PRESENTATIONS OR RECOGNITIONS
1. Presentation of Broadband Study Results
Information Technology Director John Allegro introduced Jack Maytum from Design Nine.
Design Nine recommendations: a broadband study be done; County government should
not be an internet provider; develop partnerships with services providers (WISPs and ISPS);
improved and affordable fiber and wireless is needed; seek grant funding; manage
expectations; and develop a long-term strategy. Estimated project network costs is
$12,000,000. Middle mile fiber connector route cost estimate is $2,525,794. Maytum noted
ARPA and Infrastructure Investment and Jobs Act funding opportunities. He suggested the
County create a Broadband Commission. Design Nine believes it is important the County
maintain some sort of supervision in the broadband assets.
Supr. Koch stated she values this study and according to the survey, citizens want us to
do something. Koch would like to see this move forward and the county develop a
broadband strategy.
County Administrator Witt reported the Administration Committee will review a
recommendation of action in implementing broadband in St. Croix County and
indicated ARPA funds have been designated for broadband.

2. Presentation of Government Center Expansion Project
Presentation by Facilities Director Jim Elsbury. Sheriff Knudson highlighted future needs of
law enforcement offices and combining services in the building with Hudson Police
Department. Eau Claire County and City of Eau Claire Police Departments combined several
years ago. Eau Claire County Sheriff Ron Cramer explained the process and benefits in
combining county and city police departments. City of Hudson Chief Geoff Willems spoke
on the advantages to locating departments in the same building. HCM Architects Dan
Lawrence and Tim McIlwain provided overview of plan. County Administrator Witt
explained the financial implication. Project estimated cost is $87,000,000.

Supr. Koch requested expedient creation of a broadband strategy.
Supr. Ottino requested consideration of the option to return to Zoom meetings due to the
increase in COVID cases. Discussion. A special County Board of Supervisor meeting was
scheduled for Monday, December 13, 2021 at 4:00 PM to consider a Resolution Declaring
Emergency Powers to the County Administrator.
