Comments on the COVID-19 Communicable Disease Ordinance: David McAloon - Hudson, Rebecca Eggel - online, Trent Schug - online, Rick Mann - Wilson, Christen Emerson - Hudson, Matt McCabe - Hudson, Rebecca Bee - online, John Adamic, Elise Maltar - online, Chris Spafford - Hudson, Eat Healthy - online, Jeremy Bishoff - Hudson, Becky Uerk - online, Natalie Spathe - New Richmond, Rachel McCardle - Hudson, Andy Brinkman - New Richmond Closed at 7:37 PM BUSINESS 1. An Ordinance Creating Chapter 41 of the St. Croix County Code of Ordinance Entitled "Covid-19 Communicable Disease Ordinance" Supr. Ostness provided a background of the ordinance and Corporation Counsel Scott Cox summarized framework of the ordinance. Motion by Supr. Ostness, 2nd by Supr. Leaf to approve. nd Motion by Supr. Ard, 2 by Supr. Hall to amend the ordinance under 41.06 by striking subsections 1 and 2 under (C) Public Gathering Limitation and striking 41.07 Enforcement. Discussion regarding the amendment. Supr. Feidler stated if subsection (C) is eliminated there is no need for subsection (D) Exceptions to Public Gather Limitation. Supr. Ard and Supr. Hall agreed to add subsection (D) to the amendment. Vote on amendment passed: Yes - 13; No - 6 (Nays: Leaf, Ostness, Hansen, Tellijohn, Achterhof, Tomtschik) nd Motion by Supr. Hall, 2 by Supr. Ostness to amend the ordinance by having a rolling 14-day period starting next Monday to monitor the rate of increase of COVID deaths in the county and if increases are more the 25%, that fines of $100 be levied against non-mask wearers. Discussion regarding amendment. Amendment failed: Yes - 4; No - 15 (Ayes: Leaf, Hall, Tellijohn, Tomtschik) Ordinance as amended failed: Yes - 9; No - 10 (Ayes: Leaf, Hall, Ostness, Hansen, Ard, Tellijohn, P.
