND INFORMATION
Luke Bensend has applied to rezone 0.93 acres of land in the Town of Stanton from the
Ag-1 Agricultural Zoning District to the R-1 Residential District.
A Class II notice was published in the Star Observer on December 1, 2022 and December
8, 2022, establishing a public hearing on December 15, 2022 at 5:00 PM with the St.
Croix County Community Development Committee in the St. Croix County Government
Center Board Room, 1101 Carmichael Road, Hudson, Wisconsin.

1 The St. Croix County Board of Supervisors does hereby ordain as follows:

3 The St. Croix County Code of Ordinances, Land Use and Development, for the County of St.
4 Croix, Wisconsin, is hereby amended by rezoning the following property:

6 A parcel of land located in the NE ¼ of the SW ¼ of Section 14, Township 31N, Range 17W,
7 Town of Stanton, St. Croix County, Wisconsin, further described as follows:

10 south ¼ section line of said Section 14 to the point of beginning of the parcel to be described
11 herein (Bearings referenced to the north-south ¼ section line of Section 14. Line bears

14 at parcel described in document number 1042254 in the St. Croix

18 40,591 square feet (0.93 acres) more or less and is subject to any easements, restrictions or

The St. Croix County Community Development Committee will be conducting a public hearing
on Thursday, January 19, 2023, at 5:00 p.m., at the St. Croix County Government Center,
County Board Room, 1101 Carmichael Rd., Hudson, Wisconsin, to consider the following
application:
REZONING
APPLICANT: Eugene Mullikin
LOCATION: Part of the NE ¼ of the NW ¼ of Section 32, Township 31N, Range 17W,
Town of Stanton, St. Croix County, Wisconsin
ADDRESS: 1547 State Highway #64, New Richmond, WI 54017
REQUEST: Rezone 4.93 acres from the Ag-1 Agricultural Zoning District to the R-1

BACKGROUND INFORMATION
Taylor Mabis has worked for St. Croix County for 8 years working his way up through the
positions in the Facilities Department. He has been serving as the Interim Facilities Director since
Mr. Elsbury retired last November. Mr. Mabis meets all the hiring requirements for the position
and has proven his ability to maintain the department. After an open recruitment process, our
internal candidate Taylor Mabis was the best fit for our organization. It is my honor to
recommend his permanent appointment as Facilities Director for St. Croix County.

BACKGROUND INFORMATION
Autumn Lindquist, Attorney for the City of Glenwood City, contacted Corporation Counsel
Heather Amos to discuss a parcel of land that the City of Glenwood City uses as their Recycling
Center. The parcel of land is located at 221 Water Street and is approximately 1.06 acres of land.
Title to the parcel of land was to be transferred to the City of Glenwood City pursuant to
Resolution 10 (96) from May 1996, but the legal description was not included on the Warranty
Deed recorded on October 2, 1996.
This resolution authorizes the County Board Chair and County Clerk to sign a Quit Claim
Deed transferring title of the 1.06 acres known as the Recycling Center from St. Croix County
to the City of Glenwood City.

1 WHEREAS,on May 21, 1996, the St. Croix County Board of Supervisors adopted
2 Resolution 10 (96),which addressed the exchange of parcels of land between St. Croix County
3 and the City of Glenwood City around the St. Croix County Fairgrounds; and

5 WHEREAS, on October 2, 1996, a Warranty Deed was signed by then County Board
6 Chair Robert M. Boche and then County Clerk Sue E. Nelson and recorded with the St. Croix
7 County Register of Deeds with the intent of transferring title of the parcels of land described in
8 Resolution 10 (96) (Doc. 550272) from St. Croix County to the City of Glenwood City; and

10 WHEREAS, the Warranty Deed failed to include a parcel of land in the legal description
11
12 acres, located at 221 Water Street; and
13
14 WHEREAS, in order to correct the issue with the missing parcel of land that should have
15 been included in the 1996 Warranty Deed, a Quit Claim Deed needs to be executed by St. Croix
16 County to the City of Glenwood City to transfer title of the particular parcel from the County to
17 the City.

