proposal is to add a new step at the end of the grid with a 1.5% increase and delete the
first step on the grid. This allows the grid system to keep pace with the market when there
is no cost of living applied to the grid. The 12 month average CPI is currently at 2.2%.
This change does not affect the employees compensation budgeted for 2018.
