RESULT: DISCUSSED PUBLIC HEARING ON 2021 PROPOSED BUDGET 1. Summary of 2021 County Administrator's Recommended Budget Budget summary by Interim County Administrator Ken Witt. RESULT: DISCUSSED 2. Public Hearing on 2021 Proposed Budget per Wis. Stats. 65.90(3) Chair Peterson opened the public hearing at 9:50 AM. There was a question from a member of the public. Corporation Counsel Scott Cox reminded the board members the public hearing is for comments, not questions to the board. Chair Peterson closed the hearing at 9:52 AM. RESULT: DISCUSSED BUSINESS 1. Resolution Adopting Budget and Establishing Tax Levy Motion by Supr. Long, 2nd by Supr. Ard to approve. Motion to amend by Supr. Feidler, 2nd by Supr. Long per resolution submitted by Supr. Feidler: WHEREAS, the tax levy in the proposed 2021 St Croix County budget totals $37,188,465, a 2.26% increase over the 2020 budget; and WHEREAS, the COVID 19 crisis has imposed economic hardship and financial uncertainty on many citizens of the County; and WHEREAS, that hardship can be modestly alleviated by a one percent reduction in the proposed tax levy ($372,000); and WHEREAS, that reduction can be made WITHOUT CUTTING THE OPERATING BUDGET, JOBS, OR SERVICES AS LAID OUT IN THE PROPOSED BUDGET; and WHEREAS, the unassigned fund balance account, now at $14.7 million, is at the top end of our county mandated regulations that require a fund balance of 35%, plus or minus three percent; THEREFORE, BE IT RESOLVED, (1) that the debt service levy of the proposed budget be reduced by $372,000; and (2) as required, the County Administrator is authorized to transfer funds up to $372,000 from the unassigned fund balance account to the debt service account. Amendment passed unanimously. Koch asked this body consider applying for a future certification as a broadband forward community. The certification comes through the Public Service Commission of Wisconsin and looks at the infrastructure and process for expanding broadband. Chair Peterson referred this matter to the Administration Committee. COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS None ANNOUNCEMENTS Witt wished County Treasurer Denise Anderson a Happy Birthday. Supr. Berning thanked the municipal clerks and County Clerk for their work on the election process in St. Croix County. Witt indicated he will provide updated budget books and board members may leave their book with him. Supr. Achterhof reminded board members of the Maytober sale. ADJOURNMENT 10:08 AM