BACKGROUND INFORMATION
The HR Department conducted a wage study of Certified Nursing Assistants (CNA) and
recommends increasing the starting wage for this position to Step 8 of the current Grade 53.
Based on this change, it is further recommended that the County increase the wages of existing
CNAs by 3 steps so that it does not create a compression issue. This change will also impact the
employees assigned to the CNA-Dementia position, so it is recommend that the CNA-Dementia
wages also increase by 3 steps in order to maintain pay equity between the positions. The
impacted employees and wage updates are attached.
The fiscal impact is estimated at $62,232, including incremental benefit expenses. As an
enterprise fund, the additional expenses will decrease the amount of net profit for the
Health Care Campus. Positive cash flows from the Health Care Campus go to paying back
the cash advances the general fund has provided to the health care campus fund.
The positive potential is that adding additional staff could expand the number of beds the
County can fill which would increase the net cash flow.

1 WHEREAS, in January 2016, the St. Croix County Board implemented the McGrath
2 Uniform Compensation Grid for all non-represented employees; and

4 WHEREAS, maintenance on the wage grid is needed periodically to maintain equity and
5 alleviate compression issues; and
6
7 WHEREAS, upon evaluation of the market competition for Certified Nursing Assistants
8(CNAs) and the County's wage scale, the County is finding that it needs to hire at step 8 to be
9 competitive with market conditions; and
10
11 WHEREAS, upon evaluation of the wage rates for employees and the hiring rate for new
12 hires, a three-step increase for all existing employees is projected to avoid compression and
13 improve retention.

15 NOW, THEREFORE, BE IT RESOLVED THAT, the St. Croix County Board of
16 Supervisors does hereby approve three additional step increases for the 32 CNA employees
17 identified on the attached spreadsheet, to be effective at the start of the next payroll period at an
18 annual cost of $63,232 including incremental benefit expenses.

5.9.4 Resignation: Updated language regarding Long Term Sick Bank
o Long-term sick bank hours will be processed according to the Paid Time
Off and Long-Term Sick Bank policy.
5.9.5 Layoff: Updated language regarding Long Term Sick Bank
o Long-term sick bank hours will be frozen at the time the employee is laid
off.
o If the employee is not reinstated or rehired during their layoff period, and
the employee meets the retirement eligibility requirements by the last day
of their layoff period, the LTSB hours will be processed as defined in the
Paid Time Off and Long-Term Sick Bank policy.
5.9.7 Death: Updated language regarding Long Term Sick Bank
o Upon the death of an employee, the LTSB hours will be processed as

Separation in Good Standing: An employee is considered to be separating in good standing
when:
1.Aminimum of a two (2) weeknotice has been provided to theimmediate Supervisor or
Department Head.
a.Employees eligible for and intending to retire must provide a four (4) week
minimum notice.
b.Notice time may be shortened only when mutually agreed upon between the
Department Head and employee and approval is received by the County
Administrator.
2.Except under extraordinary circumstances, with approval from the Department Head, no
leave time is taken during the final two (2) weeksof employment.
3.Employee has provided requested materials and job knowledge transfer to their supervisor
or designee.
Separationnotin Good Standing: When an employee separates not in good standing,notice is
placedin their personnel file,and they are not eligible for rehire with the County. An employee
is considered to be separating not in good standing when:
1.Aminimum two (2) week notice is not providedand no mutual agreement to allow a shorter
notice has beenapproved.
a.Employees eligible for and intending to retire must provide a four (4) week

2.An absence is taken without approval from the Department Head during the final two (2)

