DISTRICT BOUNDARY -CITY OF HUDSON (TOWN OF HUDSON)

Hudson (Town of Hudson)

BACKGROUND INFORMATION
In November of 2022, the City of Hudson enacted an ordinance to annex 5.75 acres to the City
of Hudson from the Town of Hudson. The population of the annexed property is zero (0). The
annexed property will be temporarily classified as AR- Agricultural Residential. The annexed
property from the Town of Hudson was part of Ward 13, County Supervisor District 8. The City
of Hudson requests the parcel be made part of Ward 4, County Supervisor District 7.
The City of Hudson requests the St. Croix County Board of Supervisors exercise its redistricting
powers under Wis. Stat. § 59.10(3)(c) (below).
Per Wisconsin State Statute § Changes during decade. After the enactment of a plan
of supervisory districts under par. (B), a municipal incorporation, annexation, detachment or
consolidation may serve as a basis for altering between federal decennial censuses the
boundaries of supervisory districts, in the discretion of the board. . . ".
This resolution alters the supervisory district boundary by moving the annexed parcel of land
from County Supervisor District 8 to County Supervisor District 7, consisting of Ward 4 in the
City of Hudson. The population of the annexed parcels is zero.

D ETERMINING IF THE CREATION OF A N EW W ARD IS N ECESSARY
The establishment of wards for purposes of elections and representation is provided in Wis. Stat.
§ 5.15. Under that statute, the municipality annexing the territory may add the annexed territory
to an existing, contiguous ward (or wards) only if the annexed territory is in the same county
supervisory, assembly and congressional districts* as the ward to which it is added. If the
supervisory, assembly or congressional districts in the annexed territory are different from the
districts in the ward to which the territory is contiguous, a new ward must be created for the
annexed territory unless the county board adopts a re-districting ordinance (moving the
annexed territory into the same supervisory district as the territory to which it is annexed),
because a single ward may not be located in two or more supervisory districts. Note-only a
county has the authority to redraw its county supervisory district boundaries between decennial
redistricting to move residents of one county supervisory district to another.
*If the annexed territory is in an assembly district or congressional district different from the
assembly or congressional districts in which the existing ward is located, a new ward must be
created. No exceptions.

RESOLUTION APPROVING ALTERATION OF SUPERVISORY
DISTRICT BOUNDARY -CITY OF HUDSON (TOWN OF HUDSON)
1 WHEREAS, in 2021 the St. Croix County Board of Supervisors adopted a 10-year
2 supervisory district plan creating county supervisory districts, municipal aldermanic districts and
3 election wards following the 2020 Census; and
4
5 WHEREAS, Wis. Stat. § 59.10(3)(c) allows a county board, in its discretion, to alter the
6 boundaries of supervisory districts based on annexations which occur after the adoption of the
7 10-year supervisory district plan, as long as the number of supervisory districts is not changed;
8 and
9
10 WHEREAS, the City of Hudson completed an annexation in November 2022 of a parcel
11 described on the attached ordinance consisting of 5.75 acres; and
12
13 WHEREAS, a map of the annexed parcels, along with a copy of the annexation
14 ordinance has been filed with the St. Croix County Clerk and are attached; and
15
16 WHEREAS, the parcel annexed by the City of Hudson is part of County Supervisor
17 District 8, consisting of Ward 13, in the Town of Hudson; and
18
19 WHEREAS, it is appropriate to move the annexed parcel into County Supervisor District
20 7 in Ward 4, City of Hudson; and
21
22 WHEREAS, the parcel annexed by the City of Hudson and made part of Ward 4 does
23 not cross an assembly district or congressional district line; and
24
25 WHEREAS, the population of the annexed parcel is zero; and
26
27 WHEREAS, this resolution does not change the number of supervisory districts.

29 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
30 Supervisors that the supervisory district boundaries are hereby altered by moving the annexed
31 parcel of land from County Supervisor District 8 to County Supervisor District 7 consisting of
32 Ward 4 in the City of Hudson as shown on the attached.

34 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to
35 forward all notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for
36 the purpose of advising that office of said supervisory district boundary changes.

