Berning requested language added to the minutes under the Resolution Amending 2020 Budget regarding a strong objection to the new position in Administration due to the COVID crisis. Hansen objected. COVID-19 Presentation Presentation by Dr. McGinnis, Physician Member of the Health and Human Services Board, Kelli Engen, St. Croix County Health Officer and Natasha Cardinal, St. Croix County Emergency Management Manager. Finance Department Annual Department Report - Ken Witt Written report submitted by Assistant County Administrator Ken Witt. RESULT: DISCUSSED 2. Information Technology Department Annual Report - John Allegro Written report submitted by Information Technology Director John Allegro. RESULT: DISCUSSED 3. Facilities Department Annual Report - Jim Elsbury Written report submitted by Facilities Director Jim Elsbury. Supr. Hansen questioned Capital Improvement Project (CIP) expenses and postponing projects such as the Health and Human Services parking lot. Elsbury explained CIP are budgeted items. Elsbury thanked staff at the nursing home for their work. RESULT: DISCUSSED COUNTY ADMINISTRATOR'S REPORT 1. Financial Update Discussion regarding estimates for decrease in revenues. County Administrator Thompson stated sales tax revenues are budgeted conservatively. Assistant County Administrator Witt reported the county has a good financial plan and if we experience an economic downturn, the sales tax budget is $1,000,000 under the projections and any excess funds fund future year CIP projects. BUSINESS 1. County Administrator Appointment of Health and Human Services Director County Administrator Thompson explained all Department Head appointments are made by the County Administrator but are subject to County Board approval. Thompson explained the recruitment and interview process to fill the Health and Human Services (HHS) Director position noting Fred Johnson's upcoming retirement. Thompson recommended the appointment of Robert Rohret for the position of the HHS Director. Mr. Rohret will be starting pending confirmation on June 8, 2020. Thompson thanked Fred Johnson for his years of service. Resolution Authorizing Loan to Glenwood City for Joint Safe Room Project Thompson explained this resolution authorizes a loan to Glenwood City in the amount of $524,295 which will be paid through a grant and used to build a safe room facility on the fairgrounds in Glenwood City for emergency sheltering and use by the Fair Board. St. Croix County is participating and will provide up to $52,085 of the County's contingency fund toward the project. Resolution Supporting WDNR Stewardship Grant Application for Glen Hills County Park Group Campground Project Thompson explained this is authorization to proceed with a Wisconsin Department of Natural Resources Stewardship grant for park development with a 50/50 local match to enhance campground facilities at the Glen Hills Park. The County's share is approximately $372,000. Discussion regarding the timing and uncertainty of the current financial situation. Supr. Hansen confirmed the county does not have to spend the money. Community Development Director Denzer reported the grant applications were due May 1st and the County Board resolution supporting the grant is due June 1st. Supr. Berning requested projected revenues of that campground. Supr. Hall requested economic studies on improvements for campgrounds and surrounding area. Supr. Ottino requested amount Glen Hills Park grossed last year. Denzer will provide the information requested. Resolution Supporting A Targeted Resource Management Grant Application for the South Fork of the Willow River Sub-Watershed Thompson explained the resolution and the County's match would be $46,012 over 3 years towards one additional limited-term position. Amendment to Resolution 21(2019) regarding Participation in the WDNR Municipal Dam Grant Program and Support for a Joint Municipal Dam Grant Application for the Willow River Lower Power Dam Thompson explained this resolution amends wording per a request from the DNR relating to maintenance improvements at Lake Mallalieu Dam. The revised wording in the resolution is: pay a share of the eligible costs which is equal to the total project cost minus the state share and replaces contribute approximately $30,000 which is the Denzer reported costs in 2018 were for dam analysis. This is an agreement from the 1960s between the City of Hudson, Village of North Hudson, Town of Hudson and St. Croix County. St. Croix County is responsible to pay 50% of the dam and maintenance.
