Supr. Achterhof requested the Truancy Committee appointments be removed from the Consent Agenda and asked if a parent who home-schools has been appointed. County Administrator Witt indicated that appointment has not yet been done and was looking for someone to appoint. Supr. Achterhof indicated she will assist with finding a home-school parent. Financial Report for December 2020 Review of Financial Reports by County Administrator Ken Witt. RESULT: DISCUSSED 2. County Administrator Report on Transition Plan Back to In-Person Meetings County Administrator Witt explained returning to in-person meetings is contingent on changing public health conditions. Witt reviewed Zoom formats for online meetings. Discussion regarding options. Corporation Counsel Scott Cox reported he is working on a suggested change to allow remote attendance under some conditions. Supr. S. Anderson confirmed the current bylaws prohibit remote attendance and the Emergency Order expires at the end of June 2021. RESULT: DISCUSSED BUSINESS 1. Resolution Approving the Land Use Jurisdiction Agreement Between St. Croix County and the City of River Falls regarding Ordinance Administration in the Boundary Agreement Area in the Town of Kinnickinnic Brief explanation by County Administrator Witt. Resolution Authorizing Continuation of Self Insured Workers Compensation Program County Administrator Witt explained this is a routine resolution which is required every three years to maintain a self-insured workers compensation program by the State of Wisconsin. Resolution Authorizing Fund Balance Transfer County Administrator Witt explained funds transferred from the Health Reimbursement Account (HRA), which sunset at the end of 2020, will be transferred to the Retirement Health Savings (RHS) fund. The RHS fund pays out retiring employees for their long term sick leave bank to a health insurance restricted account to use post-retirement. The HRA fund has no further expected expenses.