BACKGROUND INFORMATION
At the Committee of the Whole, Supervisor Sherley requested to fund public safety positions
within the Sheriff's Office with fund balance monies. This resolution amends the 2023 budget to
immediately fund four Sheriff's Patrol Deputies. The 2023 fiscal impact is $484,518 for six
months, which includes initial outfitting costs. 2024 fiscal impact would be $529,036 for just
wages and benefits. Total fund balance used over the next year and a half would be just over
one million dollars at $1,013,554.

5 was not approved by voters on April 4, 2023, but the need has not gone away; and

7 WHEREAS, the St. Croix County Board prioritizes public safety and is desirous about
8 implementing some of the public safety positions (specifically four patrol deputies) utilizing fund
9 balance monies for the positions until the voters have another chance to consider funding the
10 positions in 2025; and

12 WHEREAS, the St. Croix County Board will fund additional public safety positions with
13 available resources in the 2024 budget.

15 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
16 Supervisors hereby amend the 2023 budget to use fund balance to fund four patrol deputies for
17 six months covering the remainder of 2023:

5 expenses at the April 12, 2023 Committee of the Whole meeting and the County Board of
6 Supervisors participated in a budget priority exercise to establish spending priorities; and

8 WHEREAS, revenue limitations by the State continue to require tough decision
9 prioritizing which expenses will be covered with limited revenues; and

11 WHEREAS, the St. Croix County Board annually establishes budget priority guidelines
12 for the County Administrator to consider when putting together a budget recommendation.

BACKGROUND INFORMATION
Health Care Campus Call-In Pay
The Health Care Campus is looking to achieve a higher ratio of part-time and full-time
employees versus on-call employees.
Employees with assigned FTE help reduce the need for call-in shifts and ensure shifts can be
scheduled and filled in advance for appropriate client care. Employees that are working on a
consistent basis also tend to build relationships and rapport with the clients, which leads to
better client care.
The current Call-In Pay incentive is $5.00/hr for any shift that is picked up 72 hours before the
start of the shift and $2.50/hr if picked up after 72 hours. While this program has worked to
incentivize employees to pick up shifts, it has also had an unintended side effect. The incentive
pay, as currently paid, is incentivizing employees to reduce their FTE so that they have fewer
-in shifts (which pay the additional $5.00/hr).
Based on our current staffing levels, there is still a need to incentivize employees to pick up
shifts. However, we would like to adjust how the Call-In pay is paid in order to not only
incentivize employees to pick-up shifts, but to also entice them to increase their FTE. We would

Referral Bonus
Current employees of the St. Croix County Health Care Campus are eligible to receive a bonus when referring
individuals to work at the Health Care Campus in the following positions: Certified Nursing Assistant, Certified
Nursing Assistant – Dementia, Personal Care Assistant, Licensed Practical Nurse, and Registered Nurse.
If the referred individual is hired, the referring employee will receive the following bonuses:
$100 after the referred individual has completed 2 months of employment
$200 after the referred individual has completed 6 months of employment
$200 after the referred individual has completed 12 months of employment
Referral bonuses are for new hires only. Referral bonuses will not be paid for current employee position/FTE
changes, or for the rehire of previous St. Croix County Health Care Campus employees.
Referral bonus requests must be made by the referred individual at the time their job application is submitted.
The first and last name of the referring employee will be entered on the job application prescreening question
asking How did you hear about this job? Employees will not be eligible to receive a referral bonus if notification
is made after the application has been submitted or if their name is not listed on the application.
A referral bonus will only be paid to one employee per referred individual. If multiple individuals are listed, the
referred individual must determine who is eligible to receive the bonus.
The referred candidate must be hired at a FTE of 0.2 or higher. If the individual drops below a 0.2 FTE within the
first 12 months of employment, the referring employee will no longer be eligible to receive any remaining
referral bonus payments for that individual.
The employee who refers the individual must be an active employee at the time the referral bonus is paid out.
New Staff Bonus
All newly hired, non-exempt clinical Health Care Campus employees will receive a $500 bonus after 6 months of
employment and an additional $250 bonus after 12 months of employment. The employee must be an active
employee at a FTE of 0.2 or higher at the time the new staff bonuses are paid out.

