The population of the annexed property is zero (0). The annexed property will be temporarily classified as AR- Agricultural Residential. The annexed property from the Town of Hudson was part of Ward 13, County Supervisor District 8. The City of Hudson requests the parcel be made part of Ward 4, County Supervisor District 7. The City of Hudson requests the St. Croix County Board of Supervisors exercise its redistricting powers under Wis. Stat. § 59.10(3)(c) (below). Per Wisconsin State Statute § Changes during decade. After the enactment of a plan of supervisory districts under par. (B), a municipal incorporation, annexation, detachment or consolidation may serve as a basis for altering between federal decennial censuses the boundaries of supervisory districts, in the discretion of the board. . . ". This resolution alters the supervisory district boundary by moving the annexed parcel of land from County Supervisor District 8 to County Supervisor District 7, consisting of Ward 4 in the City of Hudson. The population of the annexed parcels is zero. Additional information: Qbdlfu!Qh/!7 7/5/2 D ETERMINING IF THE CREATION OF A N EW W ARD IS N ECESSARY The establishment of wards for purposes of elections and representation is provided in Wis. Stat. § 5.15. Under that statute, the municipality annexing the territory may add the annexed territory to an existing, contiguous ward (or wards) only if the annexed territory is in the same county supervisory, assembly and congressional districts* as the ward to which it is added. If the supervisory, assembly or congressional districts in the annexed territory are different from the districts in the ward to which the territory is contiguous, a new ward must be created for the annexed territory unless the county board adopts a re-districting ordinance (moving the annexed territory into the same supervisory district as the territory to which it is annexed), because a single ward may not be located in two or more supervisory districts. Note-only a county has the authority to redraw its county supervisory district boundaries between decennial redistricting to move residents of one county supervisory district to another. *If the annexed territory is in an assembly district or congressional district different from the assembly or congressional districts in which the existing ward is located, a new ward must be created. No exceptions. Qbdlfu!Qh/!8 7/5/2 Resolution No. RESOLUTION APPROVING ALTERATION OF SUPERVISORY DISTRICT BOUNDARY -CITY OF HUDSON (TOWN OF HUDSON) 1 WHEREAS, in 2021 the St. Croix County Board of Supervisors adopted a 10-year 2 supervisory district plan creating county supervisory districts, municipal aldermanic districts and 3 election wards following the 2020 Census; and 4 5 WHEREAS, Wis. Stat. § 59.10(3)(c) allows a county board, in its discretion, to alter the 6 boundaries of supervisory districts based on annexations which occur after the adoption of the 7 10-year supervisory district plan, as long as the number of supervisory districts is not changed; 8 and 9 10 WHEREAS, the City of Hudson completed an annexation in November 2022 of a parcel 11 described on the attached ordinance consisting of 5.75 acres; and 12 13 WHEREAS, a map of the annexed parcels, along with a copy of the annexation 14 ordinance has been filed with the St. Croix County Clerk and are attached; and 15 16 WHEREAS, the parcel annexed by the City of Hudson is part of County Supervisor 17 District 8, consisting of Ward 13, in the Town of Hudson; and 18 19 WHEREAS, it is appropriate to move the annexed parcel into County Supervisor District 20 7 in Ward 4, City of Hudson; and 21 22 WHEREAS, the parcel annexed by the City of Hudson and made part of Ward 4 does 23 not cross an assembly district or congressional district line; and 24 25 WHEREAS, the population of the annexed parcel is zero; and 26 27 WHEREAS, this resolution does not change the number of supervisory districts. 28 29 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of 30 Supervisors that the supervisory district boundaries are hereby altered by moving the annexed 31 parcel of land from County Supervisor District 8 to County Supervisor District 7 consisting of 32 Ward 4 in the City of Hudson as shown on the attached. 33 34 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to 35 forward all notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for 36 the purpose of advising that office of said supervisory district boundary changes. Employees with assigned FTE help reduce the need for call-in shifts and ensure shifts can be scheduled and filled in advance for appropriate client care. Employees that are working on a consistent basis also tend to build relationships and rapport with the clients, which leads to better client care. The current Call-In Pay incentive is $5.00/hr for any shift that is picked up 72 hours before the start of the shift and $2.50/hr if picked up after 72 hours. While this program has worked to incentivize employees to pick up shifts, it has also had an unintended side effect. The incentive pay, as currently paid, is incentivizing employees to reduce their FTE so that they have fewer -in shifts (which pay the additional $5.00/hr). Based on our current staffing levels, there is still a need to incentivize employees to pick up shifts. However, we would like to adjust how the Call-In pay is paid in order to not only incentivize employees to pick-up shifts, but to also entice them to increase their FTE. Qbdlfu!Qh/!56 :/5 Resolution No. RESOLUTION SUPPORTING EXPLORING OPTIONS FOR DEVELOPMENT OF A REGIONAL CRISIS STABILIZATION CENTER 1 WHEREAS, St. Croix County and other western region Wisconsin counties have 2 identified a need for a regional crisis stabilization center, operated 24 hours a day, 7 days a week, 3 to better serve persons experiencing behavioral health-crisis involving their mental health and/or 4 substance use; and 5 6 WHEREAS, no such facility currently exists within St. Croix County, or in close 7 proximity, thereby requiring law enforcement to transport consumers long distances for care, 8 further traumatizing the consumer, and requiring law enforcement to dedicate extensive time for 9 transportation to distant facilities; and 10 11 WHEREAS, St. Croix County Department of Health and Human Services (DHHS) has 12 previously developed a plan to provide such a service in the Kitty Rhodes facility at the Health 13 Care Campus, but did not receive necessary funding from a State of Wisconsin grant opportunity 14 to operationalize it; and 15 16 WHEREAS, the demand for behavioral health services is increasing in St. Croix County, 17 as are the perceived severity and complexity of conditions, overwhelming current options for 18 consumer crisis care while resulting in an increased dependence on tax levy to pay for 19 mandatory, high cost treatment environment stays; and 20 21 WHEREAS, St. Croix County DHHS spent approximately $800,000 in 2022 for 22 emergency placement of adults experiencing behavioral health crisis, and law enforcement spent 23 an estimated $44,000 in the same year consisting of officer time and other transportation costs, 24 preventing those officers from responding to other public safety needs; and 25 26 WHEREAS, the daily cost to treat consumers in a regional crisis stabilization facility 27 would be approximately one-third the cost of an emergency department stay, and approximately 28 one half the cost of a state hospital; and 29 30 WHEREAS, an estimated 100 individuals per year in St. Croix County alone would 31 benefit from a local crisis stabilization service by remaining near their home community while 32 receiving additional support services and improved continuity of care; and 33 34 WHEREAS, St. Croix County Department of Health and Human Services has the 35 expertise in clinical and administrative knowledge necessary to facilitate the development of 36 such a service; and 37 38 WHEREAS, -2025 Biennial Budget recommends increased access 39 to crisis services by providing $64,700 in General Purpose Revenue (GPR) in fiscal year 2023- 40 24 and $10,038,500 GPR in fiscal year 2024-25 to establish up to two crisis urgent care and 41 observation centers that will serve as regional crisis receiving and stabilization facilities.
