1. New Richmond High School National Agriscience Teacher of the Year- Rachel Sauvola
County Administrator Patrick Thompson introduced Rachel Sauvola, New Richmond High
School agricultural educator who received the Agriscience Teacher of the Year Award.

2. Introduction of St Croix County 4-H Youth Development Agent-Heather Vierling
Thompson introduced UW-Extension Agent Joan Sprain and 4-H Youth Development
Agent Heather Vierling. Sprain provided a brief background of Vierling. Applause.

3. Employee Recognition- Dan Inlow and Cindy Sivek, Facilities
Thompson introduced Facility Department employees, Dan Inlow and Cindy Sivek and
recognized them for their outstanding and positive service to St. Croix County government.

4. Employee Recognition-Staff Advisory Commmittee
Thompson introduced members serving on the Staff Advisory Committee and listed their
accomplishments of their service on the Staff Advisory Committee. Recognized were:

5. St. Croix Valley Human Resource Network Presentation - Kristen Sailer
Thompson introduced Kristen Sailer, President of the St. Croix Valley Human Resource
Network. Sailer provided information regarding the Human Resource Network. Also
present: Joan Sprain, UW Ext, Tracy Davis, ADRC, Katie Ryan, Turning Point, Mary Joan
Sutton, ONP President, Duana Bremer, SA Director, Nancy Abrahamson, ADRC. Each
spoke on their areas to which they serve on this network highlighting economics, homeless
population, public transportation, etc. Applause.

APPOINTMENTS
Appointment of New Child Support Administrator- Chad Wolske
Thompson recommended the appointment of Chad Wolske as the Child Support
Administrator. Thompson provided a background of Wolske's employment with St. Croix
County.

COUNTY ADMINISTRATOR'S REPORT
Financial Reports
Thompson reported the financial reports in the meeting packet are through December 2014
and January 2015. Thompson reported they continue to recruit candidates for the Finance
Director position. Bob Mittet is assisting in the interim. Thompson encouraged feedback
from County Board members on the financial report format. Discussion regarding Pay for
Performance (P4P) fund. Thompson would like to see the balance in this fund carry forward
every year rather than go to the general fund. Achterhof requested a detailed report be
provided for the next meeting of the P4P fund from the beginning to the present. Nelson
requested a timeline be provided of P4P. Questions and comments regarding IT revenue, the
increase in parks revenue, and jail improvement fund. Berke requested better transparency
and access to monthly expenditure documents by department. Berke also suggested
utilization of the current accounting system rather than investing in a new system.

1. 2014 County Veteran Service Officer Annual Department Report
Report by County Veterans Service Officer Dale Cotch.

2. 2014 District Attorney and Victim Witness Annual Department Reports
Report by District Attorney Eric Johnson. Also present was Victim Witness Coordinator
Pam Bellrichard.

OLD AND NEW BUSINESS
1. Ordinance Amending Chapter 17 -- Zoning Subchapter I Section 17.09; Subchapter II
Sections 17.11, 17.14, 17.145, 17.21; Subchapter VII Sections 17.70, 17.72; Subchapter
VIII Section 17.85; and Adopting Amended Zoning District Maps for the Towns of
Baldwin, Erin Prairie, Somerset and Stanton.
Ring and Community Development staff Amanda Engesether provided a brief background
of the Farmland Preservation Program changes. Engesether reviewed the revision summary
per the direction of DATCP and legal review. Ordinance effective date is March 3, 2015.

2. Resolution Supporting Trail Connections from the St. Croix River Crossing Loop Trail to
Willow River State Park, Town Of Hudson, Village Of North Hudson, City Of Hudson
and the Interstate 94 Bridge Over the St. Croix River Via State Highway 35
Ring explained the history and the request to support action by the Wisconsin Department of
Transportation to connect the Stillwater Lift Bridge, the new St. Croix River Crossing and
the Loop Trail to area bike trails. Motion by Ring, 2nd by Berke to approve. Motion by
Peavey, 2nd by Ostness to amend line 44 to read, "Wisconsin Department of Transportation
consider setting set aside funds..." Discussion. Amendment failed: Yes - 7; No - 10 (Nay:
Schachtner, Ring, Babbitt, Novotny, Nielsen, Nelson, Berke, Larson, Achterhof, Leibfried).

4. Resolution to Approve a Budget Amendment for the new Health Center Building &
Renovations
Thompson explained the purpose of the budget amendment is to advance funds from the
general fund of up to $1,000,000 for continued planning and architectural design of the new
Health Center building and renovations of the existing building. Thompson confirmed the
$1,000,000 is not over and above the $20,000,000 for government issued general obligation
bonds scheduled to come before the County Board in May 2015.
Nielson spoke opposed to the resolution and concerns of poor oversight of expenditures of
the county. Schachtner, Babbitt and Berke spoke in support of the funding for the health
center and support by the county residents. Ostness requested an explanation of the
difference between the general fund and undesignated fund and requested a balance in the
general fund.

5. Resolution Approving The 2015-2017 Strategic Plan Vision, Roadmap, Guiding
Principles and Summary Sheet
Thompson reviewed the guiding principles and the revised mission statement approved by
the Administration Committee. Ring requested a progress report on the goals and
measurable benchmarks. Thompson confirmed action plans by departments will reflect
these priorities. Berke requested use of ongoing resources through UW-Extension and
internal staff as a cost savings. Hansen requested this be a direct tie to performance reviews.

COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS

ANNOUNCEMENTS
County Clerk Campbell reminded County Board members the WCA Regional Legislative session is
March 12, 2015 in Menomonie, Judge Cameron's retirement party and the April County Board
meeting is set for Monday, April 6th.
Nelson reported on his experience as servicing as a Junior Sheriff Deputy.
Berke announced and distributed notices of the St. Croix County Fair and rodeo.
