1. Financial Report for January 2022
County Administrator Ken Witt reviewed the financial report.

BUSINESS
1. Initial Resolution Authorizing the Issuance of $80,000,000 General Obligation Government
Center Building Bonds, Series 2022A
County Administrator Ken Witt explained this is coming back based on the issues
received as a result of the County Board's vote in February. Government Center
Expansion Project review by Public Information Officer Adam Kostonek. Sean Lentz,
Senior Municipal Advisor for Ehlers presented information on the bonding for
$80,000,000.
Supr. Achterhof reported she will vote in favor of this proposal based on the
adjustment. Supr. Ard referred to the St. Croix County Vision and Mission Statement
and added as this county grows more services will be necessary.
Supr. Ottino read an email he sent to Chair Peterson dated February 25, 2022. "Mr.
Chairman due to the current conflict in Ukraine I respectfully request that we do not
proceed forward with the Government Center Project at this time. The cost is a burden
to the taxpayers of St. Croix County. There are many other options that could be
pursued in the future at a much lower cost. Gasoline is expected to reach $4.00 per
gallon by Memorial Day and possibly higher in the future. The price of oil per barrel

broke a $100 mark Friday. Home heating costs have almost doubled. Groceries have
increased substantially and the supply chain issues are still very, very real. There is also

2. Resolution Amending 2022 Budget (#2)
Witt explained this resolution authorizes the amendment of the 2022-2026 Capital
Improvement Plan by moving the Government Center Addition project from 2023 to
2022 and reducing the project from $87,000,000 to $79,500,000. This would allow the
design phase of the project to begin in 2022.

3. Resolution Establishing Elected Officials Wages for 2023-2026
Witt explained the elected officials' compensation needs to be set before nomination
papers may be circulated and the first day to circulate is April 15, 2022. Witt explained
he reviewed peer data from other counties in Wisconsin and focused on the most
comparable compensation.

4. Resolution Amending Wage Grid
Witt recommended amending the wage grid with a 1% Cost of Living Adjustment
(COLA) effective April 3, 2022. The CPI for 2021 was 7%. This increase helps the gap.
Witt added the increase in employee compensation costs about $300,000 per year.

5. Resolution Adjusting Wages Due to Compression
Witt explained periodically we have evaluated individuals placement on the grid and
adjusted to alleviate compression issues. Compression can be a supervisor earning at
or near the same wage rate as those they are supervising. This resolution identifies 43
employees and has a budget impact of $113,800. Supr. Leaf requested reviewing the
wage grid as a future agenda item.

6. Resolution Adjusting Wages in Clerk of Courts Office

Witt explained the Clerk of Court's office has been facing staffing issues for an
extended period of time and finding it difficult to hire new employees below the range
of existing experienced staff. This resolution requests approval of additional step
increases for the employees listed. The fiscal impact is $41,200 which will be absorbed
in the 2022 Clerk of Court budget due to current vacancies.

7. Resolution Updating ARPA Funding Uses
Witt explained the U.S. Treasury issued final rules on ARPA funding uses and reporting
requirements. The resolution allocates $10 million for federal reporting purposes only;
it does not spend the $10 million dollars. Funds have to be committed by the end of
2024 and expenses by the end of 2026.

10. Consideration of Establishing County Clerk Vacancy Process
Witt explained County Clerk Cindy Campbell submitted her retirement notice effective
April 29, 2022. He highlighted the proposed timeline noting this appointment is
approved by the County Board. Witt recommended the appointment subcommittee be
made up of the standing committee chairs to review applications and conduct
interviews . Motion by Supr. Hall, 2nd by Supr. Hansen to approve the process as
outlined.
Motion by Supr. Hansen, 2nd by Supr. Hall to amend the motion to add a citizen
member to the subcommittee. Hansen recommended Jill Berke. Amendment passed.
Motion by Supr. Hansen, 2nd by Supr. S. Anderson to add the County Board Chair as a
member of the subcommittee. Amendment passed.

11. An Ordinance Repealing Chapter 17, Subchapter IV, Section 17.40, of the St. Croix County
Code of Ordinances, Floodplain Overlay Districts and Recreating the Floodplain Overlay
District as Chapter 18 Floodplain Zoning of the St. Croix County Code of Ordinances
Supr. Hansen explained this ordinance repeals Chapter 17, Subchapter IV, Section 17.40
of the St. Croix County Code of Ordinances, Floodplain Overlay Districts and creates the
Floodplain Overlay District as Chapter 18 Floodplain Zoning. Hansen confirmed the
proposed Chapter 18 has been reviewed by the Wisconsin DNR Floodplain
Management Program and Federal Emergency Management Agency (FEMA) and
required changes were made.

12. Resolution of Commitment and Support for the Wisconsin Department of Transportation
(WISDOT) 2022-2026 Transportation Alternatives Program (TAP) Grant Application to
Construct the Highway 35 Off-Road Trail - Phase II
Supr. Hansen explained this is an opportunity to extend the Loop trail from the Eckert
Bluff Lands to Willow River State Park. Community Development Director Ellen Denzer

explained this is a grant program through the Wisconsin Department of Transportation

would be $100,450 which would come from the CIP allocations if the grant is awarded
to St. Croix County.