Paid Time Off (PTO): An account that combines traditional sick leave and vacation time into a
singular package.
Long-Term Sick Bank (LTSB): A bank of hours to which the employee has either voluntarily
contributed their PTO or had their PTO hours in excess of the max rolled into annually. The
employee may use LTSB hours anytime a single occurrence illness/injury results in the loss of

An employee who resigns submits in writingor electronicallytheir intent to resign and the
effective date of the resignation to their Department Head, or immediate Supervisor,with a

St. Croix County reserves theright to determine which employeesare most advantageous
regarding County business needs,for continuedemployment,regardless of length of serviceor
employment status.
Department Heads shall determine which employees may be reinstated from layoff once
approval is receivedby the County Administrator.
Eligibility for reinstatement from layoff is for one(1)year from the date of layoff.
Any remaining balance of PTO (not to exceed the PTO maximum) and compensatory time will be
paid out as a lump sum amount. If an employee is serving an introductory period, PTO will not
be paid out. If an introductory period employee is reinstated or rehiredduring their layoff
period,their existing PTO benefit will be added back to their PTO bank.
Long-term sick bank hours will be frozen at the time an employeeis laid off. If the employee is
reinstated or rehired during their layoff period, the accumulated benefit will be added back to

Demotions may be made in lieu of layoff provided it is approved in advance by the County
Administrator and the Human Resources Department.
An employee on layoff will be offered continuation and portability options for their benefits in
accordance with Federal Cobra guidelines and plan documents. Employees will be responsible
for the full cost of their benefits if they elect to continue or port their coverage.
For employees on layoff, the effective date of separation will be their last day of active work.
However, the employee will be considered in a layoff period for one year and will be eligible for
reinstatement during this time.

If an employee cannotperform their duties due to emotional, mental, or physical impairment,
the employee may be given a leave of absence not to exceed one year.
Such leave must be reviewed and approved by the Human Resources Department and County

1.Retire if eligible for disability retirement or regular retirement.
2.Be reclassified to a position (if available and if so suited) in which the impairment does not
hinder the performance of duties.
3.Apply for long-term disability under the terms set forthin the County Benefits policy.
4.Terminate from County employment.
An employee who is able to transfer from one position to another position that is more suited to
accommodate their disability receives the compensation and benefits of the new position.
In all disability cases, the action is supported by medicalevidence acceptable to the County. The
County may require examinations,at its expense,by a physician of its choosing at various times
during the disability period.
If an employee is already absent from work under a medical leave situation and is unable to
return to work,the County has the right to send the employee to a physician of its choice to
approved leave or the day when the determination is made that the employee is not capable of
returning to their job whichever comes first. Disability leave time may not exceed one (1)
year.

Separation benefits are effective as of the date of death. All compensation due to the
employee,including wages, accrued compensatory time, and accrued PTO time,ispayable to

Retiring employees hired prior to October5, 2022, witha positive balance in their Long-Term

four (4) week retirement notice, unless a shorter notice is mutually agreed upon between the

Initial Introductory Period Employee Discharge: If an employee is discharged while serving an
initial introductory period,they will not be eligible for recourse through the grievance
procedure. The employee is also not eligible for pay-out of PTO time; they will receive a final
pay-out for all time worked and any accrued compensatory time.
Regular Status and InternalIntroductory Period Employee Discharge: If a regular status
employee or an employee serving an internal introductory period is discharged,they will be paid
for all time worked, any accrued compensatory time, and any remaining PTO time(not to
exceed thePTO maximum). The employee is not eligible for a pay-out of accrued Long-Term
Sick Leave. Discharge may be appealed through the Grievance Procedure outlined in the County
Grievance Policy.

