Community Development Department Annual Report-Ellen Denzer Report by Community Development Director Ellen Denzer. RESULT: DISCUSSED COUNTY ADMINISTRATOR'S REPORT 1. Financial Report for September 2019 Brief review by County Administrator Patrick Thompson. RESULT: DISCUSSED PUBLIC HEARING ON 2020 PROPOSED BUDGET 1. Summary of 2020 County Administrator's Recommended Budget Summary of 2020 County Administrator's budget presented by County Administrator Thompson. Thompson highlighted the change to include two positions in Emergency Support Services and Community Development. RESULT: DISCUSSED 2. Public Hearing on 2020 Proposed Budget per Wis. Stats. 65.90(3) Chair Larson opened the public hearing at 8:23 AM. No comments. Chair Larson closed the public hearing. RESULT: DISCUSSED BUSINESS 1. Resolution Awarding the Sale of $8,025,000 General Obligation Capital Improvement Bonds, Series 2019A Ehlers' Senior Municipal Advisory Sean Lentz reported the county's bond rating is Aa1. Five bids were received. Lentz recommended awarding Piper Jaffray the bid which was submitted with a True Interest Rate of 2.1511 percent and reviewed the presale report and projected General Obligation Debt Levy with $8.025 Million Issue. Lentz stated action today would be to accept the winning bid, approve the resolution to award the sale of $8,025,000 of bonds, the interest rate is locked in for a 20 year period and included in the bid is the option to pre-pay or re-fund with a lower interest rate. Supr. Moothedan spoke in opposition to the resolution noting there was no other solution or study brought forward to this board for mental health issues in the jails. Supr. Malick supports the project for the safety of officers and inmates but agrees this is not a solution to the problem and requested the Public Protection and Judiciary Committee and Community Justice Collaborating Committee (CJCC) work on a solution. Resolution Adopting Budget and Establishing Tax Levy Motion by Supr. Peterson, 2nd by Supr. Sjoberg to approve. Motion by Supr. Fosterling, 2nd by Supr. Feidler to amend the proposed budget by: (1) $400,000 of the $3,000,000 previously transferred to the Capital Improvement Fund (CIP) be reassigned to offset the tax levy, and (2) that the same amount ($400,000) be replenished to the CIP at the closing of the sale of the former Highway Department property in Hammond with the result that, (3) the total amount levied against all taxable real property in St. Croix County shall be amended to $35,966,478 a 4.75% increase from 2019. Resolution Approving Application for County Conservation Aids Grants 2019-2023 Suprs. Hansen and Malick spoke in favor of the resolution. Ordinance Repealing Chapter 17 of the St. Croix County Code of Ordinances Entitled Code of Ordinances - Comprehensive Revision to the Zoning Ordinance Presentation by Community Development Department Senior Planner John Hilgers and MSA Professional Services, Inc. Jason Valerius, Project Manager. Hilgers explained towns will need to adopt the new code within one year of County Board adoption and in the meantime will use the current code until they adopt the new code. If towns do nothing after the 12 months, they will not have county zoning in effect. Motion by Supr. Achterhof, 2nd by Supr. Hansen to amend Section 15.355 Kennels, Commercial 3. Standards. c. 1 and 2 to read: 1. 16 in the AG-1, AG-2, C-1, or C-3 districts. Up to four (4) animals per dog/cat run enclosure not exceeding four (4) runs per commercial kennel operation. 2. 6 in the R-1 District. Up to two (2) animals per dog/cat run enclosure not exceeding three (3) runs per commercial kennel operation. Amendment passed. Supr. Coulter questioned permit applications and their time limits to issue. Motion by Supr. Coulter, 2nd by Supr. Miller to send the zoning revisions back to the Community Development Committee to be reviewed and all the permits the county issues be reviewed for some assurance of service like septic systems and pornographers receive. Discussion regarding permit time limits. Feidler would like to see alternatives to jail confinement possibly starting with the CJCC providing a briefing to the County Board in February and second, a briefing from the County Administrator on alternatives to increasing the tax levy possibly in February or March of 2020. Supr. Feidler commended Thompson and Witt on their work on the 2020 budget. Supr. Malick suggested a topic of mental health services in the jail as a proper frame of reference for the board's concern. Supr. Fosterling commented in terms of controlling costs consideration, before adding new positions, defer matters to the discretion of the County Administrator. An example was use of software in Emergency Communications to reply to calls such as burning permits. County Administrator Thompson state he is open for additional input and ideas from the board members on the budget process and thanked department heads and staff for their input and support. Chair Larson stated the December County Board meeting may be cancelled due to lack of business items. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS County Clerk Cindy Campbell reported the Notice of the Spring Election will be published this month and candidate packets for County Board are in her office and will be posted on the county's website.
