Supr. Counter confirmed there is nothing in the consent agenda concerning the ordinance
relating to the public health officer. Supr. Feidler questioned the Transit Commission
appointment process. Interim County Administrator Witt stated he is not aware of the process
by former County Administrator Pat Thompson. Witt indicated his process would be to solicit
interests and make recommendations to the board.

1. Financial Report July 2020
Review by Interim County Administrator Ken Witt.

2. Report on County Administrator Emergency Actions
Witt reported on extending payment to Emergency Management and Public Health salaried
staff for excess hours due to Covid-19 until October 17, 2020 which corresponds with the
latest date available to submit the expenses under the Routes to Recovery Grant.

1. 2019 Audit Report
Brock Geyen of Clifton Larsen Allen provided an overview of the 2019 audit report. No
questions.

2. Resolution Approving 2021-2025 Capital Project Plan and Establishing Funding for 2021
Projects
Motion by Supr. Ard, 2nd by Supr. Ostness to approve. Motion by Supr. Long, 2nd by Supr.
Ottino to amend the resolution to temporarily delay three specific projects until reasonable
cost analysis are obtained for projects 10073, 10087 relating to the purchase of the Lodox
digital autopsy scanner and Medical Examiner office upgrade; and project 10074 relating to
Glen Hills camping area improvements. Supr. Ard stated both projects are grant dependent
projects. Amendment failed: Yes - 4; No - 15 (Ayes: S. Anderson, Long, Berning, Ottino)
Motion by Supr. Achterhof, 2nd by Supr. Hansen to amend the resolution to remove project
10105 relating to the Government Center additions for further study. Witt explained a
study was done and the architect met with all departments to review space needs. The
costs are estimates for budget purposes. Witt added Phase 1 is completely
independent of the other phases. Phase 1 includes a storage building for law
enforcement and parking. Amendment failed: Yes - 6; No - 13 (Ayes: S. Anderson,
Berning, Ottino, Hansen, Achterhof, Tomtschik)

4. Resolution Establishing County Administrator Work Plan for September 1, 2020 to August 31,
2021
Witt explained this resolution establishes a work plan for the County Administrator and
includes four key items to work on over the next year. Supr. Feidler requested an effort to
enhance Veterans employment with the county and urges the County Administrator to
monitor this request.

REQUEST FOR FUTURE AGENDA ITEMS
Supr. Ottino requested review and impact of the Twin Lakes flooding issues. Chair Peterson
referred the matter to the Community Development Committee. Supr. Counter requested the
County Surveyor be involved.
Supr. Achterhof requested the Public Health Officer Ordinance be on the next Board of Supervisors'
agenda not to be acted on but requested further legal explanation of what it involves. Public
Information Officer Adam Kastonek reported he is working on information for the Board of
Supervisors.
Supr. Hall requested the opportunity to publicly ask questions on the COVID-19 presentation.
COUNTY CLERK'S REPORT OF CORRESPONDENCE AND REZONING REQUESTS
County Clerk Cindy Campbell reminded Board members to provide feedback on the Wisconsin
Counties Association resolutions for Chair Peterson and the distribution of information from the
Wisconsin West Central Regional Planning Commission.
