PID #: 034-1037-50-000 Acres: 20 acres. Issue: Driveway issue Dear Ms. Rud: On September 16, 1999, in your presence, I inspected the property described above owned by Villman Farms in the Town of Springfield. Specifically, you were concerned whether or not this property could be accessed from 90t' Ave. First of all, I want to make it clear that St. Croix County does not issue driveway permits on townships roads. Springfield Township is responsible for the issuance of driveway permits. However, you questioned whether or not a driveway could be constructed on the said property without affecting any of the existing wetlands. As we discussed onsite, I thought that a driveway could be located near the west property line, but the driveway construction could not disturb any of the existing wetlands. This letter does not give the authority to the potential buyers of the said property to install a driveway unless the following conditions have been met: Submit a complete site plan showing the location of the driveway. The driveway should be designed and constructed to minimize the adverse impact upon the natural functions of the wetlands. The site plan shall include following: • Identify all wetlands • Identify the exact location of the driveway • Identify the placement of the residence and any outbuildings • Identify the all property lines Note: A minimum of 200 feet spacing between access driveways is required by the Zoning Ordinance. Any filling, grading, excavating, ditching or draining that must be necessary for such construction or maintenance must be done in a manner designed to minimize flooding and other adverse impacts upon natural functions of the wetland. Filling and grading of a wetland in order to construct the driveway for residential purposes is prohibited. 2. The plan must be reviewed and approved by the Zoning Office prior to obtaining a driveway permit from the township. Contact the Department of Natural Resources to see if provisions of Chs. 30 and 31 are applicable. (Contact person is Eunice Post, Water and Zoning Specialist with the DNR, phone number is 715-684-2914) If this office approves the design and location of the driveway, then the property owner must contact the Town of Springfield to secure a driveway permit. The driveway permit may or may not include the culvert. This correspondence does not grant the authority for the potential buyer of this property to construct a driveway unless the above conditions have been met.
