Wanda Viellieux, Patriotic Instructor of the New Richmond Memorial Auxiliary of VFW Post
10818 highlighted celebrating Loyalty Day on May 1, 2015 to demonstrate patriotism. This year
VFW Post 10818 of New Richmond will host the statewide Loyalty Day Parade on April 25, 2015.
The proclamation celebrating Loyalty Day will come before the County Board in January 2015.
PRESENTATIONS OR RECOGNITIONS
Recognition of the Somerset Spartan football team 2014 Division 4 State Football Championship.
Coach Bruce Larson and teammates Reed Baillargeon, Cole Martinson, Max Pracheck were
present.
1. State of the City Report - City of New Richmond - Mike Darrow, City Administrator
City of New Richmond Mayor Fred Horne was present and introduced City Administrator
Mike Darrow. Darrow addressed the Board on the New Richmond community and thanked
the Board and Economic Development Director Bill Rubin for their support and work. A
community video was played. Darrow introduced Public Works Director Jeremiah Wendt
who highlighted city projects and the five-year capital improvement plan relating to
transportation and park improvements. Director of Community Development Beth
Thompson highlighted businesses in the City of New Richmond.
2. Community and Economic Impacts of the St. Croix River Crossing, A St. Croix County
Perspective
Thompson introduced Matt Krues, Community Development State Specialist with the UW
Extension Office and Tom Gillaspy of Gillaspy Demographics who formerly served as the
Minnesota State Demographer. Krues highlighted community and economic impacts of the
St. Croix River Crossing. Gillaspy highlighted population growth rates.

APPOINTMENTS
1. St. Croix County Veteran Service Officer Appointment - Dale Cotch
County Administrator Patrick Thompson introduced Dale Cotch as the new County Veteran
Service Officer (CSVO) if approved by the County Board today. Cotch commented on his
experience and CSVO Merlin Blaisdell noted his upcoming retirement. Members of the
New Richmond VFW introduced themselves and recognized Blaisdell for his service.
Scott Bolstad of Senator Ron Johnson's office issued a certificate and read a letter from
Senator Johnson recognizing Blaisdell for his service to the veterans.

Child Support Administrator Katy Kapaun highlighted the 2014 Child Support Agency
report.

2. 2014 Emergency Support Services Annual Report
Emergency Support Services (ESS) Director Casey Swetlik summarized the ESS annual
department report.

3. 2014 Medical Examiner Annual Report
Medical Examiner Patty Schachtner provided a brief overlook of the Medical Examiner's
department and activities. Schachtner noted prevention is the key to the drug problem in St.
Croix County and is working on collaborating with different groups and communities to
work on drug prevention.

4. 2014 Sheriff's Office Annual Report
Sheriff John Shilts highlighted the Sheriff's Office annual department report.

1. Resolution Approving Law Enforcement Services Agreement Between the St. Croix
County Sheriff and the Town Of Hudson
Shilts commented this resolution is a result of a request from the Town of Hudson and
indicated the contract has been updated.

3. Resolution Authorizing the St. Croix County Community Development Department to
Apply for a 2015 Lakes Planning Grant
Community Development Department Director Ellen Denzer highlighted the Lake
Management Planning Grant. Denzer noted community support for this plan and distributed
a resolution from the Town of St. Joseph supporting the Lake Planning Grant. Tom Spaniol,
Town of St. Joseph supervisor and designee to the parks and trails committee spoke in
support of the resolution.

5. Resolution to File Request For Waiver From State Mandate Pursuant to Section 66.0143-
Mandate to Provide Audit Reports Concerning Health and Human Services Purchase of
Care and Services Contracts Under Sections 46.036 and 49.34
Thompson provided background information. Discussion regarding wording changes.
Motion by Schachtner, 2nd by Babbitt to amend the resolution by changing line 11 to
read "...requires, among other things,"; and on line 36, end the sentence after $100,000
and delete "instead of $25,000 or more." Carried: Yes - 16; No - 1 (Kiesler).

6. Resolution Approving County Administrator's Goals and Change Annual Evaluation
Date
Explanation by Schachtner to adjust the date of the County Administrator's annual
evaluation to be part of the existing Board's term rather than after the Spring Election.
Motion by Sjoberg, 2nd by Kiesler to amendment the resolution on line 14 to add a
period after February 28, 2015 and strike "and every twelve month period after
that."; and on line 20 remove the period and add "for the period July 1, 2014 through
February 28, 2015 and that the annual evaluation date for the County Administrator
shall be the last day of February for every 12 month period after that." Amendment
passed: Yes - 16; No - 1 (Kilber). Resolution as amended passed: Yes - 16; No - 1
(Kilber).

COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS
ANNOUNCEMENTS
Campbell announced WCA offers a free subscription to the Wisconsin Politics and The Wheeler
Report and will sign-up all County Board Supervisors to receive both.
Corporation Counsel Cox requested any suggestions to the rules and bylaws be submitted to him
and Kathy Spott.
Thompson indicated another River Crossing presentation is scheduled for December 16 at WITC in
New Richmond and the Economic Development Corporation legislative delegation meeting is
December 9 at 4:30 PM also at WITC.
Ostness reported the Victim/Witness office is now located in the former Veteran Service Office and
thanked Facilities for their work.
