Financial Report Preliminary Year End 2019 Review by County Administrator Patrick Thompson. RESULT: DISCUSSED BUSINESS 1. Resolution Authorizing the Issuance and Sale of a $2,444,000 General Obligation Promissory Note, Series 2020A Sean Lentz of Ehlers explained this is a refinancing of two loans--the County's $3,707,099 State Trust Fund Loan, Series 2016 and $117,456 State Trust Fund Loan, Series 2016 for interest cost savings. Lentz reviewed proposals submitted by banks with a presence in St. Croix County. US Bank's proposal had the lowest interest rate resulting in a $122,000 less in interest expenses. The obligation is non-callable. Lentz recommended approval of US Bank. Resolution Amending Maintenance and Board of Jail Inmates Fee Schedule Chief Deputy Cathy Borgschatz reviewed the proposed fee schedule. Borgschatz noted the proposed fee for monitoring equipment is listed as a charge for actual costs to allow the Sheriff's office to utilize other types of monitoring equipment. Borgschatz reported one of the Sheriff's initiatives this year is to review the reintegration process for inmates similar to a process done in Dunn County. Malick requested the Public Protection and Judiciary Committee follow up programs to promote Huber employment including the transportation aspect and report back to County Board and continue to follow up on what's being done with mental health for jail inmates. Supr. Achterhof requested information on St. Croix County housing availability for low income, newcomers, families, etc. Supr. Ard added she serves as the Housing Navigator for the Salvation Army and reported many properties are not fit for habitation and would like this topic addressed noting there are more elderly, veterans and families in need of housing. Supr. Sjoberg requested periodic reports from the Community Development Department on how we are doing on water quality and to represent the interest of the small farms. Supr. Ard requested the County Board entertain on the next agenda the proposal of staggered terms for St. Croix County Board seats. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS ANNOUNCEMENTS County Administrator Thompson reported the county purchased its first electric vehicle and board members are welcome to view it as it is parked in the front of the Government Center. Supr. Malick reported Earth Day is April 22nd. There is a big celebration planned in this area including a 44 mile river walk on April 18 and 19 prior to Earth Day. Supr. Sjoberg stated he will be absent for the County Board meeting in March. This is his last County Board meeting and indicated it was a privilege and honor to serve. Applause. ADJOURNMENT 9:02 am