3 to better serve persons experiencing behavioral health-crisis involving their mental health and/or
4 substance use; and

6 WHEREAS, no such facility currently exists within St. Croix County, or in close
7 proximity, thereby requiring law enforcement to transport consumers long distances for care,
8 further traumatizing the consumer, and requiring law enforcement to dedicate extensive time for
9 transportation to distant facilities; and
10
11 WHEREAS, St. Croix County Department of Health and Human Services (DHHS) has
12 previously developed a plan to provide such a service in the Kitty Rhodes facility at the Health
13 Care Campus, but did not receive necessary funding from a State of Wisconsin grant opportunity
14 to operationalize it; and
15
16 WHEREAS, the demand for behavioral health services is increasing in St. Croix County,
17 as are the perceived severity and complexity of conditions, overwhelming current options for
18 consumer crisis care while resulting in an increased dependence on tax levy to pay for
19 mandatory, high cost treatment environment stays; and
20
21 WHEREAS, St. Croix County DHHS spent approximately $800,000 in 2022 for
22 emergency placement of adults experiencing behavioral health crisis, and law enforcement spent
23 an estimated $44,000 in the same year consisting of officer time and other transportation costs,
24 preventing those officers from responding to other public safety needs; and
25
26 WHEREAS, the daily cost to treat consumers in a regional crisis stabilization facility
27 would be approximately one-third the cost of an emergency department stay, and approximately
28 one half the cost of a state hospital; and
29
30 WHEREAS, an estimated 100 individuals per year in St. Croix County alone would
31 benefit from a local crisis stabilization service by remaining near their home community while
32 receiving additional support services and improved continuity of care; and
33
34 WHEREAS, St. Croix County Department of Health and Human Services has the
35 expertise in clinical and administrative knowledge necessary to facilitate the development of
36 such a service; and
37
38 WHEREAS, -2025 Biennial Budget recommends increased access
39 to crisis services by providing $64,700 in General Purpose Revenue (GPR) in fiscal year 2023-
40 24 and $10,038,500 GPR in fiscal year 2024-25 to establish up to two crisis urgent care and
41 observation centers that will serve as regional crisis receiving and stabilization facilities. The
42 Governor also recommends Providing 1.0 FTE GPR position to develop and evaluate the centers
43 on an ongoing basis.

4 Highway M North and East to the intersection of Paulson Road; and

6 WHEREAS, Wisconsin Statute § 83.025 enables St. Croix County to enter into a
7 jurisdictional transfer agreement with the City of River Falls thereby facilitating alterations in
8 jurisdictional highway systems; and

10 WHEREAS, by jurisdictionally transferring a segment of County Trunk Highway U to
11 the City of River Falls, the City agrees to accept jurisdiction and maintenance of that portion of
12 County Trunk Highway U as set forth in the attached Intergovernmental Agreement.

15 Supervisors hereby approves the transfer of jurisdictional responsibility between St. Croix

19 authorized to process the jurisdictional transfer with the Wisconsin Department of Transportation
20 subject to the City of River Falls approval of a resolution jurisdictionally transferring the

This Agreement is made the ______ day of __________, 2023, by and between the County of
St. Croix, Wisconsin
and the City of River Falls, Wisconsin
of Wisconsin, each existing under the laws of the State of Wisconsin. The County and City are also

WHEREAS, this cooperative action between the Parties will assist each in the furnishing of
services and exercise of their powers and duties under the law; and
WHEREAS, there will be alterations to traffic patterns in the County of St. Croix and City of
River Falls area as the result of the proposed construction of Mann Valley Corporate Park by the City
of River Falls, which necessitates jurisdictional changes to the existing roadway system; and
WHEREAS, it is the intent of the Parties to this Agreement to set forth their present
understanding as to the respective duties and responsibilities of each Party to accomplish a
jurisdictional transfer of portions of County Trunk Highway (CTH which is described and
depicted in the attached Exhibit A
WHEREAS, this Agreement is an Intergovernmental
pursuant to Wisconsin Statute § 66.0301; and
WHEREAS, the Parties agree that various segments of are currently under the
jurisdictional control County; and
WHEREAS, the County passed Resolution ________ on _______ and the City passed
Resolution ________ on ______. Copies are attached as Exhibit B, and hereby made a part of this
Agreement, approving the specific jurisdictional transfers described herein, and
WHEREAStrunk highway system and, subject to
approval by the Wisconsin Department of Transportation and the City of River Falls, the Roadway will
be removed from the trunk highway system pursuant to Wisconsin Statute § 83.025.
WHEREAS, the purpose of this Agreement is to formalize the process by which the
jurisdictional control of various portions of the Road will be transferred from the County to the City.
NOW, THEREFORE BE IT RESOLVED, the premises being in general as stated in the
foregoing recitals the Parties hereto do mutually agree to transfer jurisdictional authority and
responsibility of the various portions of the Road pursuant to the following terms:
1. The County agrees to transfer and the City agrees to accept jurisdiction and maintenance to the City
that portion of U beginning at its southern terminus and current intersection of
North and East to the intersection of Paulson Road.
2. The transfer of all improvements, maintenance, drainage structures, patrolling and permitting
responsibilities associated with jurisdiction over the Road from the County to the City shall be effective
upon the date of acceptance of this Agreement by all parties.

