APPOINTMENTS
1. Appointment of County Board Supervisor District 2
Candidates Jessica Lee and Jeri Koester each stated their background. Questions by Suprs.
Coulter and Berke. Supr. Sjoberg expressed concerns regarding the process and requested
the matter be reopened and entertain all candidates who submitted letters of interest by the
deadline. Motion by Supr. Sjoberg, 2nd by Supr. Peterson to postpone this matter
until the November County Board meeting and open to the five candidates who
submitted a timely letter of interest in the position. Corporation Counsel Cox indicated
this motion is out of order and basically eliminates the authority of the board chair. Motion
by Supr. Sjoberg, 2nd by Supr. Hansen to suspend the rules. Motion to suspend
passed: Yes - 13; No - 5 (Ostness, Larson, Ard, Brinkman, Peavey). Motion to
postpone passed: Yes - 15; No - 3 (Larson, Brinkman, Peavey)

2. County Administrator Appointments to Council on Aging and Disabilities
County Administrator Patrick Thompson recommended the appointment of Esther Wentz.

1. St. Croix County Fair Association Annual Report - Gail Maier
Gail Maier, President of the St. Croix County Fair, Inc. presented the St. Croix County Fair
Association annual report. Kaitlin Kondor, St. Croix County Fairest of the Fair spoke on her
experience with the fair and serving as Fairest of the Fair.

BUSINESS
1. Zoning Ordinance Comprehensive Revision Update
Jason Valerius, Project Manager with MSA Professional Services provided a zoning
ordinance revision update. Others involved in the project is John Hilgers of the St. Croix
County Community Development and contributions from White & Smith, LLC, Kendig
Keast Collaborative and enCode Plus.

2. Water Study Group Presentation and Recommendations
Presentation by Eric Biltonen, Facilitator of the Ground and Surface Water Study Group and
citizen members Tom Zwald and Leslie Svacina, who presented the core recommendations.
The eight core recommendations identified by the Study Group are (in no particular order):

Supr. Achterhof questioned costs to do the core recommendations. Biltonen explained cost
projections were not made for any of the core recommendations, that will be addressed in
the future.
Supr. Sjoberg commended the citizen members of this group for their involvement noting
there were more farming members on this group than supervisors. Sjoberg added now it's up
to this board on what we can accomplish and when.
Supr. Berke indicated the full report is still being worked on and will be available to the
public noting one of the recommendations is to have an ongoing water quality committee.
Motion by Supr. Sjoberg, 2nd by Supr. Anderson to recommend the board accept the
presentation and the recommendations for further action to be decided at a future
date.

3. Town of Hudson Ordinance Update
John Hilgers, County Planner explained amendments to the Town of Hudson zoning
ordinance text or district boundaries require approval by the St. Croix County Board of
Supervisors prior to taking effect in the town. Consolidated Lumber filed a petition to
rezone 8.00 acres from Commercial to Industrial.

4. Town of Troy Ordinance Update
Hilgers explained amendments to the Town of Troy zoning ordinance text or district
boundaries require approval by the St. Croix County Board of Supervisors prior to taking
effect in the town. Leo Rohl Trust has petitioned the Town of Troy to rezone property
from Exclusive Agricultural to Agricultural Residential in order to create two new
residential lots as part of a Farm Plan as defined in the Town of Troy Code of
Ordinances.

5. Resolution Authorizing Purchase of Public Lands
Denzer explained this resolution authorizes the purchase of 114.37 acres of land along the
St. Croix River from Eckert Family, LLLP for county park land. The St. Croix River
Crossing Project funds and funds from the Wisconsin DNR, Knowles-Nelson Stewardship
Grant, if received, will be utilized for the acquisition of the land. The purchase price is $3.2
million plus shared closing costs.

ANNOUNCEMENTS
Supr. Nelson reminded board members of the Drug Court Graduation at 9:30 on October 5th.
Supr. Berke announced Octoberfest at Gibby's in New Richmond on October 14th as a fundraiser
for the St. Croix County Fair.
Supr. Peavey requested a follow-up on his request in May regarding Chapter 42 of the Code of
Ordinance regarding Human Health Hazards.
