PRESENTATIONS OR RECOGNITIONS 1. St. Croix County Fair Report - Gail Maier and Chris Libbey (President of the Friends of the St. Croix County Fairgrounds) Gail Maier reviewed St. Croix County Fair activities, budget, and capital projects. Maier reported the St. Croix County Fair will be held July 16th through the 20th in Glenwood City. Maier highlighted the St. Croix Valley PRCA Rodeo is scheduled for June 13th and 14th at the fairgrounds. Maier recognized Supr. Schachtner and former supervisors Brian Hurtgen and Rick Ottino for serving on the Fair Board and thanked the County Board for its financial support. Chris Libbey, President of the Friends of the St. Croix County Fairgrounds reported their primary mission is to fund the fairgrounds and to raise funds to build, improve and maintain the fairgrounds. Libbey reviewed fund raising efforts including what the 4-H clubs have done for the various projects. 2. Recognition of Employees as part of Public Service Recognition Week - May 4 - 10, 2014 County Administrator Patrick Thompson announced May 4th through May 10th is public service recognition week and read a proclamation. Human Resources Director Tammy Funk recognized those employees present. 3. WLWCA Conservation Speech Contest - Abby Fry Abby Fry was unable to attend. This will be rescheduled. 4. West Central Wisconsin Regional Planning Commission Presentation - Lynn Nelson and Beth Waldhart Executive Director of WCWRPC Lynn Nelson and Fund Manager Beth Waldhart were present. Nelson reported WCWRPC goal is to assist units of government in planning for the physical, social and economic development needs of the region. Nelson reviewed the WCWRPC services including economic development, transportation, community development, conservation and mapping. Waldhart reported Regional Business Fund, Inc., (RBF, Inc.) is a non-profit economic development corporation whose purpose is to promote business and economic development in west central Wisconsin. RBF, Inc. offers low-interest loan funds to businesses that expand within the region, diversify the economy, add new technology, revitalize buildings in the region's downtowns, and create quality jobs and capital investment in the region. Waldhart reviewed various funding programs. 5. State of the City Report - City of River Falls City Administrator Scot Simpson provided a State of the City report. A video summarizing the City of River Falls was played. Supr. New River Crossing Progress Report - Tim Mason and Jon Chiglo Tim Mason, WisDOT Project Supervisor and Kevin Western (in place of Jon Chiglo), MnDOT Bridge Design Manager were present. Mason reported on the construction status from the Wisconsin approach including the Highway 35 detour. Western provided an update on the bridge and approach work on the Minnesota side. A video showing the construction sequence was played. APPOINTMENTS 1. Board of Adjustment Appointments Thompson recommended the appointment for a three-year term of Supr. Dave Peterson as the County Board representative and Buck Malick as a citizen representative to the Board of Adjustment. Financial Reports Finance Director Tabatha Hansen reviewed the financial reports. 2. Capital Projects Update Thompson reported all standing committees have had their organizational meeting. He intends to schedule a meeting of committee chairs to go through housekeeping items, logistics and discussing agenda preparation. Committee of the Whole is scheduled to meet May 29, 2014 at 8:00 a.m. Until noon with one agenda item to review the strategic plan approved by the prior Board and work on updating the strategic plan. Thompson noted a survey will be distributed regarding the strategic plan and requested all respond. Thompson announced St. Croix County Economic Development Corporation is having a 2014 EDC member reception on June 11th at 3:30 p.m. which will be a Paddle Boat excursion to see close-up views of the St. Croix Crossing project. Thompson reported on an update on a request for lease proposal with the Federal Government for space at the Baldwin Ag-Center. If successful, the County will commit to a 10-year lease with Farm Service Agency in the Baldwin Ag-Center. Thompson reported on county utilization at the Baldwin Ag-Center noting most likely keeping UW-Extension staff and some Community Development staff who work with the agricultural community in Baldwin. Thompson added they plan to create better space for Sheriff's Department, a space for Result Only Work Environment (ROWE) employees and possibly enhancing the community meeting space with possibility of a commercial kitchen at the Ag-Center. Administration Committee approved a Contingency Fund transfer of approximately $31,000 for a six month drug prosecutor position which was endorsed by the Public Protection Committee. The 2015 budget will have to include this funding request going forward. Mike O'Keefe has been appointment by the Community Justice Collaborating Council (CJCC) as the interim CJCC Coordinator. Thompson announced two budget amendments will come before the County Board in June regarding Health and Humans Services and ADRC. Thompson provided an update on the capital projects at the St. Croix County Services Center and Emergency Communications. Thompson reported on replacement of public safety communications equipment throughout county and HHS Board action to authorize a study/ analysis for new nursing home and architectural design for a new nursing home. Bonding projects reviewed and description for cost of the projects. A resolution authorizing bond sale will go before the Administration Committee on May 21 and then to County Board on June 3rd. Total project costs are unknown at this time. ANNUAL DEPARTMENT REPORTS 1. 2014 Facilities Department Annual Report Facilities Director Jim Elsbury highlighted activities in the Facilities Department. Questions from County Board members regarding lack of sprinkler systems in the Baldwin Ag-Center and Highway Department. 2. 2014 Information Technology Department Annual Report Information Technology (IT) Operations Manager Jim Williams reviewed IT duties and current activities. OLD AND NEW BUSINESS None. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS None. ANNOUNCEMENTS Nielsen requested Finance Director Tabatha Hansen a budget training session. Sjoberg reported on the status of the review of the County Board Rules and Bylaws in which he undertook evaluating the bylaws and prior bylaws. He indicated at the May Administration Committee meeting the committee will examine the fundamental questions on St. Croix County governance which includes who holds the power to make appointments, who holds the power to create agendas, who holds the power to propose resolutions and ordinances, who can call meetings and an in depth study of management authority. Sjoberg provided a copy to the County Administrator and requested the Administrator review with Corporation Counsel. Sjoberg has contacted the Administration Committee Chair Schachtner to discuss these matters at the next Administration Committee meeting. Chair Larson reported he has an office in the lower level of the Government Center and invited County Board members to use it anytime. ADJOURNMENT - 10:00 PM