3. The County hereby transfers to the City all ROW and property under it; control for the Road, subject
to all surveys, easements, and descriptions of record.
4. Any notices required or permitted hereunder shall be given in writing and shall be delivered (a) in
person, with proof of service (b) by certified mail, postage prepaid, return receipt requested, (c) by
registered mail, postage prepaid, with evidence of safe delivery from the U. S. Postal Service, (d) by a
commercial overnight courier that guarantees next day delivery and provides a receipt, or (e) by

5. Miscellaneous.
A. The Parties each agree to exercise good faith, make reasonable efforts, and take whatever
cooperative action is necessary to fulfill the intent and purposes of this Agreement.
B. A copy of the executed Agreement shall be forwarded by both Parties to the Wisconsin Department
of Transportation for their records and Department of Transportation approval pursuant to Wisconsin
Statute § 83.025(1)(a).
C. The privileges and/or obligations under this Agreement may not be assigned without the prior
written authorization of all Parties.
D. If a dispute between the Parties arises out of or relates to this Agreement and cannot be settled
through direct discussions, the Parties agree to first endeavor to settle the dispute by alternative dispute
resolution (e.g. mediation or arbitration) before recourse to a court.
E. The Parties irrevocably submit themselves to the original jurisdiction of the Circuit Court, County
of St. Croix, State of Wisconsin, with regard to any controversy arising out of, relating to, or in any
way concerning this Agreement.
F. This Agreement shall be subject and subordinate to applicable federal or state laws, codes,
regulations, ordinances, rules and orders.

G. If any term of this Agreement is found to be void or invalid, such invalidity shall not affect the
remaining terms of this Agreement, which shall continue in full force and effect, unless a provision

H. Failure of a Party to insist on strict performance of any of the provisions of this Agreement, or
I. This Agreement and the associated Exhibits constitutes the entire Agreement and understanding of
the Parties and supersedes all offers, negotiations and other agreements. There are no representations
or understandings of any kind not set forth herein. Any amendment to this Agreement must be in
writing and executed by all Parties.
J. The signatories to this Agreement warrant that they have the full authority to enter into this
Agreement and make it binding on the Parties to the Agreement without further action or approval.
K. This Agreement shall be binding upon and shall inure to the benefit of the Parties hereto and their
respective legal representatives and permitted successors and/or assigns.
L. Each of the Parties acknowledges having read and understands the provisions of this Agreement.

· Riverdale Dam Failure Analysis (DFA), Field File: 55.09, Key Sequence No. 55, Town of

Supporting documentation and amending language are attached.
Per §§ 18.805 and 18.810 Floodplain Zoning Amendments General and Procedures, a proposed

AN ORDINANCE AMENDING CHAPTER 18 FLOODPLAIN ZONING,
SECTION 18.130(B) OFFICIAL MAPS OF THE ST. CROIX COUNTY
CODE OF ORDINANCES
1 WHEREAS, Wis. Stat. § 87.30 requires counties to adopt a floodplain zoning ordinance
2 for the protection of all floodplains in unincorporated areas; and

4 WHEREAS,
5 Management Program, establishes statewide standards for floodplain zoning; and
6
7 WHEREAS, Section 18.130(B), St. Croix County's Floodplain Zoning Official Maps
8 needs to be amended to incorporate the records of Dam Failure Analysis approved by the
9 Wisconsin Department of Natural Resources for the Little Falls Dam and the Riverdale Dam;
10 and
11
12 WHEREAS, copies of the proposed Floodplain Zoning amendment were accessible for
13 viewing by the public at the St. Croix County Government Center in the City of Hudson, and
14 online on the St. Croix County website; and

16 WHEREAS, the St. Croix County Community Development Committee held a duly
17 advertised public hearing on April 20, 2023.

