United Way St. Croix Valley - Ann Searles Ann Searles of United Way reported $10,285 was raised by St. Croix County for United Way. Searles acknowledged Brad Beckman for his work on the campaign. RESULT: DISCUSSED ANNUAL DEPARTMENT REPORTS 1. Emergency Support Services Annual Department Report - ESS Director Stephen T'Kach Emergency Support Services report by Director Steve T'Kach. RESULT: DISCUSSED 2. Sheriff's Office Annual Department Report - Sheriff Scott Knudson Sheriff Office and Jail report by Sheriff Knudson. RESULT: DISCUSSED COUNTY ADMINISTRATOR'S REPORT 1. Financial Report for November 2018 Review of financial reports by County Administrator Pat Thompson. Thompson informed the board of the passing of Health and Human Services citizen member Deb Rasmussen. RESULT: DISCUSSED BUSINESS 1. Appointment of County Board Supervisor District 6 Chair Larson reported candidate Paul Adams withdrew his name from the candidate pool. County Clerk Campbell drew the order for candidates to address the board. Each candidate spoke on their qualifications. Tim Hall withdrew his name from the candidate pool. Ballots were distributed. Result: Malick - 10; Sarno - 4. Malick signed the oath of office. RESULT: NO ACTION 2. Resolution Approving Labor Agreement between St. Croix County and Local 453 of the Wisconsin Professional Police Association/Law Enforcement Employee Relations Division for 2019 - 2021 No discussion. Resolution Supporting Lake Protection Grant for St. Croix River Watershed for TMDL Implementation No discussion. Resolution to Adopt the St. Croix County Outdoor Recreation Plan 2019-2023 Supr. Peavey expressed concerns regarding the proposed addition to the Wildwood Trail and indicated he does not recall this being addressed at the public hearings nor was it brought to the Eau Galle town board. He also was concerned the proposed trail being on town roads with high agriculture equipment traffic. Supr. Peavey indicated he will abstain from voting due to the section on Wildwood Trail as it has a direct impact on his family and to avoid a conflict of interest. Supr. Hansen responded this addition is part of the bike plan and is a small section of road to connect Wildwood Trail to the Eau Galle recreation area. Hansen would like to meet with the Eau Galle town board and encouraged this plan be approved today. Supr. Coulter indicated his request in committee to consolidate the financial information into one section to include all financial implications was not done. Coulter also objected to the bike plan noting the proposed bike trail is 110 miles and is currently private property. The initial estimate for each mile is $650,000 to acquire and construct. Coulter stated the legislature and governor recently signed a bill to prohibit eminent domain to acquire bike trails. Supr. Hansen encouraged members to pass this plan as it is necessary to apply for grants. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS County Clerk Cindy Campbell reported the Notice of Vacancy for District 2 will be published and was distributed to Town of St. Joseph and Town of Somerset Chairs and clerks.
