Excused Absences: Lisa Ramsay Unexcused Absences: NA APPROVAL OF MINUTES Health and Human Services Board Chair Babbitt informed the board of two sets of minutes for approval; May 2015, and the Joint Open Hearing from June 2015. Chair Babbitt asked if there were any additions, deletions, or corrections to either set of minutes. The board brought forth no changes, and a motion was made to approve the minutes by Supervisor Anderson and was seconded by Supervisor Novotny. A voice vote was taken; minutes were approved and stand as distributed. 1. Health & Human Services Board – Joint Meeting – June 9, 2015 5:30 PM RESULT: APPROVED [UNANIMOUS] AYES: Christopher Babbitt, Heather Logelin, Howard Novotny, Chris Kilber, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Deb Rasmussen ABSENT: Lisa Ramsay PUBLIC COMMENT Health and Human Services Board Chair Chris Babbitt announced the floor open for public comment and introduced one county resident that requested the opportunity to speak. A resident that represents the Forest Voice addressed the board on the potential health hazards regarding industrial wind turbines. He will continue to make himself available to the board if they have any questions. No further public comment. BUSINESS ITEMS 1. Financial Reports Fiscal Manager Beata Haug reported to the board on the year to date (YTD) financials. The report in the packet shows all Health and Human Services (HHS) revenues collected and expenses through May. There is very little shift in revenues with comparison to last year. The biggest variance appears within the Aging and Disability Resource Center (ADRC) and is due to the use of a larger amount of levy dollars when programs were shifted from the ADRC to the Behavioral Health Division within Health and Human Services. The expense side for HHS is showing a slight increase mainly due to salary and fringe. Questions and discussion by the board followed. The first quarter projection report was also reviewed. Health and Human Services Director Johnson and the HHS staff continue to monitor these reports and watch for any significant variances, especially within purchased services. RESULT: DISCUSSED 2. 2014-2016 Community Health Needs Assessment and Improvement Plan Report Health and Human Services (HHS) Director Johnson introduced Public Health Administrator Deb Lindemann. Lindemann informed the board that the St. Croix County Public Health Division participates in a consortium which is called Healthier Together. PH Administrator Lindemann then reviewed a power point with the board and informed them on the Community Health Improvement Plan and projects. Several board members applauded the work being done by Public Health and would like to see continued education, information, and work done on making healthy food options more available to county residents. HHS Board Chair Babbitt shared that the Valley Coop group is focusing on the mental health concerns in the county and is pleased to see the collaborations being done. RESULT: DISCUSSED 3. Health Center Home and Community Based Settings Status update Health and Human Services Director Johnson provided an update on Community Based Residential Facilities (CBRF) being on sight at the new Health Center facility related to managed care funding. The first step in the heightened scrutiny process is complete as the letter with Secretary Rhoades' approval has moved forward and been submitted to the Center for Medicare and Medicaid Services (CMS). Communication from CMS would be directed to the State Department of Health and Human Services staff . We will work with them when questions arise. RESULT: DISCUSSED 4. Cities Readiness Initiative Mass Dispensing Full-Scale Exercise Report Health and Human Services Director Fred Johnson introduced Emergency Preparedness Program Specialist Natasha Cardinal and Public Health Administrator Deb Lindemann. They informed the board on Cities Readiness Initiative and the exercise they recently completed. Conducting a full scale exercise is a requirement every 5 years and included 20 agencies. The scenario was the release of anthrax. A grant was awarded to St. Croix County to help cover the costs of this exercise, with planning for the exercise beginning in July of last year. The outcome was very successful and it is a great learning opportunity for all involved. Further discussion from the board was had. RESULT: DISCUSSED 5. Communicable Disease Report Public Health Administrator Deb Lindemann gave an updated quarterly report on communicable disease. Information was shared on the Avian Flu , Ebola, Middle East Respiratory syndrome, Lyme Disease, and West Nile Virus. Also some information regarding the blue green algae and an amoeba within lakes and river was given as this has been a recent concern on the news. Several questions and discussion by the board followed. Health and Human Services (HHS) Director Johnson informed the board that several counties have taken action by submitting resolutions to request dedicated state funding for communicable disease control and prevention. This has been brought to the board for their consideration of drafting a similar resolution for St. Croix County. Further discussion was had and it was determined that the board would ask that a resolution be drafted and brought back to this board. It seems good to keep this information in front of legislators even though it hasn't been considered in the state budget this year. HHS Director Johnson and Public Health Administrator Lindemann will work on drafting a resolution and bring back to the board in the next couple of months. RESULT: DISCUSSED 6. Resolution Authorizing Submission of the Application for Community Development Block Grant Funds on Behalf of the West Central Wisconsin Community Development Block Grant Housing Region Health and Human Services Director Fred Johnson addressed the board regarding additional federal funds available within the Community Development Block Grant for home buyer assistance and home owner repairs. Each county within the ten county housing region needs to pass a resolution to approve the filing of the application to receive this funding. Supervisor Kiesler made a motion to pass the resolution for submission of the application as is stated, and was seconded by Supervisor Anderson. A voice vote was taken with none opposed. If during the process the board has any questions they should feel free to contact HHS Director Johnson or Fiscal Manager Beata Haug. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Babbitt explained to the board that this is an opportunity for board members to request future agenda items. No agenda requests at this time were noted. HHS Board Chair Babbitt did remind the board that if at anytime they have an agenda request they can contact himself or HHS Director Johnson to do so. ANNOUNCEMENTS & CORRESPONDENCE County Board Supervisor Ostness passed out a few documents to the board regarding the upcoming Wisconsin Counties Association (WCA) Steering Committee meeting that he will be attending in Stevens Point. The steering committee will be discussing budget concerns within health and human services. Also, one of the highlighted agenda items at the WCA meeting will be regarding non-emergency medical transportation issues. Ostness also shared that a transit planning committee has been established to try and address the lack of transportation for consumers throughout the county. Health and Human Services (HHS) Director Johnson announced that Health and Human Services Board Chair Babbitt received a reply letter from Centers for Medicare and Medicaid Services (CMS) related to Nursing Homes 5 Star Quality measures and this will be forwarded to all board members for their review. Other announcements included : Health and Human Services staff at the St. Croix County Services Center celebrated 1 year at the new facility with a picnic, and a reminder to all board members of the upcoming ground breaking ceremony for the new Health Center Campus on August 4th at 3:00 PM.