19 NOW, THEREFORE, BE IT RESOLVED that the County Board of Supervisors of the
20 County of St. Croix does ordain that the amendments to the St. Croix County Code of
21 Ordinances, Chapter 18, Floodplain Zoning, as shown in the attached amending document, are
22 hereby approved.

24 BE IT FURTHER RESOLVED that the County Board of Supervisors of the County of
25 St. Croix does ordain that this Ordinance will become effective upon formal approval by the
26 Wisconsin Department of Natural Resources.

Thisamendment is required under Wisconsin Statutes chapter 87.30 Floodplain zoning. St. Croix County
Ordinance Chapter 18 Floodplain Zoning Section 18.130.B Official Maps is amended to incorporate the Little
Falls Dam Failure Analysis (DFA) and the Riverdale Dam Failure Analysis (DFA), approved by the Wisconsin
Department of Natural Resources (WDNR) with details below. The records of dam failure will be incorporated
into the existing ordinance section containing other studies that amend the official maps with language stated
in the attached draft Ordinance.

PM with the St. Croix County Community Development Committee in the St. Croix County Government Center
Board Room, 1101 Carmichael Road, Hudson, Wisconsin. The surrounding property owners were mailed a

The St. Croix County Community Development Committee will hold a public hearing on Thursday, April
20, 2023, at 5:00 PM, or shortly thereafter, at the St. Croix County Government Center, County Board

ST. CROIX COUNTY FACILITIESDEPARTMENT
Mission Statement
To manage and preserve the useful life of county facilities and grounds by utilizing well-trained employees and
modern technology to provide quality and cost-effective services.
Summary of Responsibilities
The Facilities Department goal is to operate buildings as efficiently as possible, while maintaining a high-level
appearance. Provide a clean, safe, and healthy work environment, while planning the efficient use of space.
Complete emergency repairs and full preventative maintenance of equipment, structures, and grounds. The
Facilities Department maintains the Government Center, Jail complex in Hudson, Ag.Centerin Baldwin.In New
Richmond Facilities handles Housekeeping and Maintenance of the Health Center CBRF, Saint Croix County
Services Center the DD Building, along with other out buildings. The Facilities Department serves the needs of over
40 different departments, their employees and the public.We alsomanage/maintain the Government Center Fleet
vehicles, and assist in managingHHS Fleet.
Program Summary
Major services performed by the Facilities Department include but,are not limited to:full preventative
maintenance programs, routine and emergency repairs, OSHA and building code compliances, electrical,
plumbing, refrigeration, HVAC installation and repair. Jail security system repairs, and hardware; electronic
security systems at all campuses including: card access, key inventory and issuance. Commercial kitchen and
laundry equipment repair, full custodial/housekeeping care, and grounds-keeping. Also: remodeling,
construction, contracts, fleet vehicles, confidential shredding.

ST. CROIX COUNTY INFORMATION TECHNOLOGY DEPARTMENT
Mission Statement: To partner with County departments and state and local agencies to plan, implement
and support the technological needs of the County while providing a comprehensive, secure, sustainable,
and highly available computing environment.
Summary of Responsibilities: The IT Department is responsible for providing technology services,
devices and solutions that enable St. Croix County staff to meet the needs of the people they serve.
Goals / Objectives Achieved:
- Replaced core network equipment at two locations
- Completed voicemail system upgrade
- Deployed multi-factor authentication for vendors, partner agencies and high- risk applications
- Deployed air-gapped backup system to reduce the impact of a ransomware attack
- Designed incidence response plan to respond to cyber events
- Designed audio visual and network plans for Government Center additions and remodel

Security continues to be our top concern. In 2022 we were able to fill our IT Security Analyst position and
have been making enhancements to our security posture and preparedness to help reduce our risk
exposure. We continue to create security awareness among staff with targeted training and simulations.

are repositioned throughout the buildings while the construction takes place. We are working with the
contractors and the departments to ensure that staff can remain productive. Your continued support for IT
