Any Other Item Deemed Routine by the County Board Chair PRESENTATIONS OR RECOGNITIONS None ANNUAL DEPARTMENT REPORTS None COUNTY ADMINISTRATOR'S REPORT County Administrator Patrick Thompson introduced St. Croix County's Public Information Officer Adam Kastonek. 1. Financial Report for April 2020 Thompson reviewed the financial reports and capital improvement expenditures. Thompson reported there is currently a hiring freeze for any positions that become vacant however, Public Safety and Nursing Home positions will most likely be filled immediately. Departments were asked to reduce expenditures by five percent from now until the end of the year. Thompson also reported he is looking into applying for state and federal CARES reimbursement related to COVID-19. RESULT: DISCUSSED 2. Discussion of Public Health Guidelines for Reopening (non-action item) County Administrator Thompson reported due to the Supreme Court's nullification of Governor Ever's Stay at Home Order the Public Health Officer in coordination with County Administration staff issued Public Health Guidelines. Thompson confirmed this is not a Public Health order. Public Health Officer Kelli Engen attended remotely and provided a brief update on cases in St. Croix County. Public Health Supervisor Laurie Diaby-Gassama reported on St. Croix County's Reopening Plan to provide guidelines to support businesses reopening while implementing safety measures to control the spread of COVID-19. Discussion regarding the need for better communications especially to business owners. Corporation Counsel Scott Cox indicated he has analyzed the court's decision and reported there are certain limitations on local public health officers. Local public health officers have the authority to issue orders, but are unenforceable without an underlying ordinance. Cox reported he has a draft of an ordinance in the event it is needed, and believes it is a good idea for the county to have it in place. The draft ordinance does not have specific measures but will create enforcement mechanisms if and when it becomes necessary. Thompson confirmed the ordinance was drafted in case it is needed. RESULT: DISCUSSED BUSINESS 1. Resolution Declaring an Emergency and Ratification Of Proclamation Declaring State Of Emergency Due To Riots and Civil Commotion In Adjacent Communities Thompson explained this resolution arises out of the May 26th incident in Minneapolis in the death of George Floyd. The resolution calls for the board's confirmation of the proclamation issued on May 29, 2020. Wisconsin State Statutes allow the County Board Chair to sign and proclaim a state of emergency. Discussion regarding the duration of the declaration. Sheriff Knudson expressed his condolences to the George Floyd family. Knudson reported on the heightened awareness with the protests and the possibility of protests coming into western Wisconsin. Knudson reported on Sheriff Deputy assistance in Minnesota and additional law enforcement in the area from area counties and communities. Knudson indicated he will continue to be vigilant and monitor Minnesota activities. Corporation Counsel Cox indicated the board could rescind it's action on this resolution. Discussion regarding emergency power such as impacts on the interstate, clearing streets, setting a curfew and possibly assistance from the national guard if local resources are exhausted. Supr. Hall proposed an amendment on lines 62 - 64 to include language that if the board cannot agree on a close date of the state of emergency and based on Corporation Counsel's opinion, the County Board has the right to rescind the proclamation on a vote at a regular meeting. Motion to amend died due to a lack of a second. Discussion regarding providing updates to the Public Protection and Judiciary Committee and County Board. Resolution Changing County Board Rules and Bylaws Supr. Long reviewed the five proposed changes. Discussion regarding limiting public comment time period to no more than 30 minutes per County Board meeting. Motion by Supr. Berning, 2nd by Supr. Ostness to remove the 30 minute time limit and allow the chair the discretion to limit the time if necessary. Amendment passed: Yes-17; No-1 (Hall). Achterhof requested the county look into assistance for small businesses in the county similar to Chippewa County which has a COVID-19 business relief program. Supr. Berning requested more than just small businesses but rather as a whole. Supr. Ottino proposed a 16% tax reduction for small businesses and an 8% tax reduction for residents. Chair Peterson referred both matters to the Administration Committee. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS County Clerk Campbell indicated the Wisconsin Counties Association Annual Conference is scheduled for September 20th - 22nd in Sauk County. ANNOUNCEMENTS Supr. Hansen announced June is Dairy Month. Supr. Achterhof announced the St. Croix County Fair is postponed until 2021. Supr. Long announced there was an email from Economic Development Corporation regarding grant applications for "We're All in Small Business Grants ". Submit applications beginning June 15th for grants in the amount of $2,500. Supr. Achterhof suggested this information be forwarded to all St. Croix County municipal clerks. Chair Peterson announced the July 7th board meeting may cancelled. ADJOURNMENT 7:03 PM
