PUBLIC COMMENT
Kim Dupre, Virginia Drath and Dana Hennessey all residents of Emerald Township, spoke in
opposition to the proposed expansion of Emerald Dairy. They expressed their concerns concerning
water contamination, drop in property value, etc., and requested support of the County Board
concerning this issue. Drath provided a handout written by John A. Kilpatrick of Greenfield
Advisors.
Donna Burger, candidate for St. Croix County District Attorney introduced herself and provided her
background information.

ANNUAL DEPARTMENT REPORTS
1. UW Extension Annual Department Report - Ryan Sterry
Ryan Sterry, UW Extension Agriculture Agent presented the UW Extension annual report.
He explained budget and funding information, highlighted various programs and noted staff
roles and contributions. Supr. Berke inquired about possible forthcoming budget issues.
RESULT: DISCUSSED
COUNTY ADMINISTRATOR'S REPORT
1. Financial Reports
County Administrator Pat Thompson presented the financial reports through the end of May
2016. Thompson noted Kathy Spott, a 38-year employee of the County is retiring. A
retirement gathering is scheduled for Kathy on Wednesday, July 13th at the Government
Center.
Supr. Sjoberg addressed Thompson regarding what action will be taken regarding the citizen
concerns on the proposed Emerald Dairy expansion. Ring explained the FAQ's feature on
the county website and noted it is updated whenever there is a new question(s). Supr.
Babbitt indicated they heard public comments at the Health and Human Services Board
meeting and they are collecting data and will meet with Corporation Counsel. Supr.
Achterhof indicated answers to the questions presented at the Community Development
Committee meeting will be available on July 13th.

BUSINESS
1. Resolution Approving a 2016 Budget Amendment Amending the Cap on the Drawdown
of the $5M State Trust Fund Loan
Supr. Sjoberg summarized the budget amendment and Mark Ludgatis from BWBR
Architecture firm outlined the over-budget costs. Discussion regarding original estimate and
the large percentage over-budget, whether the company has made concessions,
contingencies in the budget, alternatives to reduce costs, whether department budgets could
help with the costs, cost benefit analysis and where responsibility lies. Sheriff Shilts noted
$50,000 will be allocated from the jail assessment fund.

Highway Commissioner Tim Ramberg explained the resolution; brief discussion.

ANNOUNCEMENTS
Supr. Nelson announced the River Falls Baseball group is hosting a Class AA state legion baseball
tournament at the end of July at the River Falls baseball field and noted the ballpark is a great asset
to the community.
Supr. Peavey announced Dave Ostness was recently elected as the Chair of the Wisconsin County
Highway Association. Applause.
Supr. Berke announced the St. Croix County Fair is July 20th thru July 24th and hopes everyone
attends. Berke noted the horse building, irrigation system and numbering of the buildings are all
new features at the fair this year.
