Rezonings: None PRESENTATIONS OR RECOGNITIONS 1. 911 Infrastructure Project (Phase II) Funding Stephen T'Kach, Interim Emergency Support Services (ESS) Director, recognized ESS support staff Terry Anderson, Kristen Sailer, Steve Bahneman and Janet Smith as well as the program specialist and dispatchers for their work in the ESS Department. T'Kach reviewed the goals and scope of the dispatch center as well as past and present dispatch coverage. T'Kach highlighted proposed changes in the dispatch center and throughout the County with respect to equipment needs and mass notification. Review of service calls throughout the County. T'Kach noted the Village of Woodville, Village of Roberts and City of New Richmond are allowing ESS towers on their water towers at no charge. T'Kach reviewed proposed plan updates and estimated costs. He highlighted the balance remaining from the $10,000,000 2014 bonding for capital projects is $5,426,000. Review of major revisions regarding tower upgrades in the Somerset area noting an additional cost of $353,407 and replacement of monopole tower on the north side of New Richmond with an estimated cost of $580,227. Review of equipment life span estimated at 10 to 40 years. Brief review of status of Pierce County / River Falls tower and used by St. Croix County. Estimated total costs are approximately $8 million. Review of analog vs digital radio systems and cost estimates. T'Kach cautioned the dollar amount has not gone to RFP's yet. T'Kach and Terry Anderson responded to questions by County Board members. T'Kach confirmed this will be brought back to Public Protection and Judiciary and Administration committees and the County Board. RESULT: DISCUSSED 2. DNR Secretary's Award- Clarence 'Buck' Malick County Administrator Patrick Thompson recognized Clarence "Buck" Malick receiving the DNR Secretary's Award as a conservation leader. Melissa Sparrow provided a brief background on the award. Malick thanked the board and spoke on his interest in the land and resources. Applause. RESULT: DISCUSSED 3. West Central Wisconsin Regional Planning Commission Report - Lynn Nelson Lynn Nelson and Beth Waldhart provided information about West Central Wisconsin Regional Planning Commission (WCWRPC). Nelson highlighted 2014 regional activities. Waldhart explained HUD de-federalization. RESULT: DISCUSSED APPOINTMENTS Appointment to St. Croix County Economic Development Corporation Thompson reported Suprs. Nelson and Hansen have expressed interest in serving on St. Croix Economic Development. This individual would fill the unexpired term of Supr. Ostness. Thompson recommended the appointment of Supr. Hansen. Supr. Babbitt thanked Johnson and his staff for their work. Kielser commended Johnson for his work in coming forth with another budget in the black and suggested a review of the span of control in some HHS departments. Sjoberg requested numbers relating to reductions in behavioral issues and suicides and incidents relating to alcohol crises and overdoses. RESULT: DISCUSSED COUNTY ADMINISTRATOR'S REPORT Financial Reports Review by Thompson. No questions. RESULT: DISCUSSED BUSINESS 1. Resolution of Support for Continued De-federalization of the Regional Consolidated Revolving Loan Fund Supr. Ring provided a brief background and summarized West Central Wisconsin Regional Planning Commission (WCWRPC) 2014 activities. Supr. Ring thanked Nelson and Waldhart for their report. Motion by Ring, 2nd by Hansen to amend the resolution to include distribution to Senator Kathleen Vinehout, Senator Janet Bewley, Representative Warren Petryk, and Representative Romaine Quinn. Carried unanimously. Supr. Babbitt questioned what St. Croix County gains if the resolution is approved. Waldhart provided a history of the programs and highlighted recent notification from HUD that all cash on hand was to be considered federal dollars. This resolution requests support to de-federalize the WCWRPC's status. Resolution Approving the County Administrator's 7/1/2014-2/28/2015 Pay for Performance Assessment and Goals for 3/1/15-2/28/2016 Motion by Supr. Schachtner, 2nd by Supr. Sjoberg to approve. Supr. Achterhof expressed concerns regarding requiring five goals and felt item 4 regarding employee morale is an ongoing process. Motion by Supr. Achterhof, 2nd by Supr. Schachtner to remove goal number 4 from the resolution. Suprs. Sjoberg, Hansen, Nelson and Berke spoke in opposition to the amendment. Supr. Schachtner spoke in favor of the amendment. Supr. Novotny expressed concerns regarding frequent surveys unless there is a program to measure the results and suggested a survey every two years. Thompson feels the surveys are important and a valuable use of time. Administration listens, responds and takes the constructive suggestions to try to make improvements adding improvements have been made to P4P along with other policy changes based on the feedback. Thompson stated the surveys are anonymous and reviewed by Human Resources staff, Administration and ultimately the Administration Committee. Vote on amendment failed: Yes - 5; No - 13 (Yes: Schachtner, Nielsen, Peterson, Achterhof, Peavey) Absent: Kilber. Nelson requested an update on Government Center security screening. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS None. ANNOUNCEMENTS County Clerk Campbell reminded County Board members to contact her if they are interested in attending the WCA Annual Conference scheduled for September 20th - 22nd in LaCrosse. Campbell announced the passing of former County Board member Leon Berenschot. Campbell also noted the County Directories are available and thanked Amy Hanson for her work on the directory. Supr. Ostness extended congratulations to Supr. Anderson for being recognized as Volunteer of the Year at the Hammond Nursing Home. Supr. Nielsen announced he is moving outside of District 6 and is resigning as County Supervisor for District 6 effective June 5, 2015. He expressed his appreciation to fellow board members and acknowledged the hard work of the county employees. Supr. Berke reported a rodeo will take place at the St. Croix County Fairgrounds on June 20th and encouraged County Board members to attend. ADJOURNMENT 7:46 pm