BACKGROUND INFORMATION
HHS Interpreter/Translator Stipend Pay
The County added stipend pay of $7.00/hour for HHS employees that perform
Interpreter/Translator duties in addition to their regular duties back in 2015. Since that time, the
stipend pay has not increased. HHS is requesting an increase in stipend pay from $7.00/hour to
$8.00/hour. The County has been averaging 300 hours per year for internal Interpreter services

being paid through the stipend. This has provided significant cost savings over using a 3 party
vendor which typically invoices services between $40-$65/hour. If approved, this $1.00 per hour
increase in stipend pay would have an approximate $300 impact to the annual budget.
Addition of Abstractor Stipend Pay
This is a request to add Abstractor Stipend Pay in the amount of $1.50/hour. County abstractors
locate, analyze, and evaluate title records for lands, homes and other property. They perform
research to make sure the property has no restrictions on its use or sale, such as delinquent
taxes. After analyzing the title records, they prepare an abstract, which is a written document
that describes the ownership history of the property, including any transfers or liens. The First
Deputy in the Register of Deeds has experience in this role and is able to perform these duties
outside of her normal job duties and the County would like to be able to compensate her
accordingly by adding a $1.50/hour stipend pay for hours spent performing abstractor duties.
The Register of Deeds anticipates the First Deputy will spend approximately 230 hours per year
performing abstractor duties, for an estimated budget cost of $345/year.

ST. CROIX COUNTY SHERIFF’S OFFICE
The mission of the St. Croix County Sheriff’s Office is to enhance the quality of life in St. Croix County by
working collaboratively with our public safety partners and community members to honorably safeguard
the lives, property, and constitutional rights of the citizens we serve.This is accomplished by providing
quality emergency communications service to the public and emergency service providers;enforcing the
law with integrity and fairness; supporting local governments in preparedness, response and recovery
efforts; and providing for a safe environment for residents and visitors.
Summary of Responsibilities
The Office of Sheriff has inherent common law powers and sovereignty granted under the Wisconsin
Statutes, and the duties are described in Wisconsin State Statue 59.27.
Consistent with the values of a free society, it is the primary objective of the St. Croix County Sheriff’s
Office to strive toward a society free from crime and disorder. In doing so, the Office’s role is to enforce
the law in a fair and impartial manner, recognizing both the statutory and judicial limitations of police
authority and the constitutional rights of all persons. It is not the role of the Office to legislate, render
legal judgments or to punish.

The Sheriff is an elected position. The Sheriff’s Office is organized into four main Bureaus:

o The Administration Bureau is commanded by the Chief Deputy, whose primary responsibility is
to provide general management, direction and control for all Bureaus.

provide general management, direction, and control of the operations for the county jail.

Bureau. The Field Services Bureau consists of the Field Services Division (Patrol), and the Special

CORRECTIONS BUREAU
Bureau Purpose: To provide staff, inmates,the community and the Criminal Justice System, a safe
and secure environment for the incarceration of persons who have been charged with or convicted of
offenses.

There were 2,734 people processed into the jail between January 1, 2022 and December 31, 2022. This
is an increase of 319 from 2021. The average daily population (ADP) of 2022 was 111.

The need for mental health continues to increase for inmates. In 2022 we transitioned from a private
mental health contractor to St. Croix County Health and Human Services. We increased our mental
health coverage from 32 hours per week to 40 hours per week. A new medical contract was signed in
2022 enabling us to increase in-person coverage from 79 hours per week to 104 hours per week.
A grant was applied for and awarded for a new drug withdrawal program in the jail, “Medicated Assisted
Treatment (MAT)”, which provides medication and programming for Opioid or Alcohol dependency for
qualified inmates, while in custody and when they are released.
Education and Programming in the jail has returned to pre-covid schedules. A combination of on-line
and in-person classes are offered on a regular basis in the jail. We currently have 49 community
volunteers, 10 Professional Instructors and 1 In-house instructor. A total of 5,201 hours of combined
services were provided to inmates in 2022.

In 2022, the St. Croix County Sheriff’s Office responded to 25,094 calls for service. This number includes
such calls as domestics, crashes, thefts, medicals, fires, and assists, but is not all inclusive to the type of
calls for service we responded to.

