COUNTY ADMINISTRATOR'S REPORT
1. Financial Report January 2021
Review of Financial Reports by County Administrator Ken Witt.

2. Report on Federal and State Funding Proposals
County Administrator Witt explained both federal and state government have proposals in
process which impacts county operations. Witt stated there is a direct payment from the
proposed federal stimulus package to counties and according to NACO, St. Croix County
could receive over $17 million dollars. Witt noted funding restrictions would apply and all
expenditures would be authorized by the County Board. Witt explained the State of
Wisconsin budget proposal by Governor Evers includes a half percent sales tax if
approved by a voter referendum, two percent increase in shared revenues, two percent
increase in general transportation aids, increase in TAD funding, increase in funding for
local health departments, investment in mental health, additional funding for child
support services and broadband investment. Witt encouraged board members to
reach out to their legislators either in support or opposition to the proposals.

BUSINESS
1. Resolution Supporting Reauthorization of the Knowles-Nelson Stewardship Program for Ten
Years and the WDNR Budget Request of $50 Million
Supr. Hansen explained the Knowles-Nelson Stewardship Program noting this resolution
sends an endorsement of the program to all Wisconsin State Representatives and the
Governor.

2. Resolution Amending 2021 Budget (2)
County Administrator Witt explained this resolution amends the budget which authorizes
the hiring of two regular employees for the remainder of 2021. Community Development
has a grant funded project technician and the Health and Human Services epidemiologist
position is also grant funded through October 2022. The budget amendment also includes
a r eallocation of some positions in Administration, Finance and Human Resources.
Discussion regarding waiting for the budget cycle to review new positions and staffing
analysis.

3. Appointment of Finance Director - Leah Simington
County Administrator Witt summarized Leah Simington's background and work experience
and recommended the appointment of Simington as Finance Director. Simington thanked
the board for their support.

ANNOUNCEMENTS
Supr. Feidler announced at the Economic Development Corporation's awards banquet former
County Administrator Pat Thompson was given the Directors' Award for Lifetime Service.
Chair Peterson announced Community Justice Collaborating Council Coordinator Mike O'Keefe
will be retiring in May 2021.
