Thompson introduced Brock Geyen and Jonathan Sherwood from CliftonLarsonAllen who
presented the St. Croix County Audit Report.

2. Recognition of Public Health Coordinator/Health Officer Deb Lindemann
Thompson announced the Public Health Officer Deb Lindemann will be retiring. Thompson
introduced Tim Ringhand, Director of Western Region Office of the Wisconsin Division of
Public Health who recognized Deb Lindemann and her work in the public health area.
Thompson also recognized Lindeman and her accomplishments.

3. West Central Wisconsin Regional Planning Commission Report - Lynn Nelson, Executive
Director
Lynn Nelson and Tobi LeMahieu presented the report of the West Central Regional
Planning Commission.

Thompson stated Wisconsin State Statutes require the appointment of an Interim Public
Health Officer and recommended appointment of Sharon Reyzer.

1. Resolution to Adopt the St. Croix County 2018-2028 Land & Water Resource Management
Plan
Motion by Supr. Hansen, 2nd by Supr. Moothedan to approve. Motion by Supr. Peavey,
2nd by Supr. Peterson to postpone for one month to allow the St. Croix County agricultural
community and Farm Bureau to review the documents and respond. Supr. Hansen stated
this has been a long process with public hearings and several individuals involved from the
agricultural community.

2. Resolution Amending Rules and Bylaws Adding Consent Agenda Items
Thompson summarized the resolution amends the rules and bylaws to include three
additional items under the consent agenda -- appointments, town zoning ordinances and
any other item deemed routine by the County Board Chair. Thompson confirmed at any
point the board may remove any item from the consent agenda for discussion and action.

3. Resolution Regarding the Lack of Funding for Wisconsin's Transportation System, Urging the
Governor and the Legislature to "Just Fix It"
Motion by Supr. Peterson, 2nd by Supr. Peavey to approve. Supr. Nordstrand stated a
similar resolution was passed in 2016 by this board. He suggested this board take a stand
where there are no more resolutions are brought forward that have whereas clauses we
cannot back up and are political in nature. Discussion regarding increases in user fees and
gas tax compared to Minnesota. Highway Commissioner Robbie Krejci provided
information on cost to drive statistics and responded when asked if St. Croix County
struggles to meet basic transportation needs that the 2008 implementation of the vehicle
registration fee has helped this county in not having to bond for road maintenance.
Discussion regarding local levy limits preventing towns from maintaining or replacing roads
as needed. Motion by Supr. Fosterling, 2nd by Supr. Long to refer this matter back to the
Transportation Committee.

Supr. Achterhof reported the county area libraries will make a presentation at the October County
Board meeting.
COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS
ANNOUNCEMENTS
Corporation Counsel Scott Cox reported Judge Vlack's decision and order regarding the
County Supervisor District 13 recount was issued today. The order is to discard the "Sherley
ballot" and order the Board of Canvassers to redo the recount procedure as to each ward in
District 13.
Supr. Hansen reminded board members of the Suicide Prevention and Awareness Forum at
WITC in New Richmond on September 14, 2018
Chair Larson announced WITC is seeking applicants for the WITC Board appointment to fill a
vacancy and applicants must be an employer and female from St. Croix County.