Referred 821 misdemeanors and 548 felonies, a total of 1,369 crimes for charging purposes to the
District Attorney’s Office in 2022.
In 2022, deputies activated their body worn cameras 42,856 times, for a total of 5,638 hours. Deputies
activated the Livestream body camera feature 65 times to view critical incidents in live time.

K-9 Unit Program
St. Croix County’s K-9s are trained for sniffing out and finding illegal drugs and for locating suspects of
crimes, missing children, vulnerable adults, or evidence of a crime. Our K-9s are a good connection to
the community and we fulfilled numerous requests for public demonstrations.
In 2022, The Sheriff’s Office expanded the K9 Unit from three to four dogs. This was due to a generous
donation from a private donor that funded the purchase price of the new canine. Deputy Josh Pinkos
was selected to be the next K9 handler. Deputy Pinkos will begin the Saint Paul Police K9 School in
February 2023.
Total K9 Deployments in 2022 were 217, a 48% increase from 2021. These deployments include 122
vehicle sniffs, 11 jail sniffs, 11 article searches, 22 tracks, and 21 public demonstrations.

INVESTIGATIONS DIVISION:
As of Dec. 31, 2022, the total number of search warrants applied for and served by our agency was 125.
This number includes search warrants for drugs, electronics, vehicles, etc. There were 63 referrals from
Child Protective Services to our investigation’s division.
Accomplishments and Statistics
A number of the crimes that are investigated in St. Croix County have a relationship to drug activity. In
2022, we conducted 126 investigations that were drug related, and as a result, there were 253 charges
referred to the district attorney’s office. Twenty four (24) of these investigations were the result of
drug overdoses. Drugs involved in these investigations include:

In October 2021, both the Heroin grant and Methamphetamine Grant were discontinued for 2022, which

information gathering.
Sheriff’s and local law enforcement agencies from St. Croix, Polk and Pierce Counties form the St. Croix

Chaplain Program
The sheriff’s office chaplain program was established for the purposes of providing spiritual and
emotional support to members of the office, their families, and members of the public. The Chaplain
Program is a non-denominational, ecumenical ministry provided by volunteer clergy. Additional duties
of the Chaplain Program include assisting law enforcement with death notifications, responding to
natural and accidental death scenes, suicides, family disturbances, and incidents determined appropriate
by shiftpersonnel. Currently the Chaplain Program consists of 4 individuals with ministry experience
within a recognized faith community who are available to assist any law enforcement agency within St.
Croix County. In 2022, the volunteer chaplains responded to 40 incidents, most of which were death
scenes and/or death notifications.
COURTS/CIVIL PROCESS DIVISION
Under Wisconsin Statutes 59.27, one of the statutory duties of the sheriff is the responsibility to tend to
the matters of the court, by the serving of all civil processes.

As has been discussed previously, court transports take up numerous resources and puts a strain on the
court services unit. In 2022, there were 467 inmates transported, an increase from 357 in 2021 and 330
in 2020. There were 40 juvenile transports, more than double from 2021 (18). There were 22 emergency
detention transports that were performed for court hearings. It should be noted, in 2022, 64 transports
were handled by contracted transport services. These transport services were used due to resource, time
and/or staffing constraints. Contracted transport companies also handle transports for inmates
extradited back from other states around the country. Other transports handled by Court Services or
contracted transport services included:

Virtual Court
The Courts division continues to organize, schedule, and prepare for video conferences. These virtual
rooms have been used frequently for court appearances.
The use of virtual meeting technology for on-line court, probation, medical, and classroom programs
has been utilized 311 times. 191 of those were for out of county court hearings.
Project Lifesaver Program
The PLS (Project Lifesaver Program) relies on radio technology and specially trained search and rescue
teams. Clients enrolled in Project Lifesaver wear a small transmitter on the wrist or ankle that emits an
individualized frequency signal. If an enrolled client goes missing, the caregiver notifies their local Project
Lifesaver agency, and a trained emergency team responds to the client’s area. The first responders will
then use the client’s individualized frequency to locate the position of the individual.

