COUNTY ADMINISTRATOR'S REPORT
County Administrator Patrick Thompson reported budget requests are being reviewed and hopes
to have a preliminary budget for County Board review next month. Health Insurance numbers
are being finalized is looking at ways to reduce costs. The Administration Committee was
provided a report from auditors, Clifton, Larsen, Allen of the 2012 financials noting issues to be
addressed by the Finance Department. The report indicated St. Croix County has a strong
financial status and low debt . Thompson reported on the St. Croix River Crossing advisory
group which Supr. Agnes Ring and Community Development Director Ellen Denzer are
members. This group will advise the Wisconsin Department of Natural Resources in terms of the
use and scope of the work regarding mitigation projects which will be an offshoot of the bridge
project. Thompson reported $2,000,000 was allocated for mitigation. The DNR will take the
advice of this advisory team before they proceed with projects. Thompson suggested minutes of
those meetings be distributed to the County Board to keep members informed. Thompson
recognized the Human Resources Department for their work on the employee picnic held at the
Glenhills County Park with over 400 employees and their families in attendance. Thompson
announced he has sold his home in Ohio and intends to be a property owner in the Town of Troy
soon.

ANNUAL COMMITTEE AND DEPARTMENT REPORTS
1. Clerk of Court Annual Department Report
No questions.
2. Judicial Circuit Court Judges Annual Department Report
Present: Judge Vlack, Judge Needham and Judge Cameron. Case load increase was
highlighted due to foreclosures and Methamphetamine cases. Judge Vlack reported on
the Judges' recommendation to form a Community Justice Coordinating Council with
membership consisting of County Board members and the Chair, County Administrator,
Sheriff, Public Defender, District Attorney, Human Services, Corporation Counsel,
Department of Corrections/Probation, the Judges and the public. This council would deal
with issues and recommend solutions. Judge Needham highlighted on his involvement as
District Chief Judge and noted the Supreme Court's efforts to get dollars back to counties
and the proposed increase of small claims filing fees. Judge Cameron invited County
Board members to visit the courts and sit with the Judges during court sessions.
3. Family Court Commissioner Annual Department Report
Family Court Commissioner Steve Dunlap reported on the increase of family cases and
dealing with custody and placement issues.

1. Resolution Approving Application for a 2013 County Conservation Aids Grant

2. Resolution to Advocate for Bus, Commuter Rail, and High Speed Rail Transportation
Alternative Options through St. Croix County
Malick explained this resolution places the St. Croix County Board of Supervisors on record
in support of more options for transportation. Discussion regarding the need for this
resolution. Peavey stated this is general support for existing transportation and future forms
of transportation. Ottino expressed concerns regarding the need to subsidize light rail in the
twin cities and could like proof this is cost effective and profitable. Hawksford would like to
wait to see the options before commitment. Yoerg confirmed funding support would come
back to the County Board for consideration.

COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS
No report
ANNOUNCEMENTS
County Clerk Campbell announced the thin client computers used in County Board and committee
meetings are now located in the County Clerk's office and asked County Board members to use the
thin client assigned to their district number.
Chair Standafer indicated the WCA annual conference begins September 23rd and asked those
attending to meet with him after the meeting.
County Administrator Thompson reminded County Board members of the November County Board
meeting date change to Monday, November 5th.
