HomeMy WebLinkAbout06-10-2014 Health & Human Services Minutes with Council on Aging MINUTES HEALTH & HUMAN SERVICES BOARD AND COUNCIL ON AGING AND DISABILITIES June 10, 2014 7:00 PM County Board Room - Government Center 1101 Carmichael Road, Hudson, Wisconsin CALL TO ORDER Health and Human Services (HHS) Board Chair Dr. Chris Babbitt called the meeting to order at 7:00 PM. This is a Joint meeting of Health and Human Services Board and Council on Aging and Disabilities, Dr. Chris Babbitt was asked to act as Chair on behalf of both for the purpose of this joint meeting. This meeting is for the purpose of Public Participation on the 2015 Budget. HHS Director Johnson shared that this process tonight gives those in attendance the opportunity to provide input for 2015 budget planning. A letter was sent on behalf of the Board and Council to individuals that may have a particular interest and also Public Notice provided. Tonight we have available a form that people can submit to provide Public Testimony. APPROVAL OF MINUTES 1. June 3, 2013 5:30 PM Chair Babbitt asked if there is any discussion of or changes to the minutes from the June 3, 2013 Public Hearing meeting. There were no changes brought forward. Babbitt asked for a motion to approve. Supervisor Kiesler made a motion to approve. Board Member Berenschot seconded. Minutes from the June 3, 2013 meeting are unanimously approved as submitted. RESULT: APPROVED [UNANIMOUS] MOVER: Ron Kiesler, Supervisor SECONDER: Leon Berenschot, Board/Council Member AYES: Christopher Babbitt, Howard Novotny, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Leon Berenschot, Deb Rasmussen, James Schreiber, Virginia Drath, Dave Ostness, Patricia Jonas, Sharon Norton-Bauman, Laurie Pelnar, George Zaske ABSENT: Chris Kilber, Lisa Ramsay, Alfred Schrank PUBLIC COMMENT* At this time Chair Babbitt and HHS Director Johnson turned the meeting over to those in attendance that wished to address the Board. BUSINESS ITEMS 1. Open Public Participation Process - Review Letters and Take Public Testimony Related to the 2015 Health and Human Services Budget Planning. One consumer spoke to the Board and Council on behalf of those with Mental Illness and the need for more and improved services, in particular Psychiatry and crisis interventions. This individual also stated there is a need for the Mental Health consumers to be heard and involved in teams and committees. In conclusion she shared her gratitude for the current services and staff that are making a big difference in the lives of those dealing with mental illness. Another consumer shared her concerns for the increased need for services in caring for those with dementia. She shared that the St. Croix Health Center is providing excellent care to her Mother, but realizes the need for improved facilities to possibly provide a day care type service for families caring for a family member with dementia. Transportation would be a helpful part of this service. Also, more informational type sessions on how to care for someone with dementia or cognitive delays would be a great additional service. Nursing Home Administrator Sandy Hackenmueller read a letter from the spouse of a current Health Center resident complementing on the great care she receives. HHS Director Johnson read letters from Westcap and the Family Resource Center requesting financial support from the County for the services they provide to County consumers. An audience member asked that there be more specific information on the budget and how it impacts the taxes for each household.