SUPPORT SERVICES BUREAU
Bureau Purpose: The purpose of the Support Services Bureau is toprepare and support first
responders in St. Croix County and the surrounding areas by providing first class emergency
communications to first responders, uninterrupted 911 service to the community, and emergency
planning and response during times of crisis. The Support Services Bureau accomplishes its mission by
staying up to date and providing training to first responder agencies, providing a robust and redundant
communications/911 network, and working with civilian and government partners to prepare for and
mitigate disasters.

o The Administrative division consists of civilian support staff who prepare and manage reports
and data, are the custodian of records and administer the finances of the Sheriff’s Office.
Emergency Communications Division
o The Emergency Communications division staffs the 911 communications center, dispatches calls
for service to public safety agencies and operates emergency communications networks
throughout St. Croix County.
Emergency Management Division
o The Emergency Management division helps communities reduce vulnerabilities to threats and
hazards, and cope with emergencies and disasters.

EMERGENCY MANAGEMENT DIVISION
Emergency Management coordinates and prepares local units of government, citizens and first
responders before, during and after disasters to minimize the loss of lives and property.
Accomplishments and Statistics
Processed emergency declarations for two municipalities. Obtained Wisconsin Disaster Fund (WDF) to
support the repair of public infrastructure damages.
o Town of Emerald had storm damage totaling $6,482.66 on 5/12/22 and received $4,537.86
o Town of Glenwood had storm damage totaling $39,566.22 on 5/12/22 and received
$27,696.35.
Updated County Emergency Operations Plan (EOP), Emergency Planning and Community Right-to-Know
Act (EPCRA) Countywide Strategic Hazmat Plan, and ten Off-Site Planning Facilities with Extremely
Hazardous Substances (EHS).
Conducted & participated in seven different exercises at the local and state level.
Secured FEMA Hazard Mitigation Grant Program funds in the amount of $36,386 to update All-Hazard
Mitigation Plan.
Obtained Hazardous Materials Emergency Preparedness grant for specialized hazmat training in the
amount of $12,327.60 and trained 271 first responders.
ADMINISTRATIVE DIVISION
Accomplishments and Statistics
2022 was the first full year of working with our current records management system. The Central Square
project completion has increased many of the office’s processes. We continue to strive for a paperless office.
Due to these increased efficiencies we were able to transfer one Law Enforcement Assistant to the Corrections
Bureau. Our Law Enforcement Assistants continue to crosstrain on each other’s duties to make operations
seamless if an employee is unavailable.
The Records Custodian received 1,645 records requests in 2022, which is a 49% increase in documented
requests from 2021. Requested records include incident reports/records, images, jail records, dispatch audio,
crash reports and bodycam video. The 2022 records requested account for 41,495 digital files, occupying 211
GB of memory.

DEPARTMENT OF JUSTICE SUPPORT SERVICES (JSS)
Mission Statement
St. Croix County Justice Support Services assists in the administration of justice and
promotes community safety by working in collaboration with stakeholders in the
criminal justice system, advancing fairness and equity in the pretrial and treatment court
processes, and empowering individuals with the resources necessary to lead a crime free
life.
Summary of Responsibilities
Justice Support Services works to provide oversight for pretrial services, treatment court,
and the Community Justice Collaborating Council (CJCC) of St. Croix County. The
department aids in collaborative efforts between several parts of the justice-system and
those agencies which are directly adjacent.
Program Summary
The Justice Support Center (Pretrial Services) consists of a program supervisor and three
(3) case managers. The program supervisor is responsible for administrative tasks such
as contact with vendors and oversight of the department, while also providing day-to-
day services (contact with clients) as well. The three case managers are responsible for
responding directly to client services such as conducting assessments, writing court
reports, appearing in court, monitoring compliance through GPS and other technology,
and referrals for outside services.
The Treatment Court team consists of a program coordinator and case manager. The
program coordinator is responsible for overseeing the function of the department.
These tasks include screening and recruiting participants, conducting weekly check-ins
with participants, and leading weekly staffing sessions with other staff members. The
case manager is responsible for monitoring daily compliance of participants through

drug testing, GPS, and other technology.

