Septic Tank is to be pumped once every 3 years. 2. Effluent filter is to be cleaned once a year. Please note: a larger filter is being installed in order to extend the maintenance interval of the filter. 3. "PRAIRIE POND BREAKS" Purpose The purpose of this document is to provide the necessary information for the Erosio Storm Water Management Plan per Administrative Code NR 216, NR 151, and to provide specific information on erosion control and storm water management that can not be included in the plan sheets (County Review). 1. Erosion Control Plan (NR 216.46) A. Required Information 1. Description of site and nature of construction activities. The site is located approximately four and a half miles west of New Richmond. The land is agriculturally based, and cropped with alfalfa/grass mix and corn. The construction activities are related to subdividing land so that it may be put into residential use from its current agricultural land use. The subdivision consists of thirty seven lots; average lot size is 2.0 acres, with the smallest lot being 1.54 acres and the largest lot is 4.39 acres. The total site area is approximately 82 acres. with 0.41 acres in woods. 0.91-acre navigable pond, 6.76 acres in grassland. 2.07 acres in driveways/field roads (gravel and dirt), 18.59 acres in com and the remaining 53.50 acres in alfalfa/grass mix. 2. Description of the intended sequence of major disturbing activities, such as grubbing. excavating, or grading. The disturbing activities will consist of roadwork necessary for the subdivision and storm water management. The site is very rolling with some steep slopes. Excavation and earth filling will be required in the construction of the roadways and the storm water management practices. Cut and fill was minimized to the extent possible. The roadways do not have an excessive amount of cut and fill, with two exceptions. There will be a large quantity- of fill necessary on the proposed east- w°est road from sta.-2+25 - 5+25 and on the proposed north-south road from sta. 13+00 - 15+75. Construction Schedule a. Obtain all applicable plan approvals and other applicable permits. Obtain plat approval from the Town of Star Prairie and St. Croix County. b. Install gravel entrances/exits. C. Install silt fence as shown on plan. d. Install retention basin. Seed and mulch area disturbed areas. e. Strip and stockpile topsoil, install silt fence around stockpiles. construct road ditches, and install culverts, and outlet protection as shown on plans. f. Replace topsoil in road ditches and install triangular silt dikes as shown on plans. g. Seed and mulch. h. Complete road grade. i. Roadwav surfacing of each road after the completion of one freeze/thaw season. 3. Estimates of the total area of the site and the total area of the site that is expected to be disturbed by construction activities. The total site area is approximately 82 acres. The total area of the site that is expected to be disturbed is approximately 9 acres. The proposed town roads have a project area of approximately 8 acres of disturbance. The construction of storm water basins will disturb approximately one acre. The removal of approximately 400 feet of the existing driyewvay N ill disturb approximately 0.4 acres. The project will be phased to the extent possible. 1 from the basin to reduce its erosive properties. No channel was designed to the existing pond, for two reasons. First, disturbing the slopes to shape in a waterway will definitely result in some erosion before it can be stabilized again. Second, since the peak discharge is maintained or reduced and the flow is shallow sheet flow as opposed to channelized (spreader) it is will minimize the likelihood of erosion occurring on the slope between the basin's outlets and pond WS-12) This is a small sub-watershed area that, is connected to WS-8. It was included with WS-8 in the design process for the treatment basin on the west side of the proposed town road at station 14+00. WS-13) WS-13 flows to the navigable pond on site. Using NR 151 standards, the 2-year peak discharge and the curve number are increased with the land use changes. Due to the nature of the receiving water, a basin has been designed to treat the runoff water before it enters the pond The basin is ovate on ewe side o the Q~ ~O tion The basin has been designed at this location to minimize the disturbance of steep slopes leading to the pond. The basin was designed to maintain the peak discharge for the 2 -year and the 100-year storm events. It appears that the other storm events will also be maintained to pre-development discharge or less. Also, the basin can retain the difference between the 25 year pre-development and post-developed volume. A rock spreader is included to spread out the outflow water from the basin to reduce its erosive properties. No channel was designed to the existing pond, for two reasons. First. disturbing the slopes to shape in a waterway will definitely result in some erosion before it can be stabilized again. Second since the peak discharge is maintained or reduced and the flow is shallow sheet flow as opposed to channelized (spreader) it is will minimize the likelihood of erosion occurring on the slope between the basin's outlets and pond WS-18) Runoff flows to an on-site depressional area (that is not a wetland or pond), therefore a minor increase in peak discharge and curve number does not adversely impact any sensitive area or landowner. No practice has been designed the ponding area will be protected with a drainage easement. There are manv depressional areas on site. The 25 year 24-hour water elevation has been determined for each depressional area. This water elevation was determined using TR-55 and is based on the amount of runoff from the watershed that would flow to the depressional area. (Infiltration within the depressional area over the 24-hour period was not considered in determining the water ele-v-ation.) Once the water elevation for the 25- year 24-hour storm event was determined a drainage easement was placed to protect the depressional area so that it can continue to store runoff waters and to protect future owners from placing structures within this area To provide future protection for the naAgable pond and wetland that is outside of the project off the southwest property line. erosion control plans have been required for Lots 7 -12. Existing data describing the surface soil as well as subsoils. The soil information was obtained from the Soil Survev of St. Croix. The site is comprised of Burkhardt sandy loam. Burkhardt-Sattre complex. Chetek-Onamia Complex, Hubbard loamy sand Plainfield loamy sand and Sattre loam. The Burkhardt series is described as being "nearly level to steep, somewhat excessively drained soils on stream terraces, outwash plains, and areas of pitted outwash plains." The pedon is described with the surface soil as being santh loam with the next three horizons being sandy loam. From approximately 16 inches to 20 inches the soil of the pedon. the soil texture is described as loamv sand From 20 inches to the end of the pedon. the texture is described as sand and gravel- The Chetek series is described as being "sloping to steep. somewhat excessively drained soils on knolls pitted outsvash plains." The pedon is described with the surface soil as being a sandy loam with the nest horizon described the same. The next horizon's texture is described as loamy sand which is shown to be from 16 to 19 inches.
