Any Other Item Deemed Routine by the County Board Chair PRESENTATIONS OR RECOGNITIONS ANNUAL DEPARTMENT REPORTS COUNTY ADMINISTRATOR'S REPORT 1. Financial Update BUSINESS Peterson/Ostness 1. Resolution Declaring State of Emergency in St. Croix County, Wisconsin and Authorizing the County Administrator to Take Necessary Action COVID-19 presentation by St. Croix County Public Health Coordinator Kelli Engen. Review of timeline, cases and phases, and purpose of response. Engen reported there is no vaccine for COVID-19. Engen recommended social distancing and keeping informed by visiting the Centers for Disease Control and Prevention and Wisconsin Department of Health websites. County Administrator Thompson summarized the St. Croix County Pandemic Preparedness Response Plan for internal use. Assistant County Administrator Ken Witt explained as a government entity the county has statutory obligations and will continue to operate. County Administrator Thompson reported the resolution allows the County Administrator to take certain actions to ensure the safety and health of staff and residents. Fosterling reviewed the amendment approved by the Administration Committee which requires the County Administrator to report to the Board of Supervisors each month of all necessary changes and exceptions made by the County Administrator. Discussion regarding suspending all Capital Improvement Project (CIP) spending until the state of emergency is over. County Administrator Thompson indicated there are several CIP projects underway and contractual obligations. Thompson stated he will continue to monitor revenues and expenditures. Judge Needham reported there are emergency orders on how courts will operate during a pandemic emergency. The courts will remain open.
