Financial Reports for September 2023 County Administrator Ken Witt reviewed the financial report through September RESULT: DISCUSSED PUBLIC HEARINGS 1.Public Hearing on 2024 St. Croix County Budget Chair Long opened the public hearing at 5:10 pm. County Administrator Ken Witt reviewed the proposed 2024 St. Croix County Budget. No public comments. Public hearing was closed. RESULT: DISCUSSED BUSINESS 1. Resolution Adopting 2024 Budget and Establishing Tax Levy Motion to approve by Supr. Koch, 2nd by Supr. Berning Motion by Vice-Chair Feidler, 2nd by Supr. Tellijohn to amend the 2024 budget utilizing a portion of ARPA funds to include $45,000 to the Salvation Army and $45,000 to Turningpoint. Amendment failed: Yes- 8; No 10 (Ayes: Lind, Feidler, Ostness, Counter, Tellijohn, Carlson, VanSomeren, Ramberg). Chair Long brought the original motion back to the floor. Motion passes unanimously. Amendment failed. Yes- 3; No-15 (Ayes: Long, Ottino, Barcalow) Motion by Supr. Berning, 2nd by Supr. Leaf to amend the resolution to include language that CASA will report quarterly to Public Protection and Judiciary Committee regarding progress on fundraising and other items that are relevant. Amendment passed. Yes- 16; No-2 (Nays: Ottino and Swanepoel) Chair Long brought the original motion, as now amended, to the floor. Motion by Supr. Sherley, 2nd by Supr. Berning to remove HVAC components from the resolution (lines 17-19 and line 26). Amendment failed. District Attorney and Victim Witness Annual Report- Karl Anderson Annual Department Report given by District Attorney Karl Anderson RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS None COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS County Clerk Christine Hines explained that County Board Supervisor candidacy paperwork and non-candidacy paperwork is available in her office and will be available on the our website by the end of this week. Important dates to remember - nomination papers cannot be circulated until December 1, 2023, all candidacy papers are due in the County Clerk's office by 5:00 pm on January 2, 2024 and non-candidacy papers are due no later than 5:00 pm on December 22, 2023. ANNOUNCEMENTS Vice-Chair Feidler gave an overview of the Wisconsin Counties Associations Ambassador Program and its goals. He also thanked Supervisor Ostness and Kristen Newton of ADRC for attending along with him in October. ADJOURNMENT Adjourned at 6:31 pm
