1. Review of Final County Supervisory District Plan
Review of 2021 Redistricting of County Supervisory Districts Final Plan by Community
Development Planning and Land Information Administrator Brett Budrow. Chair Peterson
thanked Brett and the Community Development Department for their work on this plan
which was on a compressed timeline.

Chair Peterson opened the public hearing at 8:46. No public comments. Public hearing

2. Resolution Adopting 2022 Budget and Establishing Tax Levy
Supr. Long thanked County Administrator Witt and department heads for their work on
the budget. Supr. Long encouraged board members to vote in favor of the 2022
budget. He explained he intends to vote no on the budget as he disagrees, in principle,
with the priorities set last spring and indicated the no vote is symbolic and in principle.
Supr. Feidler asked if the board could authorize County Administrator Witt to transfer
1.41 percent from the unassigned fund balance to the debt service portion of the
budget. Supr. Feidler indicated a similar motion passed unanimously last year. County
Administrator Witt responded there are three categories to consider: the legal factors
involved, the fiscal implications and political decision. Legal implications would have no
impact on the levy limits however the ARPA fund requirements are not as clear. Witt
recommended using cash resources to fund Capital Improvement Projects (CIP) to
avoid debt. Feidler's proposal would reduce the tax levy but would increase at a higher
rate if the county had to borrow to fund the CIP. The political decision is up to board if
reducing the tax levy from $3.11 to $3.07 is important from a political perspective.

Vice-Chair Peavey briefly explained the reason the ordinance is being re-enacted. The
ordinance allows the county to control weight on farm implements without sunset date.
