You have requested this department to review project plans for Verizon to locate an
emergency generator at the LeVake tower site in Houlton, Wisconsin where Verizon
Realpmperty
is collocated on an existing tower. I have reviewed your plans and the 1998 special

exception permit file for the LeVake tower site for compliance with Chapter 17
Wireless Communication Service and Other Transmission Facilities ordinance.

The plans that you submitted show that the project includes adding an emergency
generator that will operate only at times that electrical power is not available. The
generator itself will be approximately seven (7) feet tall and will be placed on top of
a five foot by eight foot concrete pad that will be four inches above grade. The
project also includes construction of an "ice shield" over the installed emergency
generator to protect the generator from ice falling from the tower structure and to
help prevent ice build up on top of the generator. The total height of the ice shield
will be approximately eight feet. All components will be placed within the current
chain -linked fenced area and will be locked at all times. The total structure height of
this project will be lower than the existing Verizon equipment shelter.
Although this is a new project the installed components will not be more visually
conspicuous than that already existing on site. The plans also meet the original
screening requirements recommended by the Town of St. Joseph in 1997, although
the Town may require additional screening at this time. You also indicated that
there will be no additional traffic to the site except for filling the fuel tank for the
generator which will be as needed during power outages or otherwise at
approximately one time per month.
You also provided me a copy of a signed Memorandum of Amendment No. 2 to
Tower Option and Lease Agreement signed by the site owner. Please submit a
copy of this agreement signed by Verizon once the document has been finalized.
Please accept this correspondence as confirmation that this request is
administratively approved as per 17.82 (b) of the ordinance and will not require
further action by the St. Croix County Board of Adjustment. Please proceed to the
Town of St. Joseph to obtain a building permit. Please provide an as -built drawing

upon completion of the project. Any nuisance complains associated with this project will first be
handled administratively and if not rectified may require the owner/applicant of the original special
exception permit to go back to the Board of Adjustment to address the issues.
Any change to the approved plan must be resubmitted and approved by the St. Croix County
Planning and Zoning Department.