pretrial services supervisor and treatment court coordinator.
Starting in September 2022, Justice Support Services also housed and supervised a part-
time LTE (0.5) Educator/Tracker position for the Medicated-Assisted Treatment (MAT)
Grant.
Goals / Objectives Achieved
TAD Grant (Adult Treatment Court): The Treatment Alternatives and Diversion (TAD) Grant
through the Wisconsin Department of Justice (DOJ) for 2023 was non-competitive. This means
the expectation was to receive similar funding to 2022 ($195,356.00, which includes the county
cash match). The TAD Grant application will not become competitive again until 2027, as the
current five-year period runs from 2022-2026.
Adult Treatment Court and Diversion programs since 2014 and assists with the salaries for 1.0
FTE position in the Diversion Program (Case Management Specialist) and 1.0 FTE position in the
Adult Treatment Court (Case Manager). For the 2023 TAD Grant application, the DOJ allowed for
additional requests to be made for funding. Because of the growing need(s) for assistance with
data entry in both the Adult Treatment Court and Diversion programs, an additional $32,500.00
was requested in the 2023 grant pre-application. This additional funding was approved and a
total of $238,689.00 (includes county cash match) was awarded to St. Croix County for 2023 to
support the Adult Treatment Court and Diversion programs. With these additional resources, a
part-time Data Entry Specialist will be recruited and hired and being work with the Adult
Treatment Court and Diversion programs in January 2023.
Justice Support Services (Pretrial Services): Through December 1, 2022, Justice Support Services
provided service to 270 individuals on pretrial release. Services associated with these individuals
include substance use testing, GPS monitoring, case management, referrals for outside
resources, and reports to the court. This work does not include the substance use testing being
provided for the Adult Treatment Court and Diversion programs. Through 9/30/22, pretrial
release clients have an appearance rate of 87.4% at future court dates, are remaining 94.6%
crime free, and 99.6% violent crime free. For reference purposes, at least one prior study puts
return to court rates for pretrial defendants at 83% and the rearrest rate at 79% (Jones, 2013).
Additionally, the cost to monitor an individual on pretrial release in St. Croix County is
$8.39/day, when taking into consideration services provided and staff salary. For comparison
purposes, the cost to incarcerate someone in a county jail is roughly $60/day and in some
instances much more (Shaler, 2007).

Issues, Barriers, and Challenges
Physical space remains one of the greater challenges for staff in JSS. Currently, and until
the Government Center renovation is completed, JSS staff are housed in two different
locations. The Treatment Court Coordinator, Treatment Court Case Manager, and JSS
Director are located on the main floor of the Government Center near the entrance.

any number of these individuals at a given time: Data entry specialist, student intern,
MAT Grant Educator/Tracker, and Behavioral Health Government Center Case Manager.
Additional JSS staff (supervisor and three case managers) are housed in the lower level
. The Justice Services
Center (JSC), located near the Huber entrance, is also where the substance use testing
takes place.
This issue with physical space, specifically separation, creates challenges in
communication. JSS team members have worked hard to be more efficient when it
comes to communicating with one another and other justice system staff. This is
especially difficult for pretrial staff who interact frequently with judges, attorneys, clerks,
law enforcement, and other officials who are all physically housed in the main part of
the Government Center. The physical separation in the department also raises concerns
for justice-involved individuals needing services. These individuals often struggle to find
their way to the JSC.

