Present were: Sue Hellmers, Mary Wicker, Jody Youngman and two students. Chair Larson referred this to the Community Development Committee. Life Saving Award- Sergeant James Sander County Administrator Patrick Thompson recognized Sergeant James Sander and 911 Dispatcher Tom Barthman for their life saving efforts of Emmett Smith, son of Jason and Jamie Smith. R.J. Frascone, medical director from Regions Hospital also recognized Sander and Barthman. Thompson presented both Sander and Barthman with lifesaving awards. Kim Eby, Chief of St. Croix County EMS was also present. Applause. RESULT: DISCUSSED 2. Employee Recognition- Laurie Diaby-Gassama Thompson recognized Laurie Diaby-Gassama who received the Wisconsin Public Health Association Excellence in Health Promotion and Disease Preventin Award. Deb Lindeman, Public Health Director was present. Applause. RESULT: DISCUSSED APPOINTMENTS 1. Appointment of County Board Supervisor District 6 Chair Larson reported he interviewed two candidates, former County Board Supervisor Clarence Buck Malick and Carah Koch. Chair Larson indicated Malick withdrew his interest in the position. Chair Larson recommended the appointment of Carah Koch. Koch provided a brief background and experience. Oath of Office administered by County Clerk Cindy Campbell. COUNTY ADMINISTRATOR'S REPORT Thompson reported the budget process is underway. The Human Resource Director vacancy is still being assessed and performance reviews were completed by Department Heads. The report of the McGrath salary market study is being finalized and will be brought to the Administration Committee and County Board. The Administration Committee will discuss ideas for the 2016 County Board orientation and a survey will be sent to County Board members. The Health Center building project bids are under review for specific categories. Sjoberg commended Thompson on his work for locating and future hiring of a Human Resources Director. Financial Reports No questions. RESULT: DISCUSSED BUSINESS 1. Government Center Security Screening Report Chair Larson reported Supr. Nelson requested the status of the Government Center Security Screening at the June County Board meeting under Future Agenda Items. Per the Rules and Bylaws, unless there is a two-thirds vote to consider the matter, it is automatically referred to committee. Motion by Kiesler, 2nd by Babbitt to hear the report. Carried unanimously. Sheriff Shilts provided an update concerning the status of the Government Center Security Screening noting September 1st is the targeted start date. During regular business hours all entry and exit will be through the main entrance of the Government Center. Shilts noted exemptions per Wis. Stats. 175.60 for individuals allowed to carry firearms into a courthouse. All exemptions need to be approved by the District 10 Chief Judge which is Judge Needham. Shilts highlighted after hours activities including County Board and committee meetings, elections and free legal clinic as well as relocation of the employee smoking area and fleet vehicles, and modifications needed to the ground floor. Equipment set up will begin August 11th. Employee meetings are scheduled for July 29th and 30th and press releases will be submitted to the media. Resolution to Purchase Real Property, Adjacent to the St. Croix River Crossing Loop Trail for a County Park and Approve Budget Amendment for the Purchase Supr. Ring reported the Community Development Committee is recommending acquisition of 6.798 acres of land from the Joyce Trust which is adjacent to the trailhead for the St. Croix River Crossing Loop Trail. The purchase price is $163,152 plus closing costs including title insurance, drafting of documents, filing fees and transfer fees. Supr. Ring explained the funds from the St. Croix River Crossing project mitigation project will be used to purchase the land. Community Development Director Ellen Denzer explained the process at arriving to the purchase price and proposed use of the land. Supr. Ring indicated the Town of St. Joseph supports this effort and St. Joseph Town Chair Tom Spaniol spoke in favor of this resolution. Resolution to Repeal Paragraph 23 of Motion #520 to the State of Wisconsin 2015-2017 Budget Bill Relative to Shoreland Zoning Standards Supr. Ring and Supr. Hansen explained changes to shoreland zoning authority and regulation passed by the Joint Finance Committee will be detrimental to St. Croix County's water quality, shoreland property values, fish and wildlife habitat, and will increase erosion and sedimentation in our rivers, streams and lakes. This resolution requests the State of Wisconsin to repeal Paragraph 23 of Motion Number 520 of the 2015-2017 State Budget bill and to discuss any changes to NR 115 through the normal legislative process to allow for open public discussion and input on this issue. ANNOUNCEMENTS Thompson reminded Supervisors of the Groundbreaking Ceremony for the Health Center scheduled for August 4th at 3:00 p.m. in New Richmond. Supr. Berke reminded Supervisors the County Fair is July 15 - 19 in Glenwood City. Supr. Peavey announced Supr. Ostness was elected vice president of Wisconsin County Highway Association. Supr. Peavey reported a Transit Subcommittee is being formed to work on transportation issues in St. Croix County. ADJOURNMENT 6:24 p.m.
