The submittal described above has been reviewed for conformance with applicable Wisconsin
Administrative Codes and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. This
system is to be constructed and located in accordance with the enclosed approved plans and with any
component manual(s) referenced above. The owner, as defined in chapter 101.01(10), Wisconsin Statutes,
is responsible for compliance with all code requirements.
No person may engage in or work at plumbing in the state unless licensed to do so by the Department per
s.145.06, stats.
The following conditions shall be met during construction or installation and prior to occupancy or use:
• Approval is hereby granted pursuant to s. SPS 385.60(2), Wis .Adm. Code, to estimate the depth
of seasonal soil saturation based on an interpretive determination process completed by MaryJo
Huppert, Certified Soil Tester(CST)and her recommendations.
• This approval is limited to the soil characteristics within the tested area. This approval is based
upon best management practices and does not warranty the functioning of the system. Water
conservation, wastewater disposal practice and system maintenance will aid in the longevity of
the system.
• On-site visit was conducted by CeCe Rudnicki, DSPS on December 15, 2021.
• The estimated highest level of prolonged soil saturation approved under this determination is 9
inches below grade. At least 27 inches of sand lift on top of 9 inches of unsaturated, in-situ soil is
required for adequate treatment and dispersal.The Mound Component Manual requires the
basal area to be 5'from the property line.
• The basal soil application rate for the mound shall be 0.6 gpd/sf, and the linear loading rate 4.5
gpd/ft.
• Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8
inches. Smearing and compacting of wet soil will result in reducing the infiltration capacity of the
soil. Proper soil moisture content can be determined by rolling a soil sample between the hands. If
it rolls into a 1/4- inch wire, the site is too wet to prepare. If it crumbles, site preparation can
proceed. If the site is too wet to prepare, do not proceed until it dries.
• Chisel plowing to a depth of 12 inches immediately prior to sand placement is required to
improve vertical water movement into the soil solum.
• Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent
surface water from concentrating along the up slope edge of the mound and to divert surface
water drainage away from the system.
• This approval shall remain valid unless the site is altered in such a way that the depth to soil
saturation would change or if saturated conditions are observed for seven consecutive days at
depths less than 3 feet below the infiltrative surface of the POWTS distribution component.
• This approval in no way relinquishes the use of color patterns to estimate the depth to high
groundwater on any other parcels or portions of parcels.
• A copy of this approval letter and attachments must accompany the mound system design for this
site for purposes of plan approval and sanitary permit issuance.
A copy of the approved plans, specifications and this letter shall be on-site during construction and open
to inspection by authorized representatives of the Department, which may include local inspectors. All
permits required by the state or the local municipality shall be obtained prior to commencement of
construction/installation/operation.
In granting this approval the Division of Industry Services reserves the right to require changes or
additions should conditions arise making them necessary for code compliance. As per state stats
101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe
building, structure, or component.

INTRODUCTION
On November 27, 2021 backhoe pits were conducted for a 4 lot minor
subdivision. It was determined that one pit did not pass for a compete test
on the proposed Lot 7. All other lots did pass for a private on-site
wastewater treatment system (POWTS) but there were other pits that did
not pass. An Interpretive Determination Report could be conducted as
MO conditions where on this site but also A +4 conditions existed. This
report is required to determine the suitability for installation of a POWTS in
lieu of groundwater monitoring per State of Wisconsin Department of
Safety and Professional regulations.
II. PREPARATION OF REPORT
This report is being prepared according to the standards set forth
by SPS 385.60(2) of the Wisconsin Administrative Code and a guideline
prepared by Leroy Jansky called "Preparing the Interpretive Determination
Report."
III. REQUIRED INFORMATION
A. A Soil Evaluation Report has been conducted according to SPS
385.40 and is attached as part of this report.
B. Local Hydrology
1. Surface Water: no ponding appears to take place on the
site based on the slope of the land and vegetation. The tested area is at a
lower point in the landscape with a three percent slope. This site is
surrounded by hills and valley with water draining to the south and west.
See attached topography map.
2. Subsurface Water: some rainfall leaves the site and some is
absorbed into the A horizon. The silt loam texture within the A horizon
has good structure with root and worm action taking place. The subsoil has
a weaker structure which tends to hold more water due to the evidence of
redoximorphic features at 9 inches.
3. Soil Saturation: soil appears to become saturated under
the A horizon due to evidence of redoximorphic features. Saturation
conditions vary due to the depth of the heavier silt loam.
No water was observed in any of the pits.

4. Surface Water Elevations -this land area is located between the
Kinnickinnic River and the St. Croix River. It is located near the highest
point in the landscape with elevations lower around the sight.
See the attached topography map from the topozone website.
Attached is the Surface Water Map from WIDNR website showing the
site is not in a wetland area nor in soils that indicate wetland areas.
C. Geomorphology
1. Parent Material -the parent material is silty sediment and underlying
silty clay weathered from shale according to the United States Department
of Agriculture Soil Survey. See attached soil series description from the web site.
2. Landform - the proposed POWTS will be in soils formed in silty
material with underlying silty clay.
D. Landscape Position and Local Topography - the proposed system is located
near the highest elevation of the landscape and on the shoulder of the
area. The shape of the slope is linear. The ground surface elevation is
1079 mean sea level with lower elevation all around the site. See attached
USGS Topographic Map.
E. Soil Series and Mapping Units - The Soil Survey of SL Croix County has
the area mapped as a Derinda Series. This soil tester encountered the
conditions similar.
1. The typical profile per the Soil Survey is (in a cultivated field)
attached as part of this report
2. The series is described as moderately well drained on gently sloping
and sloping areas with 2 to 6% slopes on shale uplands. Permeability
is slow and water capacity is moderate.
F. Field Observations- the proposed site has been cropped and tilled
for many years. In fact on the sloping site the topsoil has been eroded.
The soils identified are similar to the Derinda Series with redoximorphic
features under the A horizon estimating high ground water to be at
9 inches.

G. Comparative Analysis - All pits were different due to lack of
topsoil or tilling. Only one pit had low and high redoximorphic
conditions under the A horizon. The prolonged saturation does
occur at greater than 9 inches at the proposed site. There is no
prolonged saturation for more than 7 consecutive days within
the top 9" which is more than the 6 inch minimum required by
Code.
Government Reports and Comments- no attached documents.
This soil tester is not aware of any reports or comments
available.
IV. Conclusion and Recommendations -the site is suitable for a POINTS as
evidenced by the redoximorphic conditions described above. There
appears to be no evidence of hydric soils or hydrophytic vegetation.
Most of the surface water leaves the site due to the position in the
landscape. There is a slope to the site of 3% and no surface ponding
anywhere. No prolonged saturation occurs within the top 9" as
evidenced by lack of the redoximorphic features.
1. The system shall be installed on the elevation of 1079.50 due
to contour and property lines.
2. The sand fill shall be 2.25' of ASTM C-33 code required
material.
3. Plow depth should be a minimum depth of 12
inches during dry soil conditions so there is no chance of soil
smearing. 4.5 because of .2 loading rate within 12"
4. The system to be 0 P� D/ft2 linear loading rate.
5. Construct the toe area of the mound system at a 1.4 ratio
instead of the required 1:3 to increase absorption area.
The State of Wisconsin, Department of Safety and Professional Services
will review the site and report to make a final approval.
