1. Wisconsin Counties Association (WCA) Presentation
County Administrator Patrick Thompson introduced Sarah Diedrick-Kasdorf and John
Hochkammer of the Wisconsin Counties Association (WCA). Hochkammer and Diedrick-
Kasdorf highlighted WCA functions and programs. Diedrick-Kasdorf reported WCA's top
legislative priorities for next legislative session are child welfare funding, juvenile corrections
and the closing of Lincoln Hills and Copper Lake Schools, 911 funding, levy limit
modifications, and transportation.

4. Resolution Authorizing 2018 Budget Amendment with Fund Balance Transfer to Retirement
Health Savings Fund
Motion by Supr. Peterson, 2nd by Supr. Ostness to approve. Thompson recommended
the resolution be amended to reduce the amount of the transfer from $300,000 to $194,000
which is the current deficit in the Retirement Health Savings (RHS) fund. Thompson added
if there are overages in this fund in 2019 this will come back to the County Board for
another transfer. Motion by Supr. Nordstrand, 2nd by Supr. Coulter to amend the
resolution to reduce the amount from $300,000 to $194,000 per the County
Administrator's recommendation.
Suprs. Sjoberg and Hansen spoke against the amendment to continue on a more consistent
basis.
Vote on amendment passed: Yes - 11; No - 5 (Nays: Sjoberg, Moothedan,
Hansen, Achterhof, Leibfried)

ANNOUNCEMENTS
Supr. Nordstrand stated he intends to apply for the vacant St. Croix County judicial position
Supr. Sjoberg reported he attended joint finance meeting on December 3 and there was no
action on the matter regarding holding the Presidential Preference election in March of 2020.
