HomeMy WebLinkAbout03LU05 040-1153-40-000 (3)September 16, 2003 Scott and Julie Hoffman 182 Catfish Bar River Falls, WI 54022 Subject: Land Use Permit — St. Croix River Valley District Parcel ID 23.28.20.601 and 23.28.20.602 Permit # 03LU05 Dear Mr. and Mrs. Hoffman: This letter confirms zoning approval according to the plan you have submitted to the Zoning Office to substantially alter your existing nonconforming accessory structure (bunkhouse) in its original footprint. Please find enclosed an administrative land use permit for your project. This permit allows you to complete the project as submitted. This permit has been issued with the following conditions: • Notify the Zoning Office 3 days prior to the commencement of the project and upon the completion of the project. • Permit is valid for one year from the issuance date. • Obtain a town -building permit prior to the commencement of the project. Please contact John Ruemmele, Chairperson for the Town of Troy at 715-386-3486 or Brian Wert, Building Inspector at 715-386-5279 to obtain the necessary building permits for the project. • Submit photos of the final construction to the Zoning Office. The architectural plans as submitted are found to be in compliance with the provisions of the St. Croix County Zoning Ordinance and the Lower St. Croix River Valley District. The structure's footprint is nonconforming since it does not meet the setback requirement from the bluff line and ordinary high water mark of the St. Croix River. Staff understands that the accessory structure will be repaired and raised 30 inches in the same footprint and will not encroach closer to any dimensional setback (i.e. expanding the footprint of the structure). Staff finds that the project meets the spirit and intent of the St. Croix County Zoning Ordinance (Lower St. Croix River Valley District) for the following reasons: 1. Repairing the existing structure will not increase its nonconformity. 2. The structure was constructed prior to the enactment of the Riverway provisions and district. 3. The applicant worked with McDonald Remodeling to design the plans for the project. 4. The approval of this project will not affect the public health, safety and welfare of the residents of St. Croix County. 5. This approval will not change the character of the neighborhood. 6. Accessory uses are allowed in the Riverway district. 7. The site is well screened by existing vegetation. 8. The structure's exterior will be a brown earth tone, which will bend the structure in to its natural surroundings. 9. Grading is not necessary to repair and raise the structure. 10. This structure does not have plumbing or running water. If the scope of the project changes, please contact the Zoning Office immediately so we can assess the project to ascertain if additional zoning permits or approvals are necessary.