BACKGROUND INFORMATION
Jason Haas and Haas Sons Properties, LLC, has applied to rezone 50 acres of land in the Town
of Cady from C-3 Commercial District to I-1 Industrial District. The purpose of the rezoning
application is to provide for the expansion of the existing concrete plant on the property which
would include the recycling (crushing) of concrete and asphalt pieces.
The subject area to be rezoned from the C-3 Commercial to I-1 Industrial zoning district
encompasses portions of different parcels that could result in certain properties having more than
one zoning district designation. County policy does not allow multiple zoning districts on one
parcel. Prior to the rezoning request going to the County Board for final action, the applicant
must submit a surveyed Legal Description matching the property description in the public
hearing notice to replace the Parcel Description with a correct Legal Description.
NOTE: The rezoning does not approve the expanded use on the property. The rezoning
establishes the appropriate zoning category in which the use can take place. If the rezoning is
approved, the applicant must apply for a Conditional Use Permit (CUP) and provide specific
business plan and operation details for review. The CUP includes a public hearing process,
review and decision by the St. Croix County Board of Adjustment.

BACKGROUND INFORMATION
The County Administrator is charged with presenting a balanced budget to the County Board.
Annually the County Board receives input from Department Heads and provides guidance to the
County Administrator on the priorities for the upcoming budget year. These priorities set the tone for
the development of a balanced budget.

GUIDELINES
1 WHEREAS, St. Croix County is one of the fastest growing counties in the State of
2 Wisconsin, with an expanding population requiring additional services; and

4 WHEREAS, Department Heads provided background information on projected 2023
5 revenues and expenses at the March 16, 2022 Committee of the Whole meeting; and
6
7 WHEREAS, revenue limitations by the State continue to require tough decision
8 prioritizing which expenses will be covered with limited revenues; and
9
10 WHEREAS, the St. Croix County Board annually establishes budget priority guidelines
11 for the County Administrator to consider when putting together a budget recommendation; and
12
13 WHEREAS, as the St. Croix County Board of Supervisors is sensitive to the nature of
14 the tax burden on the residents of St. Croix County, we request the County Administrator to
15 identify and pinpoint in his final budget proposal, depending on the data relative to the revenue
16 and tax levy limit, the reduction of the equalized tax levy rate through the appropriate application
17 of excess funds in the unassigned fund balance.

19 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
20 Supervisors hereby establishes the following categorical priority guidelines for the County
21 Administrator to consider, focusing on reducing the equalized tax levy rate by utilizing the
22 unassigned fund balance, when creating the 2023 budget:

30 BE IT FURTHER RESOLVED, the five (5) standing committees of St. Croix County
31 are hereby directed to start a process of reviewing the 2020 mandated services report, section by
32 section, over the next twelve (12) months to review service delivery in St. Croix County with the
33 goal of finding efficiencies for the 2023 and 2024 budgets.

and support the technological needs of the County while providing a comprehensive, secure, sustainable

Issues, Concerns and Restraints:
Security continues to be our top concern. Like most government agencies, St. Croix County is under
continuous attack. We partner with state and federal agencies to assist with the detection, response, and
remediation of these attacks. We also continue to bring awareness and training to our end-users with
intuitive training modules that help users identify potential threats and report them to the IT Department
for evaluation. Your continued support for security initiatives is greatly appreciated.

ST. CROIX COUNTY FACILITIESDEPARTMENT
Mission Statement
To manage and preserve the useful life of county facilities and grounds by utilizing well-trained employees and
modern technology to provide quality and cost-effective services.
Summary of Responsibilities
The Facilities Department goal is to operate buildings as efficiently as possible, while maintaining a high-level
appearance. Provide a clean, safe, and healthy work environment, while planning the efficient use of space.
Complete emergency repairs and full preventative maintenance of equipment, structures, and grounds. The
Facilities Department maintains the Government Center, Jail complex in Hudson, Ag.Centerin Baldwin.In New
Richmond Facilities handles Housekeeping and Maintenance of the Health Center CBRF, Saint Croix County
Services Center the DD Building, along with other out buildings. The Facilities Department serves the needs of over
40 different departments, their employees and the public.We alsomanage/maintain the Government Center Fleet
vehicles, and assist in managingHHS Fleet.
Program Summary
Major services performed by the Facilities Department include but,are not limited to:full preventative
maintenance programs, routine and emergency repairs, OSHA and building code compliances, electrical,
plumbing, refrigeration, HVAC installation and repair. Jail security system repairs, and hardware; electronic
security systems at all campuses including: card access, key inventory and issuance. Commercial kitchen and
laundry equipment repair, full custodial/housekeeping care, and grounds-keeping. Also: remodeling,
construction, contracts, fleet vehicles, confidential shredding.
