Supr. Berning makes motion to have April 19, 2022 minutes set aside for discussion and
amendment. Motion by Supr. Carlson to set aside Committee Appointments. Vote to approve
consent agenda, with April 19, 2022 minutes and County Administrator's Committee
Appointments set aside. Passes Y- 17, N- 0 (Absent: Counter and Swanepoel)

Motion by Supr. Berning, 2 by Supr Lind to amend the portion of April 19, 2022 minutes that
reads: Motion by Berning, 2nd by Carlson to remove Dr. McGinnis as citizen appointment.
The motion should read: Motion by Supr. Berning, 2nd by Supr. Carlson to set aside Dr.
McGinnis for discussion as a separate agenda item. Motion passes unanimously Y-17, N-0
(absent: Counter and Swanepoel)

2. County Board Chair Appointments to the County Library Planning Committee
Discussion on set asie item regarding County Board Chair's Committee Appointments to
the County Library Planning Committee. Supr. Carlson withdraws his motion. Motion by
Supr. Berning, 2nd by Supr. Anderson to approve appointments. No Discussion. Motion
Passes Y-18, N-1 (Nay: Supr. Swanepoel)

Vice-Chair Feidler provides update regarding funding from Opioid settlement

1.County Administrator Appointment of Phillip Galli as Justice Services Director
Administrator Witt makes brief statement regarding the process of appointing a
department head as well as the role of the Justice Services Director.
Motion by Supr. Berning, 2nd by Supr. Osteness to approve appointment of Phillip Galli as
Justice Services Director. Discussion.
Vote passes unanimously.

guidelines.
Discussion. Administrator Witt outlines budget schedule. Supr. Ottino makes statement
regarding reduction in budget.
Vote to approve 2023 Budget Priorities and Guidelines passes unanimously.
