Judge Waterman invited County Board members to the Drug Court graduation scheduled for June 15th at 9:30 AM and program scheduled for June 15th at 6:30 at the New Richmond High School with guest speaker Interventionist Jeff VanVonderen. Ed Reinders of Houlton expressed concerns regarding safety on County Road E near Houlton requesting better lines on the road, reduced speed, additional sheriff patrol and addressing trucks exceeding the four ton limit. Amendment to the Comprehensive Zoning Ordinance - Section 2, T31N, R19W, Town of Somerset - Benck/Traiser Property PRESENTATIONS OR RECOGNITIONS 1. Recognizing Free Legal Clinic County Administrator Pat Thompson turned over the recognition of the Free Legal Clinic to Supr. Ring who recognized Linda Sharretts for coordinating the clinic. Sharretts reported on the history noting five attorneys are scheduled each month and serve 25 to 30 people. Sharretts thanked the County Board for their support, the attorneys who volunteer their time and Julie Iverson from Bakke Norman for her assistance. Applause. RESULT: DISCUSSED 2. West Central Wisconsin Regional Planning Commission Report - Lynn Nelson Lynn Nelson and Beth Waldhardt from West Central Regional Planning provided an overview of the organization. Nelson highlighted the area projects and Waldhardt provided an update on the HUD fund and assistance provided in St. Croix County. RESULT: DISCUSSED APPOINTMENTS 1. Appointments to the County Library Planning Committee Chair Larson recommended the following be appointed to the County Library Planning Committee: Supr. Sjoberg, Supr. Bergren, Supr. Achterhof, Nancy Miller from the River Falls Library and Krissa Coleman from the Hazel Mackin Library in Roberts. Supr. Berke questioned changes to the IRIS program. Johnson indicated he would provide IRIS publication regarding how the program will be administered. Supr. Sjoberg questioned if HHS tracks insured vs. uninsured residents of the county and if progress has been made in getting more people insured and how the data compares to other counties. Johnson responded he is not aware if insurance coverage data is tracked countywide. Johnson added in the clinics, there are less individuals with no insurance and higher Medicaid and insured. He will get that detail and research if this information is available statewide. Supr. Babbitt thanked Johnson and staff for the report. RESULT: DISCUSSED COUNTY ADMINISTRATOR'S REPORT 1. Financial Reports Brief review of Financial Report by Thompson. Supr. Achterhof questioned the Pay for Performance fund of $50,000. Thompson confirmed there is no activity in the fund noting department budgets included funds for performance evaluations. Supr. Nelson suggested moving the funds to another fund. Finance Director Bob Mittet confirmed the fund could close out. Supr. Nelson requested the Administration Committee review the matter. Thompson confirmed this will be reviewed for the 2017 budget process with a recommendation to come from Administration Committee. BUSINESS 1. Market & Johnson Project Report on the St. Croix Health Center Project Thompson introduced Randy LaFaive, Senior Project Manager from Market and Johnson who presented an update on the St. Croix Health Center project. LaFaive stated the project going well, on schedule and the budget is going well with no major concerns at this time. LaFaive displayed the online video and highlighted the status. Thompson thanked all involved in the project. RESULT: DISCUSSED 2. Resolution approving Law Enforcement services agreement between the St. Croix County Sheriff and the Town of Troy Supr. Brinkman explained this is an ongoing service between St. Croix County and the Town of Troy noting there was a fee adjustment. Supr. Berke indicated the residents of the Town of Troy appreciates the sheriff's patrol. Sheriff Shilts explained this is a standard agreement and has this type of agreement with three towns. This requires County Board approval which authorizes the sheriff to enforce town ordinances. AMENDMENT TO ST. CROIX COUNTY CODE OF ORDINANCES CHAPTER 17 SUBCHAPTER IV SECTION 17.40 FLOODPLAIN OVERLAY DISTRICT §17.40 B.2. Supr. Ring provided a brief background. Supr. Hansen continued explanation noting errors in the FEMA maps. Supr. Peavey asked if all property owners have been notified. Community Development Land Use Administrator Kevin Grabau confirmed all property owners were notified twice. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS County Clerk Cindy Campbell reminded board members of the upcoming WCA Annual Conference in Milwaukee. Campbell reported on Judy Wiff's retirement from Rivertowns. ANNOUNCEMENTS Thompson introduced Operations Manager Ken Witt. Supr. Berke announced the St. Croix Valley PRCA Rodeo is June 17th and 18th at Fairgrounds in Glenwood City. ADJOURNMENT 6:15 p.m.