2022Justice Support ServicesContinuedTransition
JSS continues to rebrand itself as the civilian-run model of pretrial services, formerly known as
the Day Report Center (DRC). In addition to physical space, JSS staff continues to work towards
obtaining a
Continuing education has been helpful as staff become more comfortable in their roles. Both
Adult Treatment Court and JSS staff attended national conferences this past summer and fall.
Members of the Treatment Court Team attended the National Association of Drug Court
Professionals (NADCP) Conference in Nashville, TN in July and pretrial staff attended the
National Association of Pretrial Services Agencies (NAPSA) Conference in Atlanta, GA in
September. Both were opportunities for team members to grow and understand best practices
taking place in other parts of the country.
JSS staff also spent a day on-site this summer (July) in La Crosse County observing their
practices. This was helpful to receive feedback on what was working and what could be
improved upon. In November, St. Croix County was selected as a
Advancing Pretrial Policy & Research (APPR). This opportunity will allow for 1-2 years of
ongoing technical and implementation assistance for pretrial services.
In September, treatment court staff put forth two projects which were selected as part of
an ongoing partnership with the University of Wisconsin Madison and UniverCity Year.
These projects are centered around improving the lives of individuals who are justice-
involved and struggle with substance use, specifically those serviced by the Adult
Treatment Court. This past Fall semester, the Treatment Court Coordinator and JSS
Director worked with two groups of graduate students at UW-Madison, both from a
public health course, to begin discussions surrounding these projects. Work will
continue with these projects in January 2023.
Goals and Objectives for 2023 and Onward
Goal: In July, JSS began discussion with The Wisconsin Department of Corrections (DOC) to take
over the local contract for providing cognitive behavioral treatment, specifically Moral
Reconation Therapy (MRT), to justice-involved individuals. In December, a contract was signed
with the DOC to provide this service beginning in January 2023. JSS currently has three staff who

are trained to deliver MRT and a fourth will receive training in early 2023. By 7/1/23, JSS aims
to have two MRT groups operating continuously serving DOC, Adult Treatment Court, and
Diversion Program clients.

Goal: The CJCC of St. Croix County continues to look for ways to reimagine the work being done
with this committee and its subcommittees. As part of this effort, the CJCC is looking to
expand its membership among both criminal justice system stakeholders and community
members. The first step in this process has begun, by updating the language in the committee
bylaws to allow for expanded membership.
Goal: Continued emphasis on case management and resource referral in both the Pretrial
Services and Adult Treatment Court programs. As Pretrial Services continues to evolve from a
law enforcement-run to civilian model, staff have focused on providing exemplary case
management. A similar focus continues with the Adult Treatment Court where staff are
committed to referring clients out to resources which will aid in their recovery efforts.
2022 Pretrial Supplemental Report
Pretrial Services in St. Croix County has continued to grow and develop in 2022. Pretrial is
housed in Justice Support Services, the newest department in St. Croix County.
Notable highlights from the last year include:
Public Safety Assessment Implementation: Staff were trained in and implemented the Public
Safety Assessment, which asses
public safety. The completed assessments are available at initial appearances to assist in
bond/release decisions.
Pretrial Work Group: Monthly pretrial work group meetings (Judge Waterman, DA Anderson,
Attorney Satorius, Director Galli, and Shelby Hilden) to discuss pretrial issues and practices in St.
Croix County.
MRT: Pretrial staff were trained to facilitate Moral Reconation Therapy and sessions began
groups on 1/18/23. MRT is a cognitive-behavioral treatment program focused on substance
abuse and offender populations. Participation in such a program can be ordered by the courts
or probation.
APPR Learning Site: St. Croix County was recently selected to be a Learning Site by APPR
(Advancing Pretrial Policy and Research). We are just beginning our partnership with them and
look forward to growing our program in accordance with pretrial best practices.
Case Management/Supportive Services: Continuing to grow our case management and focus on
support groups, badger care, etc. and general justice system navigation to support a successful
