PRESENTATIONS OR RECOGNITIONS
1. Recognition of District Attorney Michael Nieskes
Interim County Administrator Ken Witt recognized Michael Nieskes for his service as District
Attorney in St. Croix County. Nieskes thanked the County Supervisors, Administration staff,
Law Enforcement and the Circuit Courts.

2. Presentation on Covid-19 Communication Plan
Presentation by Public Information Officer Adam Kastonek.

COUNTY ADMINISTRATOR'S REPORT
1. Financial Report October 2020
Brief review of finance reports by Witt. Witt reported St. Croix County's Routes to Recovery
grant was fully submitted. St. Croix County's grant allocation was $1.48 million, and an
excess of approximately $200,000 was submitted. Witt explained there is a provision in
state law that allows the county to recoup unreimbursed expenses due to a declaration of
emergency. Any expenditures the county did not recoup through a grant would be eligible
to be added to the tax levy the year of the expense or the year after the expense. Witt
explained he wanted to fully disclose this option and added this may not come to fruition.

2. Report by the County Administrator on Use of Emergency Authority under Resolution
15(2020)
Witt explained Resolution 15(2020) Declaring a State of Emergency due to the COVID-19
pandemic requires the County Administrator report to the County Board anytime a policy
exception is made under the emergency authority granted. Witt reported in November, a
policy exception was made to allow the use of Long Term Sick Leave Bank (LTSB) when an
employee is quarantined or an employee's family member (child) is quarantined and stays
home due to the child not being able to go to school or daycare. In addition, the County
Administrator authorized the extension of excess hours pay to salaries of Public Safety
employees from October 18th until the end of year. Discussion regarding other avenues if
employees use all of their PTO and LTSB. This matter was referred to the Administration
Committee.

1. Resolution Extending Covid-19 Emergency Declaration
Witt explained the resolution extends the COVID-19 Emergency Declaration to June 30,
2021.

REQUEST FOR FUTURE AGENDA ITEMS
Suprs. Achterhof and Berning requested ongoing review of broadband which was referred to the
Administration Committee
Supr. Feidler requested City of Hudson Mayor Rich O'Connor be invited to the next County
Board meeting to report on his Golden Rule initiative. Supr. Feidler also requested a Strategic
Planning session.
Supr. Counter requested COVID updates from the St. Croix County Health Officer.
